【摘要】：近十年來,我國(guó)城市房地產(chǎn)業(yè)快速發(fā)展,城市居民住房環(huán)境大幅改善,但是房?jī)r(jià)一路飆升,低收入家庭這一群體仍舊處于買不起房甚至租不起房的狀況。黨中央、國(guó)務(wù)院高度重視城市低收入家庭住房困難問題,出臺(tái)了廉租住房保障政策,特別是2008世界金融危機(jī)后,我國(guó)加大廉租住房保障力度,更多的低收入家庭獲得了廉租住房保障。南寧市作為廣西的首府,廉租住房保障工作一直走在廣西的前列。作者作為南寧市廉租住房保障一線工作者,選擇南寧市廉租住房保障項(xiàng)目管理進(jìn)行研究,希望能創(chuàng)新和發(fā)展目前南寧市廉租住房保障項(xiàng)目管理實(shí)施,全文共分六章。第一章重點(diǎn)介紹了目前廉租住房保障的發(fā)展歷程、國(guó)內(nèi)外廉租住房保障研究情況,以及本文研究的方法和創(chuàng)新之處。第二章先以新加坡、法國(guó)這兩個(gè)世界公認(rèn)住房問題解決得比較好的國(guó)家為例,介紹國(guó)外廉租住房保障發(fā)展情況和借鑒意義。同時(shí),根據(jù)南寧市廉租住房調(diào)研小組與國(guó)內(nèi)石家莊、濟(jì)南、天津等廉租住房保障工作先進(jìn)城市同行交流學(xué)習(xí)的成果,介紹了這三個(gè)城市的廉租住房保障經(jīng)驗(yàn),并運(yùn)用比較分析法深入分析了這三個(gè)城市的廉租住房保障管理實(shí)施和借鑒意義。第三章重點(diǎn)介紹南寧市目前廉租住房保障機(jī)構(gòu)、準(zhǔn)入條件、流程、保障方式、房源、資金、退出管理和實(shí)施成效八方面情況,并針對(duì)南寧市廉租住房保障管理存在的七大問題進(jìn)行分析。第四章借鑒國(guó)內(nèi)先進(jìn)城市的管理經(jīng)驗(yàn),結(jié)合南寧市的實(shí)際,利用項(xiàng)目管理方法,從組織機(jī)構(gòu)、準(zhǔn)入機(jī)制、項(xiàng)目流程、保障方式、經(jīng)費(fèi)預(yù)算、規(guī)劃建設(shè)、團(tuán)隊(duì)建設(shè)、任務(wù)管理、退出機(jī)制九方面提出實(shí)施南寧廉租住房保障項(xiàng)目管理的優(yōu)化對(duì)策。第五章通過一個(gè)南寧市廉租住房保障項(xiàng)目管理綜合應(yīng)用實(shí)例說明采用項(xiàng)目管理方法和工具的優(yōu)越性。第六章是結(jié)束語(yǔ)。對(duì)本文的研究進(jìn)行了總結(jié),并對(duì)研究的應(yīng)用做了展望。
[Abstract]:In recent ten years, the urban real estate industry in our country has developed rapidly, and the housing environment of urban residents has been greatly improved, but the housing prices have soared all the way, and the low-income families are still unable to buy or even rent a house. The Party Central Committee and the State Council have attached great importance to the housing difficulties of low-income families in urban areas, and have introduced a low-rent housing security policy. Especially after the 2008 world financial crisis, China has increased its efforts to ensure low-rent housing. More low-income families are guaranteed low-rent housing. Nanning as the capital of Guangxi, low-rent housing security has been in the forefront of Guangxi. As a front-line worker of low-rent housing security in Nanning, the author chooses the project management of low-rent housing security in Nanning to study, hoping to innovate and develop the implementation of low-rent housing security project management in Nanning at present. The full text is divided into six chapters. The first chapter focuses on the development of low-rent housing security, the research situation of low-rent housing security at home and abroad, as well as the research methods and innovations of this paper. The second chapter takes Singapore and France as examples to introduce the development and significance of low-rent housing security in foreign countries. At the same time, according to the results of the exchange and study between the research team of low-rent housing in Nanning and counterparts in advanced cities such as Shijiazhuang, Jinan, Tianjin, etc., the experience of low-rent housing security in these three cities was introduced. And use comparative analysis method to analyze the implementation and reference significance of low-rent housing security management in these three cities. The third chapter focuses on Nanning's current low-rent housing security institutions, access conditions, processes, security methods, housing sources, funds, exit management and implementation of eight aspects, And in view of Nanning low-rent housing security management seven major problems are analyzed. The fourth chapter draws lessons from the domestic advanced city management experience, unifies the Nanning actual, uses the project management method, from the organization, the admittance mechanism, the project flow, the safeguard way, the funds budget, the plan construction, the team construction, the task management, Nine aspects of exit mechanism proposed the implementation of Nanning low-rent housing security project management optimization measures. The fifth chapter illustrates the superiority of using project management method and tools through a comprehensive application example of low rent housing security project management in Nanning. The sixth chapter is the conclusion. The research of this paper is summarized, and the application of the research is prospected.
