【摘要】：隨著我國城鎮(zhèn)化、工業(yè)化、現(xiàn)代化進入快速發(fā)展的關(guān)鍵時期,與住房相關(guān)的各種矛盾和問題日益凸顯,低收入家庭無法依靠市場解決自身住房需要,住房問題已經(jīng)成為標志性的民生問題。為緩解住房供求矛盾,解決城鎮(zhèn)低收入家庭的住房問題,近年來我國政府開始重視發(fā)展保障性住房,并把保障性住房建設(shè)作為政府公共服務(wù)的一項重要職責(zé)。為此,國務(wù)院在“十二五”規(guī)劃中提出了新建3600萬套保障性住房,覆蓋20%城鎮(zhèn)人口的宏偉計劃,保障性住房建設(shè)已經(jīng)成為目前各級政府工作的重中之重。但是,從過去幾年地方保障性住房建設(shè)暴露出的問題來看,單靠政府的財政投入無法滿足保障性住房建設(shè)的資金需求,資金問題儼然已經(jīng)成為制約地方保障性住房建設(shè)的“瓶頸”。因此,完善保障性住房建設(shè)的融資模式,是推進地方保障性住房建設(shè)不可回避的重要問題。本文從湖南省HY市過去幾年保障性住房建設(shè)的實際情況出發(fā),緊扣資金這條制約保障性住房建設(shè)的關(guān)鍵要素,研究適合我國中部城市的保障性住房融資模式。首先介紹了保障性住房融資研究的背景和意義;然后對保障性住房、保障性住房融資的理論基礎(chǔ)和三種主要融資模式的概念進行了闡述;接著結(jié)合HY市保障性住房建設(shè)的基本目標,分析了HY市保障性住房建設(shè)的資金需求和資金籌集情況,并針對HY市保障性住房房建設(shè)融資現(xiàn)狀,剖析了HY市保障性住房建設(shè)融資中存在的問題;最后在總結(jié)國外保障性住房融資模式的成功經(jīng)驗的基礎(chǔ)上,提出了完善HY市保障性住房融資模式的對策和建議。
[Abstract]:With China's urbanization, industrialization and modernization entering a critical period of rapid development, housing related contradictions and problems become increasingly prominent, low-income families can not rely on the market to solve their housing needs. Housing has become a landmark livelihood issue. In order to alleviate the contradiction between supply and demand of housing and solve the housing problem of low-income families in cities and towns, in recent years, our government has begun to attach importance to the development of affordable housing, and the construction of affordable housing as an important responsibility of government public service. Therefore, in the 12th Five-Year Plan, the State Council proposed a grand plan to build 36 million sets of affordable housing, covering 20% of the urban population, and the construction of affordable housing has become the most important task of the governments at all levels. However, judging from the problems exposed in the construction of local affordable housing in the past few years, the financial input of the government alone cannot meet the financial needs of the construction of affordable housing. The problem of capital has become a bottleneck restricting the construction of local affordable housing. Therefore, improving the financing mode of affordable housing construction is an important issue that can not be avoided to promote the construction of local affordable housing. Based on the actual situation of affordable housing construction in HY city of Hunan Province in the past few years, this paper studies the financing mode of affordable housing in the central cities of China, which is based on the key element of funds which restrict the construction of affordable housing. Firstly, it introduces the background and significance of the research on affordable housing financing, and then expounds the theoretical basis of affordable housing, the theoretical basis of affordable housing financing and the concepts of three main financing modes. Then combined with the basic goal of the construction of affordable housing in HY city, the paper analyzes the financial needs and financing situation of the construction of affordable housing in HY city, and aims at the financing situation of the construction of affordable housing in HY city. This paper analyzes the problems existing in the financing of affordable housing construction in HY city, and finally, on the basis of summing up the successful experience of the foreign affordable housing financing model, puts forward the countermeasures and suggestions to perfect the financing mode of the affordable housing in HY city.
