合作開發(fā)房地產(chǎn)項(xiàng)目風(fēng)險(xiǎn)對(duì)策研究

【摘要】:近年來我國(guó)房地產(chǎn)行業(yè)迅速發(fā)展,房地產(chǎn)行業(yè)由于其自身的風(fēng)險(xiǎn)性使得房地產(chǎn)開發(fā)主體逐漸走向合作開發(fā)的戰(zhàn)略路徑。 本文通過對(duì)于房地產(chǎn)項(xiàng)目合作開發(fā)概念的解讀,對(duì)合作開發(fā)的概念進(jìn)行了限定,并對(duì)參與主體進(jìn)行了說明,明確了房地產(chǎn)開發(fā)商這一市場(chǎng)參與角色的主體地位,同時(shí)分析了合作開發(fā)房地產(chǎn)項(xiàng)目的特點(diǎn)。探討了房地產(chǎn)合作開發(fā)模式的運(yùn)作方式,并從供地方的角度對(duì)整個(gè)項(xiàng)目合作開發(fā)過程進(jìn)行了分解,明確了房地產(chǎn)合作開發(fā)項(xiàng)目的分析視角。 通過對(duì)房地產(chǎn)合作開發(fā)項(xiàng)目風(fēng)險(xiǎn)因素的識(shí)別,構(gòu)建了基于前期決策風(fēng)險(xiǎn)因素、投融資風(fēng)險(xiǎn)因素、項(xiàng)目建設(shè)風(fēng)險(xiǎn)因素、項(xiàng)目市場(chǎng)風(fēng)險(xiǎn)因素的基本風(fēng)險(xiǎn)分析結(jié)構(gòu),并通過對(duì)風(fēng)險(xiǎn)識(shí)別方法的分析,采用了頭腦風(fēng)暴法和故障樹法結(jié)合的方式,對(duì)房地產(chǎn)合作開發(fā)項(xiàng)目失敗的原因進(jìn)行了剖析,,得出了基于項(xiàng)目前期決策失誤、合作方選擇失誤、合作方式選擇失誤、項(xiàng)目管理失誤以及市場(chǎng)變化影響五維分析結(jié)構(gòu),并由此構(gòu)建房地產(chǎn)合作開發(fā)風(fēng)險(xiǎn)結(jié)構(gòu)模型。在對(duì)房地產(chǎn)合作開發(fā)項(xiàng)目風(fēng)險(xiǎn)識(shí)別的基礎(chǔ)上,基于傳統(tǒng)風(fēng)險(xiǎn)應(yīng)對(duì)方式如風(fēng)險(xiǎn)預(yù)防、風(fēng)險(xiǎn)減輕、風(fēng)險(xiǎn)轉(zhuǎn)移、風(fēng)險(xiǎn)規(guī)避以及風(fēng)險(xiǎn)自留對(duì)合作開發(fā)項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行了闡釋,并且構(gòu)建了包含風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)分擔(dān)以及風(fēng)險(xiǎn)后評(píng)價(jià)的風(fēng)險(xiǎn)應(yīng)對(duì)系統(tǒng),并對(duì)于該應(yīng)對(duì)系統(tǒng)的工作流程進(jìn)行了設(shè)計(jì)。 最終針對(duì)房地產(chǎn)企業(yè)風(fēng)險(xiǎn)管理從組織設(shè)計(jì)、財(cái)務(wù)風(fēng)險(xiǎn)預(yù)警、合同管理以及整合外腦資源、構(gòu)建風(fēng)險(xiǎn)管理文化等角度提出實(shí)施手段。并對(duì)BL和RC合作開發(fā)項(xiàng)目的風(fēng)險(xiǎn)處理進(jìn)行了簡(jiǎn)要案例分析。
[Abstract]:In recent years, the real estate industry has developed rapidly in our country. Because of its own risk, the main body of real estate development has gradually moved towards the strategic path of cooperative development. Through the interpretation of the concept of cooperative development of real estate projects, this paper defines the concept of cooperative development, explains the participants, and clarifies the main position of the market participation role of real estate developers. At the same time, the characteristics of the cooperative development of real estate projects are analyzed. This paper probes into the operation mode of the real estate cooperative development mode, decomposes the whole project cooperative development process from the point of view of local supply, and clarifies the analysis angle of the real estate cooperative development project. By identifying the risk factors of the real estate cooperative development project, the paper constructs the basic risk analysis structure based on the pre-decision risk factors, the investment and financing risk factors, the project construction risk factors, the project market risk factors. Through the analysis of the risk identification method and the combination of the brainstorming method and the fault tree method, the reasons for the failure of the real estate cooperative development project are analyzed. The model of risk structure of real estate cooperative development is constructed based on the five dimensional analysis structure of cooperative mode selection, project management error and market change. On the basis of risk identification of real estate cooperative development project, the paper explains the risk of cooperative development project based on traditional risk coping methods such as risk prevention, risk mitigation, risk transfer, risk evasion and risk retention. A risk response system including risk identification, risk assessment, risk sharing and post-risk evaluation is constructed, and the workflow of the response system is designed. Finally, the implementation means of risk management in real estate enterprises are put forward from the aspects of organizational design, financial risk warning, contract management, integration of external brain resources and construction of risk management culture. A case study on the risk management of BL and RC cooperative development project is also given.
