中鐵X局推行項(xiàng)目模擬股份制的探索與研究

【摘要】:當(dāng)前的國(guó)有企業(yè)改革是從2014年開(kāi)始試點(diǎn),國(guó)務(wù)院、國(guó)資委在薪酬制度方面提出了明示,鼓勵(lì)各國(guó)有企業(yè)建設(shè)完善與勞動(dòng)力即時(shí)市場(chǎng)相適應(yīng)、與公司經(jīng)營(yíng)效益和勞動(dòng)生產(chǎn)率相關(guān)的工資評(píng)定和正常增長(zhǎng)機(jī)制,以績(jī)效為導(dǎo)向,科學(xué)地評(píng)價(jià)各個(gè)崗位上員工的個(gè)人貢獻(xiàn),切實(shí)做到浮動(dòng)工資、獎(jiǎng)懲分明,由此調(diào)動(dòng)職工認(rèn)真工作的積極性。該企業(yè)集團(tuán)有限公司(簡(jiǎn)稱“該企業(yè)”)作為國(guó)有大型建筑施工企業(yè),秉承“追求卓越,勇于跨越”的開(kāi)拓精神,在內(nèi)部人事、勞動(dòng)、分配制度改革方面進(jìn)行了積極探索。本文以對(duì)該企業(yè)內(nèi)部分配制度的管理成效研究實(shí)際背景,對(duì)工程項(xiàng)目分配制度進(jìn)行新的探索,主要研究?jī)?nèi)容如下:首先,基于項(xiàng)目管理理論,重點(diǎn)概述了建立項(xiàng)目激勵(lì)約束制度的內(nèi)容與方法,并分析了該企業(yè)所屬工程項(xiàng)目的管理現(xiàn)狀。其次,在項(xiàng)目管理理論概述基礎(chǔ)上,重點(diǎn)研究了該企業(yè)工程項(xiàng)目組織模式、管理流程、成本管控等方面的現(xiàn)狀,發(fā)現(xiàn)項(xiàng)目在盈利能力上存在的問(wèn)題和面臨的風(fēng)險(xiǎn)點(diǎn)。最后,基于項(xiàng)目管理理論,闡述了在兩個(gè)具體項(xiàng)目上進(jìn)行的項(xiàng)目分配制度上的創(chuàng)新和取得的成效,結(jié)合企業(yè)實(shí)際情況,從資源配置、制度設(shè)計(jì)等方面,研究創(chuàng)新分配制度所需的配套的管理制度。本文通過(guò)對(duì)該企業(yè)工程項(xiàng)目管理流程、盈利能力及存在問(wèn)題的研究,提出創(chuàng)新的管理思路,并提供了試點(diǎn)成效,為加強(qiáng)項(xiàng)目管理尤其是提高員工創(chuàng)效積極性方面提供了可資借鑒的經(jīng)驗(yàn)。
[Abstract]:The current reform of state-owned enterprises has been piloted since 2014. The State Council and the SASAC have made it clear in terms of the salary system that they are encouraged to build and improve their state-owned enterprises to adapt to the immediate labor market. The salary evaluation and normal growth mechanism related to the company's operating efficiency and labor productivity, taking the performance as the direction, scientifically evaluates the individual contribution of the employees in various positions, and realizes the floating wages, clear rewards and punishments, Thus mobilize the enthusiasm of the staff and workers to work conscientiously. As a large state-owned construction enterprise, the enterprise group Co., Ltd ("this enterprise") has actively explored the reform of internal personnel, labor and distribution system under the pioneering spirit of "pursuing excellence and daring to leap over". In this paper, based on the actual background of the management effectiveness of the internal distribution system of the enterprise, a new exploration of the project distribution system is carried out. The main research contents are as follows: firstly, based on the project management theory, The contents and methods of setting up the project incentive and restraint system are summarized, and the management status of the project owned by the enterprise is analyzed. Secondly, based on the overview of project management theory, this paper focuses on the status quo of the enterprise project organization model, management process, cost control and so on, and finds out the existing problems and risk points in the profitability of the project. Finally, based on the project management theory, this paper expounds the innovation and achievements of the project allocation system in the two specific projects, combining with the actual situation of the enterprise, from the aspects of resource allocation, system design, etc. To study the necessary supporting management system for innovative distribution system. Based on the research of project management process, profitability and existing problems, this paper puts forward innovative management ideas, and provides experimental results. For strengthening project management, especially to improve the enthusiasm of staff to create results to provide reference experience.
