【摘要】：風(fēng)險(xiǎn)投資是一種市場(chǎng)經(jīng)濟(jì)行為，但離不開政府的支持。主要發(fā)達(dá)國(guó)家風(fēng)險(xiǎn)投資業(yè)起步較早，美國(guó)、歐洲和日本政府從各自實(shí)際國(guó)情出發(fā)，合理搭配各種政策和經(jīng)濟(jì)調(diào)節(jié)手段，在政策制定和直接投資兩個(gè)層面上發(fā)揮重要作用，雖然側(cè)重有所不同，但都形成了各有特色的風(fēng)險(xiǎn)投資模式，，起到了高新技術(shù)產(chǎn)業(yè)與資本市場(chǎng)之間重要的橋梁作用。在借鑒國(guó)際先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上，明確我國(guó)政府在風(fēng)險(xiǎn)投資領(lǐng)域的角色定位，對(duì)促進(jìn)我國(guó)風(fēng)險(xiǎn)投資業(yè)快速發(fā)展，帶動(dòng)高新技術(shù)產(chǎn)業(yè)和國(guó)民經(jīng)濟(jì)持續(xù)增長(zhǎng)具有重要意義。 本文采用定性分析為主和定量分析為輔的方式，回顧了風(fēng)險(xiǎn)投資的定義、特點(diǎn)和作用，總結(jié)了美國(guó)、日本和歐洲風(fēng)險(xiǎn)投資的發(fā)展過程和模式特點(diǎn)，分析了我國(guó)風(fēng)險(xiǎn)投資發(fā)展的現(xiàn)狀和存在問題，提出了政府推動(dòng)風(fēng)險(xiǎn)投資業(yè)發(fā)展的政策建議。分析結(jié)果認(rèn)為，我國(guó)風(fēng)險(xiǎn)投資起步較晚、各項(xiàng)配套制度尚不完善，為建立具有自身特色的風(fēng)險(xiǎn)投資體系時(shí)，既要借鑒國(guó)外的成功經(jīng)驗(yàn)，又要立足我國(guó)國(guó)情，嚴(yán)格按市場(chǎng)規(guī)律辦事，確立“統(tǒng)籌政策、改善環(huán)境、強(qiáng)化監(jiān)管、把控風(fēng)險(xiǎn)”的管理原則，在具體工作中做到“不包辦、不干涉、不越位”。最后提出了政策建議：大力建立和完善風(fēng)險(xiǎn)投資的法律法規(guī)體系，制定科學(xué)合理的優(yōu)惠扶持政策，培育健康的風(fēng)險(xiǎn)投資市場(chǎng)環(huán)境，構(gòu)建高素質(zhì)的人才隊(duì)伍，從外部環(huán)境保障和內(nèi)部機(jī)制建設(shè)兩方面著手，實(shí)現(xiàn)我國(guó)風(fēng)險(xiǎn)投資行業(yè)的可持續(xù)快速發(fā)展。
[Abstract]:Venture investment is a kind of market economic behavior, but it can not be separated from the support of the government. The venture capital industry in the main developed countries has started earlier. The United States, the European and Japanese governments, starting from their actual conditions, rationally match various policies and economic adjustment means, play an important role in the two levels of policy making and direct investment, although they are focused on some aspects. But all of them have formed a distinctive venture capital model, which has played an important role in the bridge between the high-tech industry and the capital market. On the basis of the advanced international experience, the role of our government in the field of venture capital is defined to promote the rapid development of the venture investment industry in China, and to promote the high-tech industry and the people. The sustained growth of the economy is of great significance.
This paper reviews the definition, characteristics and functions of venture capital, summarizes the development process and model characteristics of venture investment in the United States, Japan and Europe, analyzes the current situation and existing problems of the development of venture investment in China, and puts forward the policy suggestions for the government to promote the development of venture capital industry. The result of the analysis shows that the venture capital in China is late and the supporting system is not perfect. In order to establish a risk investment system with its own characteristics, we should not only draw on the successful experience of foreign countries, but also based on the national conditions of our country, strictly follow the law of the market, establish the management principle of "overall policy, improve the environment, strengthen supervision and control the risk". In the specific work, "do not deal with, do not interfere, not offside". Finally, the policy suggestions are put forward: establish and improve the legal system of risk investment, formulate a scientific and reasonable preferential support policy, cultivate a healthy risk investment market environment, build a high-quality talent team, from the external environment protection and internal mechanism construction. Two aspects, to achieve the sustainable and rapid development of China's venture capital industry.
