社會資金介入公共租賃住房建設的對策研究

【摘要】:如何保證社會資金在公共租賃住房建設中持續(xù)穩(wěn)定的投入,是困擾我國公共租賃住房發(fā)展的一個重要問題。本文基于公共租賃住房的基本性質(zhì),了解一些國家和地區(qū)公共住房實踐成功的運作模式,結(jié)合我國建設公共租賃住房的成功經(jīng)驗和失敗教訓,構建能夠促進社會資金介入公共租賃住房建設的激勵政策系統(tǒng),使公共租賃住房建設的資金缺口問題得以妥善解決。 本文共分為五章,主要內(nèi)容如下。緒論。主要闡述本文的研究背景、國內(nèi)外研究現(xiàn)狀以及本文的研究框架,闡述了本文的研究思路、內(nèi)容、方法及研究特色,從整體上把握本文的研究脈絡。第一章,基本理論問題。主要介紹了社會資金及公共租賃住房的相關概念,分析了社會資金介入公共租賃住房建設的必要性和可行性。第二章,社會資金介入公共租賃住房建設的發(fā)展脈絡與現(xiàn)狀。主要描述了公共租賃住房的發(fā)展過程,介紹目前已存在的幾種介入方式,對公共租賃住房的建設主體、規(guī)模、制度等現(xiàn)狀進行描述。第三章,社會資金介入公共租賃住房建設存在的問題及原因分析。首先,通過前面對我國社會資金介入公共租賃住房建設的程度分析,指出目前主要存在著缺口大、介入量不足、資金分布不平衡等問題;然后,,從地方政府的創(chuàng)新意識、激勵機制缺失、缺乏組織機構、資本市場發(fā)育不成熟、資金收益率低等方面對社會資金難以利用作出了分析。第四章,主要國家的公共住房融資激勵政策及對我國的啟示。分析了美國、新加坡、德國這些比較有代表性國家住房建設的融資模式并進行比較,為設計我國建設公共租賃住房激勵政策打下基礎。第五章,激勵社會資金介入公共租賃住房的政策設計。本章基于前述章節(jié)的研究,對激勵對策進行了初步設計從理念、政策、風險控制等方面對激勵社會資金介入公共租賃住房建設提出了對策,指出政府應利用財稅政策等優(yōu)惠條件來促進更多的投資主體介入公共租賃住房的建設,并使其加大投資規(guī)模,逐步形成以政府為主導、多種投資主體共存的公共租賃住房建設模式。
[Abstract]:How to ensure the sustained and stable investment of social funds in the construction of public rental housing is an important problem puzzling the development of public rental housing in China. Based on the basic nature of public rental housing, this paper understands the successful operation mode of public housing practice in some countries and regions, and combines the successful experience and failure lessons of the construction of public rental housing in China. To construct an incentive policy system which can promote the social funds to intervene in the construction of public rental housing, so that the problem of financing gap in the construction of public rental housing can be solved properly. This paper is divided into five chapters, the main contents are as follows. Introduction This paper mainly describes the research background, the domestic and foreign research status and the research framework of this paper, describes the research ideas, content, methods and research characteristics, from the overall grasp of the context of this study. Chapter one, basic theoretical problems. This paper mainly introduces the related concepts of social funds and public rental housing, and analyzes the necessity and feasibility of social capital intervention in the construction of public rental housing. The second chapter, social funds involved in the construction of public rental housing development and the current situation. This paper mainly describes the development process of public rental housing, introduces several existing intervention methods, and describes the construction subject, scale and system of public rental housing. The third chapter, social funds involved in the construction of public rental housing problems and reasons. First of all, by analyzing the degree of social capital involvement in the construction of public rental housing in China, the author points out that there are many problems, such as large gap, insufficient involvement, unbalanced distribution of funds, and so on; then, from the innovative consciousness of local governments, The lack of incentive mechanism, lack of organization, immature development of capital market and low rate of return of funds have made an analysis on the difficult use of social funds. The fourth chapter, the main countries' public housing finance incentive policy and its enlightenment to our country. This paper analyzes and compares the financing models of housing construction in the representative countries of the United States, Singapore and Germany, which lays a foundation for the design of incentive policies for the construction of public rental housing in China. Chapter five, the policy design of encouraging social funds to intervene in public rental housing. Based on the research of the preceding chapters, this chapter makes a preliminary design on incentive countermeasures from the aspects of concept, policy, risk control and so on, and puts forward some countermeasures to encourage social funds to intervene in the construction of public rental housing. It is pointed out that the government should make use of the preferential conditions such as fiscal and taxation policies to promote more investment subjects to intervene in the construction of public rental housing, increase the scale of investment, and gradually take the government as the leading factor. The construction mode of public rental housing with the coexistence of multiple investment subjects.
