【摘要】：2015年12月28日,第十二屆全國(guó)人大第18次會(huì)議通過(guò)了對(duì)包括鑲黃旗在內(nèi)的全國(guó)232個(gè)試點(diǎn)區(qū)暫時(shí)調(diào)整有關(guān)法律的決定,鑲黃旗被遴選為全區(qū)8個(gè)"兩權(quán)"抵押貸款試點(diǎn)旗縣之一和錫林郭勒盟唯一一家草場(chǎng)經(jīng)營(yíng)權(quán)抵押貸款試點(diǎn)旗。草場(chǎng)權(quán)抵押貸款對(duì)于盤(pán)活牧區(qū)存量資產(chǎn)、提高草場(chǎng)使用效率具有重要意義,但由于草場(chǎng)流轉(zhuǎn)機(jī)制不健全、流轉(zhuǎn)操作程序不規(guī)范、缺乏有效擔(dān)保等問(wèn)題,制約了草場(chǎng)融資功能的發(fā)揮,本文主要對(duì)鑲黃旗草場(chǎng)經(jīng)營(yíng)權(quán)抵押貸款工作的開(kāi)展情況、取得的實(shí)效、存在的問(wèn)題以及解決問(wèn)題的建議進(jìn)行了調(diào)查。
[Abstract]:On December 28, 2015, the 18th session of the Twelfth National people's Congress adopted a decision on the temporary adjustment of the relevant laws in 232 pilot districts throughout the country, including the yellow flag. Xianhuang Banner was selected as one of the eight "two right" mortgage pilot counties in the whole district and the only grassland management mortgage mortgage pilot flag in Xilin Guolle League. The mortgage loan of grassland right is of great significance to invigorate stock assets in pastoral areas and improve the efficiency of grassland use. However, due to the imperfect circulation mechanism, the irregular operating procedures and the lack of effective guarantee, etc. This paper mainly investigates the development of the mortgage loan work of the management right of the grassland with the yellow flag, the actual effect, the existing problems and the suggestions to solve the problems.
