【摘要】：2010年中央1號(hào)文件《中共中央國務(wù)院關(guān)于加快水利改革發(fā)展的決定》提出實(shí)行最嚴(yán)格的水資源管理制度,把嚴(yán)格水資源管理作為加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的戰(zhàn)略舉措�！稕Q定》在建立用水總量控制制度方面明確要求建立和完善國家水權(quán)制度,充分運(yùn)用市場(chǎng)機(jī)制優(yōu)化配置水資源。新疆十三師為了響應(yīng)國家水利部頒布的《水利部關(guān)于深化水利改革的指導(dǎo)意見》,以及為了減緩該地區(qū)的水資源供需矛盾,積極開展了大量的水權(quán)工作。本文在這些工作的基礎(chǔ)之上,為了進(jìn)一步推進(jìn)該地區(qū)水權(quán)交易市場(chǎng)的發(fā)展,為了更快的通過水權(quán)交易優(yōu)化水資源配置,針對(duì)十三師的具體情況,開展了該地區(qū)水權(quán)交易系統(tǒng)的研究,主要研究內(nèi)容包括:(1) 了解并分析了十三師地區(qū)的自然地理、社會(huì)經(jīng)濟(jì)以及水資源概況,并介紹了不同的初始水權(quán)分配方法,以及采用不同的方法分別計(jì)算了初始水權(quán)分配結(jié)果,通過分析方法原理以及具體計(jì)算結(jié)果,找出了適合十三師地區(qū)的初始水權(quán)分配方法,為水權(quán)交易系統(tǒng)的構(gòu)建奠定一定的基礎(chǔ)。(2)從十三師水權(quán)交易的具體特征出發(fā),對(duì)該地區(qū)水權(quán)交易模型展開研究,先了解并分析了現(xiàn)有的一些常用定價(jià)方法,并結(jié)合十三師具體情況,建立起十三師水權(quán)交易定價(jià)模型;然后再分析水權(quán)交易過程中補(bǔ)償?shù)哪康呐c常用方式并確定出十三師水權(quán)交易補(bǔ)償標(biāo)準(zhǔn);然后針對(duì)十三師主要的交易主體,分析特征建立一套可行的水權(quán)交易規(guī)則,其中包括主體規(guī)定、客體規(guī)定等10項(xiàng)內(nèi)容;最后基于交易規(guī)則,并結(jié)合十三師水權(quán)交易基本特征,設(shè)計(jì)一套可行的水權(quán)交易流程,通過這些內(nèi)容建立起一套適用于十三師的水權(quán)交易模型。(3)通過交易模型分析出系統(tǒng)的主要使用者,針對(duì)使用者的具體功能需求,從使用者的需求出發(fā),設(shè)計(jì)系統(tǒng)的功能模塊,并設(shè)計(jì)相應(yīng)功能;再將功能模塊與交易模型相結(jié)合,設(shè)計(jì)系統(tǒng)組成結(jié)構(gòu),并介紹該設(shè)計(jì)模式,通過這些內(nèi)容為系統(tǒng)的實(shí)現(xiàn)做足準(zhǔn)備。(4)結(jié)合交易模型以及系統(tǒng)組成結(jié)構(gòu)設(shè)計(jì),通過Java Web技術(shù),基于Web Service的實(shí)現(xiàn)手段以及DBMS的數(shù)據(jù)支撐,采用B/S的設(shè)計(jì)模式,先通過Web方式實(shí)現(xiàn)該系統(tǒng),再考慮該地區(qū)的特殊性,進(jìn)一步采用移動(dòng)實(shí)現(xiàn)的方式再對(duì)其進(jìn)行實(shí)現(xiàn),并對(duì)其使用方法進(jìn)行簡(jiǎn)單介紹。
[Abstract]:Central Committee document No. 1 of 2010, "decision of the CPC Central Committee and the State Council on speeding up the Reform and Development of Water Resources", proposes to implement the strictest water resources management system. Strict water resources management is regarded as a strategic measure to speed up the transformation of economic development mode. In the aspect of establishing the total water consumption control system, it is clearly required to establish and perfect the national water rights system and to make full use of the market mechanism to optimize the allocation of water resources. In order to respond to the "guiding opinions of the Ministry of Water Resources on deepening Water Conservancy Reform" issued by the Ministry of Water Resources of Xinjiang, and to alleviate the contradiction between supply and demand of water resources in this area, the 13th Division of Xinjiang has actively carried out a large number of water rights work. On the basis of these works, in order to further promote the development of the water rights trading market in the region, and to optimize the allocation of water resources through water rights trading more quickly, this paper aims at the specific situation of the 13th Division. The research of water rights trading system in this area is carried out. The main research contents include: 1) understanding and analyzing the natural geography, social economy and water resources of the Shendi area, and introducing different initial water rights distribution methods. And the initial water rights distribution results are calculated by using different methods. By analyzing the principle of the method and the concrete calculation results, we find out the initial water rights allocation method suitable for the Shisendi area. It lays a certain foundation for the construction of water right trading system. (2) based on the specific characteristics of water right trading in the 13th division, this paper studies the water right trading model in this area, and first understands and analyzes some common pricing methods. Combined with the specific situation of the 13th division, the pricing model of the water right transaction of the 13th division is established, and then the purpose and common methods of the compensation in the process of water right trading are analyzed and the compensation standard of the water right transaction for the 13th division is determined. Then, aiming at the main trading subjects of the 13th division, the author analyzes the characteristics and establishes a set of feasible water rights trading rules, including the subject regulation, the object regulation, and so on. Finally, based on the transaction rules and combining with the basic characteristics of the 13th division water right transaction, Design a set of feasible water right trade flow, set up a set of water right trade model. 3) analyze the main users of the system through the transaction model, according to the specific functional needs of the users. According to the needs of the users, the functional modules of the system are designed, and the corresponding functions are designed. Then, the structure of the system is designed by combining the functional modules with the transaction model, and the design pattern is introduced. Through these contents, we can make full preparation for the realization of the system. We combine the transaction model and the system structure design. Through the Java Web technology, based on the Web Service and the data support of DBMS, we adopt the design mode of B / S, which is based on the method of Web Service and the data support of DBMS. The system is realized by Web, and then the mobile implementation is used to realize the system, and the method of using it is introduced briefly.
