【摘要】：上�，F(xiàn)代城市發(fā)展至今,住房問(wèn)題一直是大家關(guān)注的焦點(diǎn)。社會(huì)住房體制在發(fā)展過(guò)程中,政府對(duì)其進(jìn)行了兩次改革,第一次是實(shí)行住宅商品化,第二次是吸引社會(huì)資金投入建設(shè),基本上滿足了整個(gè)城市的住房需求量,原有的公有住房體制也淡出舞臺(tái)。但是我們漸漸發(fā)現(xiàn),社會(huì)住房的價(jià)格越來(lái)越高,中小型廉價(jià)住房數(shù)量很少,中低收入家庭的居住環(huán)境得不到根本改善,其原因就是城市的住房保障體系不健全、市場(chǎng)分配結(jié)構(gòu)不完善。政府有責(zé)任保障這些中低收入家庭的住房問(wèn)題,作為宏觀調(diào)控組織者,政府要拿出實(shí)質(zhì)性的措施。普陀區(qū)既有中心城區(qū)部分,也有較偏遠(yuǎn)地區(qū)部分,對(duì)其住房保障制度的研究,具有代表性。 本研究以制度經(jīng)濟(jì)學(xué)為分析的理論基礎(chǔ)。制度經(jīng)濟(jì)學(xué)是分析制度問(wèn)題的有效工具,它將制度的結(jié)構(gòu)分為制度環(huán)境、制度安排和制度執(zhí)行三大部分。制度的問(wèn)題都源于這三個(gè)部分。 本研究以文獻(xiàn)分析法、社會(huì)調(diào)查法和制度分析法為主要研究方法,對(duì)上海市普陀區(qū)住房保障制度發(fā)展的背景和歷程進(jìn)行文獻(xiàn)研究,對(duì)上海市普陀區(qū)居民家庭住房及其保障狀況進(jìn)行社會(huì)調(diào)查,對(duì)上海市普陀區(qū)住房保障制度問(wèn)題、成因、對(duì)策進(jìn)行制度分析。 本研究梳理和分析上海市普陀區(qū)住房保障制度發(fā)展的背景和歷程,描述上海市普陀區(qū)住房保障制度環(huán)境、安排、執(zhí)行,分析上海市普陀區(qū)住房保障制度問(wèn)題及成因,提出完善上海市市普陀區(qū)住房保障制度的對(duì)策。 第一章“緒論”,闡述了本研究的背景、意義、目的、方法和論文的框架,并且梳理了與本文相關(guān)的概念和理論的基礎(chǔ)。 第二章“上海市普陀區(qū)住房保障制度的產(chǎn)生及發(fā)展”,梳理了上海市普陀區(qū)住房保障制度的背景和發(fā)展歷程。 第三章“上海市普陀區(qū)住房保障制度及其實(shí)施現(xiàn)狀”,從上海市普陀區(qū)住房保障制度的環(huán)境、安排和執(zhí)行描述了海市普陀區(qū)住房保障制度的現(xiàn)有制度安排,并歸納了上海市普陀區(qū)住房保障制度的實(shí)施現(xiàn)狀。 第四章“上海市普陀區(qū)住房保障制度問(wèn)題成因分析”,結(jié)合上一章指出上海市普陀區(qū)住房保障制度存在的問(wèn)題,并分析出上海市普陀區(qū)住房保障制度問(wèn)題的產(chǎn)生是由于制度環(huán)境、制度安排和制度執(zhí)行中的問(wèn)題而產(chǎn)生。 第五章“上海市普陀區(qū)住房保障制度的國(guó)外經(jīng)驗(yàn)啟示”,從國(guó)外住房保障制度中發(fā)現(xiàn)其優(yōu)缺點(diǎn),從中行得出對(duì)我國(guó)住房保障制度的啟示。 第六章“完善上海市普陀區(qū)住房保障制度的建議””,針對(duì)上海市普陀區(qū)住房保障制度問(wèn)題,提出改善上海市普陀區(qū)住房保障制度的策略。 第七章“研究的結(jié)論與展望”,得出研究的結(jié)論,提出不足之處,對(duì)后續(xù)研究做出展望。
[Abstract]:The housing problem has been the focus of attention since the development of modern city in Shanghai.During the development of the social housing system, the government carried out two reforms, the first of which was to implement the commercialization of housing and the second to attract social funds to invest in the construction, which basically met the housing demand of the whole city.The original public housing system also faded out of the stage.But we are gradually finding that the price of social housing is getting higher and higher, that the number of small and medium-sized low-cost housing is small, and that the living environment of low- and middle-income families cannot be fundamentally improved. The reason is that the housing security system in the cities is not sound.The market distribution structure is not perfect.The government has the responsibility to protect the housing problems of these low-and middle-income families. As a macro-control organizer, the government should take substantive measures.Putuo District has not only the central urban area part, but also the more remote area part, the research on its housing security system is representative.This study is based on institutional economics.Institutional economics is an effective tool for analyzing institutional problems. It divides the structure of institution into three parts: institutional environment, institutional arrangement and institutional execution.The problems of the system all come from these three parts.Based on the methods of literature analysis, social investigation and institutional analysis, the background and course of housing security system development in Putuo District of Shanghai are studied.This paper makes a social investigation on the housing and its security of the residents in Putuo District of Shanghai, and analyzes the problems, causes and countermeasures of the housing security system in Putuo District of Shanghai.This study combs and analyzes the background and course of the development of housing security system in Putuo District of Shanghai, describes the housing security system environment, arrangement, implementation, and analyzes the problems and causes of housing security system in Putuo District of Shanghai.Put forward the countermeasure of perfecting housing security system in Putuo District of Shanghai City.The first chapter "introduction" describes the background, significance, purpose, methods and framework of this study, and combs the related concepts and theoretical basis.The second chapter, "the emergence and development of housing security system in Putuo District, Shanghai", combs the background and development process of housing security system in Putuo District of Shanghai.The third chapter, "Housing security system and its implementation status in Putuo District, Shanghai", describes the existing institutional arrangements of housing security system in Putuo District, Shanghai from the environment of housing security system in Putuo District, Shanghai.And summed up the implementation of housing security system in Putuo District of Shanghai.The fourth chapter, "Analysis of the causes of the housing security system in Putuo District, Shanghai", points out the problems existing in the housing security system in Putuo District, Shanghai, in combination with the previous chapter.The problem of housing security system in Putuo District of Shanghai is caused by the problems in system environment, system arrangement and system implementation.The fifth chapter is "the Enlightenment of Foreign experience on Housing Security system in Putuo District of Shanghai", which finds its advantages and disadvantages from the foreign housing security system, and draws the enlightenment to the housing security system of our country from the Bank of China.The sixth chapter is "suggestions to perfect the housing security system in Putuo District of Shanghai", aiming at the problems of housing security system in Putuo District of Shanghai, the author puts forward the strategies to improve the housing security system in Putuo District of Shanghai.Chapter 7: conclusion and prospect of research, draw conclusions of the study, put forward the deficiency, and make a prospect to the follow-up study.
