【摘要】：住房是人類生活的基本需求,對于人們實(shí)際生活極為重要,是實(shí)現(xiàn)人們生產(chǎn)生活的前提條件。住房不單單充分展現(xiàn)了自己的基本性能,也就是為人們帶來遮風(fēng)避雨的地方及抽象意義上的“家”的意義,同時也有極為關(guān)鍵的社會化性能。要不斷保障住房機(jī)制建設(shè),不斷完善城市中低收入人群的居住條件,并不斷完善黨十八大中明確的“住有所居”這一政策保證。住房作為社會關(guān)注的民生問題,需要不斷加強(qiáng)對住房機(jī)制建設(shè)的完善,不斷健全多層次的住房機(jī)制,不斷實(shí)現(xiàn)中低收入人員的住房要求,這有助于改善良生、不斷推動社會的和諧穩(wěn)定發(fā)展�！蛾P(guān)于解決城市低收入家庭住房困難的若干意見》是國務(wù)院在2007年的時候頒行的,這個意見中在當(dāng)前社會中引發(fā)了不小的反響。該意見針對由于廉租住房制度、經(jīng)濟(jì)適用住房制度和一些相關(guān)的政策措施相對滯后而帶來的城市收入低的家庭在住房中存在的問題,指出建立與完善市級廉價住房機(jī)制,強(qiáng)化經(jīng)濟(jì)適用房及其他住房困難戶機(jī)制的完善。這屬于國內(nèi)第一次對收入較低家庭存在的住房困難的問題的處理,同時通過政府公共職能對其進(jìn)行強(qiáng)化。本課題的研究對象為吉林省保障房的退出機(jī)制,吉林省作為東北地區(qū)中部省份,其住房保障制度在保障內(nèi)容、建筑節(jié)能、退出懲戒等方面既有自身特點(diǎn),又有區(qū)域代表性。保障房安居工程作為吉林省一項(xiàng)重要的民生工程,自實(shí)施以來它不僅有效的解決了人們的住房需求問題,更為曾經(jīng)住房還成為難題的低收入群體提供了較好的居住環(huán)境。但對于如何有效實(shí)施保障性住房的退出機(jī)制,使僅有的房源得以充分發(fā)揮其保障作用,還有很多的解決路徑需要我們?nèi)ヌ剿��；趯σ恍┦袌鼋?jīng)濟(jì)發(fā)達(dá)國家和地區(qū)的研究,我們不難看出切實(shí)可行的準(zhǔn)入機(jī)制和對其過程進(jìn)行實(shí)時有效的監(jiān)督,是使得退出機(jī)制能夠順利實(shí)效進(jìn)行的前提。只有完善了保障性住房的退出機(jī)制,才能夠確保這一民生問題達(dá)到先期預(yù)定的目標(biāo),才能使吉林省能夠更好的做到讓廣大人民群眾住有所居。如何完善吉林省保障性住房的退出機(jī)制,是需要我們亟待解決的一項(xiàng)重要問題。本課題通過學(xué)科的交叉和融合性,融合了尋租、博弈和治理等經(jīng)濟(jì)學(xué)理論對吉林省城鎮(zhèn)保障性住房在退出問題上存在的成因進(jìn)行深入分析,從而使課題的研究具有豐富的理論基礎(chǔ),也進(jìn)一步豐富了吉林省現(xiàn)有住房保障理論的研究內(nèi)容。并針對吉林省城鎮(zhèn)保障性住房法律法規(guī)的盲點(diǎn)和漏洞,探索適合吉林省城鎮(zhèn)保障性住房的退出機(jī)制,從而為完善吉林省城鎮(zhèn)保障性住房法律體系提供理論指導(dǎo)。文章共分為四個部分,第一部分確定了文章的研究對象、研究方法、研究內(nèi)容。并對課題涉及的主要概念進(jìn)行了定義,對保障性住房的退出機(jī)制做了充分的理論研究;第二部分運(yùn)用文獻(xiàn)回顧和綜述的方法,梳理吉林省實(shí)施住房保障政策以來國內(nèi)外保障性住房的現(xiàn)狀與發(fā)展,簡要概述吉林省關(guān)于住房保證機(jī)制的退出及相應(yīng)的管理舉措,并對國外有關(guān)住房困難問題中的政策和管理措施進(jìn)行了闡述,同時運(yùn)用比較分析法研究吉林省保障性住房實(shí)施以來其合理性及實(shí)施效果;第三部分在回顧和分析吉林省住房保障政策與管理現(xiàn)狀的基礎(chǔ)上,運(yùn)用案例分析法、實(shí)證分析法,從政政策制定、法律法規(guī)和管理實(shí)施等方面多角度分析吉林省住房保障政策與管理存在的問題并分析其原因;第四部分在既有問題分析的基礎(chǔ)上,結(jié)合吉林省實(shí)際需要提出完善吉林省保障性住房退出機(jī)制的總體思路和具體建議;文章的第五部分為結(jié)論;第六部分為致謝。本課題研究的重點(diǎn)在于通過對國內(nèi)外研究現(xiàn)狀的梳理,歸納出吉林省保障住房退出機(jī)制存在的問題;難點(diǎn)在于對現(xiàn)存問題提出解決方案,并將這些方案整合為有效率、有組織、有系統(tǒng)的機(jī)制。研究成果在立足吉林省城鎮(zhèn)保障性住房制度完善的同時,也希望可以為其他欠發(fā)達(dá)省份推進(jìn)城鎮(zhèn)保障性住房建設(shè)提供經(jīng)驗(yàn)。
[Abstract]:Housing is the basic needs of human life, people in real life is very important, is the premise to realize the production and life of the people. To guarantee the housing construction mechanism, and constantly improve the living conditions of low-income people in the city, and constantly improve the party eighteen and clear "housing". The policy to ensure housing as a social concern to people's livelihood problem, need to continue to strengthen the perfection of the mechanism of housing construction, and constantly improve the mechanism of multi-level housing the housing needs of low-income persons to realize, which helps to good students, and constantly promote social harmonious and stable development. Only improve the exit mechanism of affordable housing that can ensure the livelihood of the people to advance the intended target, in order to make Jilin province better able to make the masses such as housing. Improve the exit mechanism of affordable housing in Jilin Province, is an important problem to be solved. Through the research disciplines and integration, integration of rent-seeking, game theory and governance theory of economics to conduct in-depth analysis of the causes of the existing problems in the exit on the Jilin province urban affordable housing, so as to make the research has a rich theoretical basis, but also further enrich the research content of Jilin Province, the existing housing security theory.
