中信銀行合肥分行個人信貸業(yè)務風險控制問題研究

【摘要】:近年來,我國政府相繼出臺了一系列促進零售信貸業(yè)務進一步發(fā)展的政策,因此,目前對于各家商業(yè)銀行而言,正是大力發(fā)展個人信貸業(yè)務的大好時期,合肥地區(qū)的各家商業(yè)銀行都將個人信貸業(yè)務作為業(yè)務拓展的"新抓手",在此背景下,近兩年中信銀行合肥分行的個人信貸業(yè)務規(guī)?焖僭鲩L。商業(yè)銀行在享受著個人信貸業(yè)務帶來的巨大零售客群以及交叉營銷機遇的同時,在業(yè)務發(fā)展過程中也面臨著各項風險,而這些風險一旦發(fā)生,則有可能會對商業(yè)銀行造成一定的經濟或名譽損失。因此,如何對個人信貸業(yè)務風險進行有效控制是目前各家商業(yè)銀行亟待解決的一個共同問題。本文以中信銀行合肥分行個人信貸業(yè)務為研究對象,首先介紹了中信銀行合肥分行在個人信貸業(yè)務發(fā)展的現(xiàn)狀,主要表現(xiàn)為:業(yè)務規(guī)模增長迅速、零售客戶數(shù)穩(wěn)步增長和個人信貸資產不良率逐步下降。通過對中信銀行合肥分行與合肥其它股份制銀行以及中信銀行其它兄弟分行在個人信貸業(yè)務上的比較分析,可以看出,中信銀行合肥分行的個人信貸業(yè)務主要存在以下幾方面問題:個人信貸業(yè)務結構發(fā)展嚴重不均衡;同城支行業(yè)務發(fā)展不均衡;個人信貸業(yè)務客戶綜合營銷能力不強;個人信貸資產質量控制能力不足。其次,本文就中信銀行合肥分行在個人信貸業(yè)務發(fā)展過程中所面臨的風險及其成因進行了分析,目前中信銀行合肥分行個人信貸業(yè)務主要面臨著來自合作方、借款人,以及銀行內部管理等方面的風險,F(xiàn)階段,中信銀行合肥分行在個人信貸業(yè)務風險控制上還在存在諸多問題,主要有:風險控制流程與業(yè)務發(fā)展要求不匹配;風險監(jiān)控措施落實不到位;押品管理機制不健全;三方合作機制不完善;考核機制不完善。最后,本文提出了中信銀行合肥分行完善個人信貸業(yè)務風險控制的具體措施。第一,通過建立健全標準的貸款業(yè)務操作流程和統(tǒng)一的風險審批授權流程,健全個人信貸業(yè)務操作流程;第二,通過規(guī)范貸前調查業(yè)務操作,嚴格執(zhí)行貸中審查制度,完善貸后檢查制度,來強化不同貸款環(huán)節(jié)的風險監(jiān)控;第三,落實押品準入機制,完善押品管理責任制;第四,通過建立健全合作方渠道的準入、管理及退出機制,來完善合作方的動態(tài)管理機制;第五,通過建立激勵業(yè)務創(chuàng)新的運行機制和合理有效的獎懲制度,來完善個人信貸業(yè)務內部創(chuàng)新及考核機制。
[Abstract]:In recent years, our government has issued a series of policies to promote the further development of retail credit business.Every commercial bank in Hefei takes personal credit business as its "new grasp" of business development. Under this background, the scale of personal credit business of Hefei branch of CITIC Bank has grown rapidly in the past two years.While enjoying the huge retail customer group and cross-marketing opportunity brought by personal credit business, commercial banks are also faced with various risks in the process of business development, and once these risks occur,May cause certain economic or reputation loss to the commercial bank.Therefore, how to effectively control the risk of personal credit is a common problem to be solved by commercial banks.Taking the personal credit business of Hefei Branch of CITIC Bank as the research object, this paper first introduces the current situation of the development of personal Credit Business in Hefei Branch of CITIC Bank, mainly as follows: the scale of business grows rapidly.The number of retail customers has steadily increased and the rate of personal credit assets has declined.Through the comparative analysis of the personal credit business between Hefei Branch of CITIC Bank and other joint-stock banks in Hefei and other branches of CITIC Bank, we can see thatPersonal credit asset quality control capacity is insufficient.Secondly, this paper analyzes the risks and causes of the development of personal credit business in Hefei Branch of CITIC Bank. At present, the personal credit business of Hefei Branch of CITIC Bank is mainly coming from the partners and borrowers.And bank internal management and other aspects of risk.At the present stage, there are still many problems in the risk control of personal credit business in Hefei Branch of CITIC Bank. The main problems are as follows: the risk control process does not match with the requirements of business development, the risk monitoring measures are not in place, the mechanism of risk management is not perfect;The tripartite cooperation mechanism is not perfect; the appraisal mechanism is not perfect.Finally, this paper puts forward the concrete measures to improve the risk control of personal credit business in Hefei Branch of CITIC Bank.First, by establishing and improving the standard loan business operation process and the unified risk examination and approval authorization process, to improve the personal credit business operation process; second, by standardizing the pre-loan investigation business operations, strictly implementing the loan examination system.To improve the post-loan inspection system to strengthen the risk monitoring of different loan links; third, to implement the mechanism of access to collateral, improve the management responsibility system; fourth, by establishing and improving the mechanism of access, management and withdrawal of partner channels,To improve the dynamic management mechanism of the partner; fifthly, through the establishment of incentive business innovation operation mechanism and reasonable and effective reward and punishment system, to improve the personal credit business internal innovation and assessment mechanism.
