【摘要】：正2016年10月10日,國(guó)務(wù)院發(fā)布《關(guān)于積極穩(wěn)妥降低企業(yè)杠桿率的意見(jiàn)》及《關(guān)于市場(chǎng)化銀行債權(quán)轉(zhuǎn)股權(quán)的指導(dǎo)意見(jiàn)》(以下簡(jiǎn)稱《指導(dǎo)意見(jiàn)》),作出在市場(chǎng)化、法治化原則下實(shí)施新一輪債轉(zhuǎn)股的戰(zhàn)略決策。以中國(guó)華融為代表的中國(guó)金融資產(chǎn)管理公司,自1999年成立以來(lái)即承擔(dān)起實(shí)施企業(yè)債轉(zhuǎn)股的歷史使命,18年來(lái)一方面幫助一大批國(guó)有企業(yè)減輕包袱、改革脫困,積累了豐富的債轉(zhuǎn)股專業(yè)經(jīng)驗(yàn),打造了一支專業(yè)化人才隊(duì)伍;另一方面也成功完成了自身的市場(chǎng)化轉(zhuǎn)型,發(fā)展成為以處置不良資產(chǎn)為主業(yè)、擁有全金融牌照的國(guó)有金融控股集
[Abstract]:On October 10, 2016, the State Council issued the "opinions on actively and steadily reducing the leverage ratio of Enterprises" and the "guiding opinions on the conversion of creditor's Rights to Equity of market-oriented Banks" (hereinafter referred to as "guidance opinions"). China Financial Asset Management Corporation, represented by Huarong in China, will implement a new round of strategic decisions on the conversion of debt into equity under the principle of rule of law. Since its establishment in 1999, it has taken on the historical mission of implementing enterprise debt to equity conversion. On the one hand, it has helped a large number of state-owned enterprises to lighten their burden, reformed and extricated themselves from difficulties in the past 18 years, accumulated rich experience in debt-equity conversion, and created a contingent of specialized talents. On the other hand, it has successfully completed its own market-oriented transformation, and developed into a state-owned financial holding set with the disposal of non-performing assets as its main business and a full financial license plate.
