建立我國(guó)鐵路貨運(yùn)移運(yùn)設(shè)備租賃市場(chǎng)的研究

【摘要】:租賃市場(chǎng)具有打通租賃供需雙方通道、提高租賃效率和促進(jìn)租賃規(guī);l(fā)展的作用。目前我國(guó)鐵路貨運(yùn)移動(dòng)設(shè)備租賃十分落后,只存在少量非市場(chǎng)化的經(jīng)營(yíng)租賃,融資性租賃幾乎沒(méi)有,計(jì)劃經(jīng)濟(jì)色彩濃厚,鐵總壟斷租賃業(yè)務(wù),準(zhǔn)入門檻高,社會(huì)資本難以進(jìn)入,租賃價(jià)格昂貴,既有的貨運(yùn)移動(dòng)設(shè)備運(yùn)用效率低下、流動(dòng)性差以致供需失衡。鐵路貨運(yùn)移動(dòng)設(shè)備租賃市場(chǎng)在國(guó)外得到了比較好的發(fā)展,如北美鐵路貨運(yùn)公司使用的貨車60%以上來(lái)自于成熟的貨車租賃市場(chǎng)。我國(guó)鐵路貨運(yùn)移動(dòng)設(shè)備租賃難以發(fā)展的根本原因在于國(guó)鐵的壟斷體制和機(jī)制,現(xiàn)行的鐵路貨運(yùn)移動(dòng)設(shè)備管理方式使鐵總在租賃行業(yè)具有行業(yè)壟斷地位;移動(dòng)設(shè)備過(guò)軌管理方式使鐵總在租賃行業(yè)具有行政壟斷地位。因此,在當(dāng)前鐵路建設(shè)投融資改革的背景下,研究建立我國(guó)鐵路貨運(yùn)移動(dòng)設(shè)備租賃市場(chǎng)、打破壟斷對(duì)逐步吸引社會(huì)資本進(jìn)入鐵路和引入競(jìng)爭(zhēng)具有現(xiàn)實(shí)意義和創(chuàng)新意義。本文以大量的現(xiàn)場(chǎng)調(diào)研和訪談為基礎(chǔ),第一次較為系統(tǒng)地梳理了我國(guó)鐵路貨運(yùn)移動(dòng)設(shè)備租賃的現(xiàn)狀和存在問(wèn)題。用設(shè)備全壽命周期理論、經(jīng)濟(jì)學(xué)供需理論和租賃市場(chǎng)功能分析說(shuō)明了建立我國(guó)鐵路貨運(yùn)移動(dòng)設(shè)備租賃市場(chǎng)必要性,通過(guò)以C70設(shè)備全壽命周期模型案例定量推導(dǎo)出經(jīng)營(yíng)租賃和融資租賃的價(jià)值區(qū)間,證明了建立租賃市場(chǎng)可以達(dá)到降低租賃價(jià)格的目的,通過(guò)使用經(jīng)濟(jì)學(xué)供需理論圖型分析,證明了租賃市場(chǎng)的存在使貨運(yùn)市場(chǎng)具有更好的移動(dòng)設(shè)備供需平衡機(jī)制。通過(guò)對(duì)國(guó)內(nèi)航空租賃市場(chǎng)和國(guó)外鐵路貨運(yùn)移動(dòng)設(shè)備租賃市場(chǎng)成功經(jīng)驗(yàn)的總結(jié),得到改革我國(guó)鐵路貨運(yùn)移動(dòng)設(shè)備管理方式、設(shè)備過(guò)軌管理方式、建立有效競(jìng)爭(zhēng)的租賃市場(chǎng)、制定科學(xué)的租賃定價(jià)機(jī)制的啟示。用市場(chǎng)經(jīng)濟(jì)學(xué)理論,較為系統(tǒng)地提出了建立我國(guó)鐵路貨運(yùn)移動(dòng)設(shè)備租賃市場(chǎng)的主要內(nèi)容和基本要素:用改進(jìn)的多企業(yè)古諾競(jìng)爭(zhēng)模型證明了有效競(jìng)爭(zhēng)是我國(guó)鐵路貨運(yùn)移動(dòng)設(shè)備租賃市場(chǎng)最理想的結(jié)構(gòu)。最后建議在政府的引導(dǎo)下建立有效競(jìng)爭(zhēng)的貨運(yùn)移動(dòng)設(shè)備租賃市場(chǎng)。
[Abstract]:The rental market has opened up the leasing of both supply and demand channels, improve efficiency and promote the lease rental scale development. The current railway freight mobile equipment leasing in China is very backward, there is only a small amount of non market operating lease, financing lease almost no planned economy strong, total iron monopoly rental business, high barriers to entry, social capital to enter the rental, the price is expensive, the existing freight mobile equipment inefficient use, poor liquidity that the imbalance between supply and demand. The rental market of railway freight mobile devices to get the better development in foreign countries, such as the North American rail freight companies use more than 60% trucks from mature truck rental market. The fundamental reason of railway freight mobile equipment leasing it is difficult for our country lies in the development of iron monopoly system and mechanism of railway freight management of mobile devices present in the lease for Tie Zong Industry has a monopoly in the industry; mobile devices track management to make the total iron with administrative monopoly position in the leasing industry. Therefore, in the current railway construction investment and financing under the background of the reform, the establishment of the leasing market of China Railway Freight Transportation mobile equipment research, breaking the monopoly to gradually attract social capital has the practical significance and the significance of innovation and the introduction into the railway competition. Based on a large number of field investigation and interview, the first time systematically summarizes the current situation of China Railway Freight mobile equipment leasing and problems. Using the equipment life cycle theory, economics theory and the rental market supply and demand analysis function shows that the establishment of China Railway Freight Transportation mobile equipment leasing market necessity. According to the value of interval life cycle model of case quantitative derived operating lease and financial lease of the C70 device, this paper proved the rental market can be reached Reduce the rental price, by using the economic theory of supply and demand pattern analysis, prove the existence of the rental market for mobile devices make the freight market has a better balance of supply and demand mechanism. Based on the domestic aviation leasing market and foreign railway freight mobile equipment leasing market summary of the successful experiences from the reform of China Railway Freight mobile equipment management, equipment. Rail management, establish effective competition in the rental market, making scientific lease pricing mechanism inspiration. With market economics theory, the paper systematically puts forward the main contents of the establishment of China's railway freight mobile equipment leasing market and the basic elements: multi enterprise Cournot competition model improved proved effective competition is the most ideal rental structure the market of railway freight mobile equipment in China. Finally, suggestions of establishing effective competition in the freight mobile equipment under the guidance of the government rent Rental market.
