【摘要】：第二次世界大戰(zhàn)結(jié)束以后,發(fā)展中國(guó)家紛紛獨(dú)立并崛起,其中東盟國(guó)家經(jīng)濟(jì)的飛速發(fā)展尤為引人注目,東盟經(jīng)濟(jì)更是世界經(jīng)濟(jì)舞臺(tái)一顆奪目的新星。東盟經(jīng)濟(jì)的飛速發(fā)展離不開外國(guó)直接投資,積極利用外國(guó)直接投資,不僅是東盟國(guó)家長(zhǎng)期實(shí)行的一項(xiàng)經(jīng)濟(jì)政策,也是東盟國(guó)家在外資方面舉得巨大成就的基本經(jīng)驗(yàn),成為了推動(dòng)?xùn)|盟經(jīng)濟(jì)發(fā)展的重要?jiǎng)恿�。積極利用外國(guó)直接投資,是東盟國(guó)家長(zhǎng)期奉行的一項(xiàng)重要經(jīng)濟(jì)政策,通過直接吸引外商投資,使東盟國(guó)家迅速吸引大量資金的同時(shí),引進(jìn)外國(guó)先進(jìn)的技術(shù)和管理經(jīng)驗(yàn),推動(dòng)國(guó)內(nèi)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化和升級(jí),推動(dòng)經(jīng)濟(jì)的恢復(fù)與發(fā)展。然而,東盟國(guó)家利用外資的道路并非一帆風(fēng)順,亞洲金融危機(jī)、歐美金融危機(jī)等紛紛對(duì)東盟國(guó)家利用外資的環(huán)境帶來嚴(yán)重的阻礙與破壞,值得研究的是,東盟國(guó)家并沒有因?yàn)槲C(jī)的到來而一蹶不振,相反,它們更積極的深入開展利用外資的方式,從危機(jī)中吸取教訓(xùn),迅速調(diào)整經(jīng)濟(jì)發(fā)展方式,進(jìn)一步推動(dòng)利用外資的發(fā)展。本文主要通過研究東盟利用外資的各個(gè)階段,分析利用外資對(duì)東盟國(guó)家的積極影響與消極影響,同時(shí)通過研究各國(guó)利用外資的相關(guān)法規(guī)、政策,預(yù)測(cè)未來東盟國(guó)家利用外資的發(fā)展方向與前景。本文通過分析對(duì)東盟國(guó)家利用外資發(fā)展階段的研究,以及利用外資發(fā)展的積極作用和外資對(duì)東盟國(guó)家經(jīng)濟(jì)發(fā)展的消極影響三大方面,對(duì)東盟利用外資發(fā)展經(jīng)濟(jì)進(jìn)行了深入的討論研究。并從東盟國(guó)家為吸引外資的頒布的相關(guān)法律文獻(xiàn)分析了東盟在利用外資發(fā)展道路上的不斷完善。 論文主要分為四個(gè)章節(jié)。第一個(gè)章節(jié)主要介紹了本篇論文選題的目的和研究的意義,并對(duì)東盟國(guó)家經(jīng)濟(jì)發(fā)展現(xiàn)狀以及外資投資現(xiàn)狀進(jìn)行了分析。 第二個(gè)章節(jié)則側(cè)重對(duì)東盟國(guó)家利用外資歷史進(jìn)行了分階段討論。從利用外資的初始階段到快速發(fā)展階段,再?gòu)耐馍掏顿Y衰減階段直至外資緩慢恢復(fù)階段,以及最后金融風(fēng)暴過后的利用外資穩(wěn)定調(diào)整階段。每個(gè)階段都分別對(duì)東盟國(guó)家的各行業(yè)發(fā)展與外國(guó)投資相結(jié)合進(jìn)行研究,不同的階段都有著不同的意義與作用,導(dǎo)致東盟國(guó)家的積極發(fā)展?fàn)顩r也在每個(gè)階段呈現(xiàn)出不一樣的狀態(tài)和趨勢(shì)。 第三個(gè)章節(jié)將東盟利用外資發(fā)展的積極作用和存在的問題進(jìn)行了對(duì)比分析研究,利與弊結(jié)合,客觀的對(duì)東盟利用外資情況進(jìn)行了討論。積極作用方面,外資推動(dòng)?xùn)|盟經(jīng)濟(jì)發(fā)展最直接的作用就是大幅度提高了東盟國(guó)家的經(jīng)濟(jì)增長(zhǎng)額。其中,從產(chǎn)業(yè)結(jié)構(gòu)上來說,促進(jìn)了東盟國(guó)家固定資本的形成,優(yōu)化了產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)了產(chǎn)業(yè)體系升級(jí)改造；從對(duì)東盟國(guó)家對(duì)外發(fā)展的方向看,有利于東盟國(guó)家自身科學(xué)技術(shù)的進(jìn)步,并促進(jìn)了東盟國(guó)家主動(dòng)向外進(jìn)行對(duì)外貿(mào)易投資,且在很大程度上解決了東盟國(guó)家內(nèi)部的就業(yè)問題,推動(dòng)了人均GDP的發(fā)展,不僅有利于當(dāng)?shù)厝嗣窦夹g(shù)水平與素質(zhì)的提高,更大程度上推動(dòng)了經(jīng)濟(jì)發(fā)展。消極作用反面,不可忽略的,大幅度吸引外國(guó)資本也在某些方面會(huì)對(duì)東盟國(guó)家的發(fā)展產(chǎn)生一定的消極影響。其中,過度吸引外國(guó)投資,容易阻礙自身的民族經(jīng)濟(jì),民族經(jīng)濟(jì)占國(guó)民經(jīng)濟(jì)的份額弱小,也會(huì)對(duì)國(guó)家自身的經(jīng)濟(jì)安全產(chǎn)生一定的威脅。外國(guó)資本與東盟經(jīng)濟(jì)存在的收支逆差,也對(duì)東盟國(guó)家的資本流動(dòng)不利。另外產(chǎn)業(yè)結(jié)構(gòu)的不平衡發(fā)展,以及區(qū)域發(fā)展的失衡,或者過分依賴外資,使得外資過度膨脹,都對(duì)東盟國(guó)家自身的經(jīng)濟(jì)發(fā)展起到一定阻礙作用。 文章的最后,第四個(gè)章節(jié)對(duì)東盟國(guó)家應(yīng)對(duì)利用外資的消極影響,提出了解決對(duì)策。盡管東盟國(guó)家在利用外資過程中曾經(jīng)屢屢碰壁,但外資對(duì)東盟國(guó)家的經(jīng)濟(jì)發(fā)展的引擎作用功不可沒,未來東盟各國(guó)在加強(qiáng)區(qū)域合作的同時(shí)仍會(huì)一如既往的實(shí)施積極利用外資的政策,短期之內(nèi)不會(huì)大幅度縮減對(duì)外資的利用,各國(guó)會(huì)根據(jù)自身經(jīng)濟(jì)條件而在外資政策上作出相應(yīng)的調(diào)整,提出更高效的利用外資的方法,使其經(jīng)濟(jì)水平呈穩(wěn)定上升趨勢(shì),也使東盟國(guó)家的經(jīng)濟(jì)前景整體呈現(xiàn)一派繁榮的景象,合理利用外資將會(huì)東盟國(guó)家經(jīng)濟(jì)迎來更高階段。

The active use of foreign direct investment is an important economic policy for ASEAN countries to pursue long-term, through attracting foreign investment to ASEAN countries quickly attract a lot of money at the same time, the introduction of foreign advanced the technology and management experience, to promote the optimization and upgrading of domestic industrial structure, promote economic recovery and development. However, the ASEAN countries. Each stage mainly based on the analysis of the ASEAN foreign capital utilization, analyzes the positive influence of foreign investment on ASEAN countries and the negative impact, the relevant laws and regulations, at the same time, through the study of national policy of using foreign capital, to predict the future direction of development of the ASEAN countries and the prospects of the use of foreign capital through. Analysis and research of the ASEAN countries the use of foreign capital development, as well as the positive role of the use of foreign capital and foreign investment in ASEAN countries The three aspects of the negative impact of the economic development of the family are discussed in depth. The ASEAN's foreign capital development economy has been discussed deeply. And ASEAN's continuous improvement in the development of foreign capital utilization has been analyzed from the relevant legal documents promulgated by ASEAN countries.
The paper is mainly divided into four chapters. The first chapter mainly introduces the purpose and significance of this thesis, and analyzes the current situation of ASEAN's economic development and the current situation of foreign investment.
The second chapter focuses on the history of the ASEAN countries, the use of foreign capital in stages is discussed. From the initial stage of the utilization of foreign capital to the stage of rapid development, from foreign investment until the foreign decay phase of slow recovery phase, and the use of foreign capital is stable after the last financial crisis adjustment stage. Each stage of the industry the development of ASEAN countries with the combination of foreign investment, different stages have different meaning and function, leads to positive development of ASEAN countries in each stage shows the status and trends are not the same.
The third chapter will conduct comparative analysis of the positive role of ASEAN Development in the use of foreign capital and the existing problems, combined with the advantages and disadvantages, the objective of the ASEAN FDI are discussed. The positive role of foreign capital to promote the economic development of the ASEANs, the direct effect is greatly improved in ASEAN countries economic growth. Among them, from the industrial structure, promote the formation of the ASEAN countries of fixed capital, optimize the industrial structure, promote the upgrading of the industrial system; from the ASEAN countries foreign development direction, is conducive to the ASEAN countries, the progress of science and technology, and promote the ASEAN countries to take the initiative to foreign trade and investment, and to a great extent to solve the employment problem of ASEAN countries, promote the development of GDP per capita, not only conducive to the local people and improve the quality of the technical level, to a greater extent push The development of economy. The negative effects of negative, can not be ignored, greatly attract foreign capital in some aspects will have a negative effect on the development of ASEAN countries. Finally, the negative influence of fourth sections of the ASEAN countries to combat the use of foreign capital and countermeasures are put forward.
