【摘要】：自進(jìn)入21世紀(jì),地球面臨的環(huán)境問題越來越嚴(yán)峻,全球氣溫因大氣中二氧化碳濃度升高而升高已是不爭得事實,人類生存和發(fā)展面臨著嚴(yán)峻的挑戰(zhàn)。“低碳化”發(fā)展已成為人類破解這一難題的必然選擇,快速成為本世紀(jì)不可阻攔的時代潮流。低能耗、低排放、低污染的經(jīng)濟(jì)形態(tài)--“低碳經(jīng)濟(jì)”也應(yīng)運(yùn)而生。伴隨低碳經(jīng)濟(jì)的顯著發(fā)展,碳金融也得到迅速興起和發(fā)展。從我國碳金融的發(fā)展?fàn)顩r來看,我國碳金融著重發(fā)展信貸,主要利用貸款方式支持低碳項目的開發(fā)和建設(shè)。但同發(fā)達(dá)國家相比,我國在產(chǎn)業(yè)機(jī)構(gòu)和金融市場發(fā)育等方面還相對比較落后,低碳金融發(fā)展將面臨諸多機(jī)遇與挑戰(zhàn)。鄂爾多斯是我國僅次于塔里木盆地的第二大沉積盆地,煤炭資源豐富,是全國地級市中最豐富的地方,由于地區(qū)發(fā)展太過依賴于能源產(chǎn)業(yè),以至于造成產(chǎn)能過剩、能源密集型產(chǎn)業(yè)和資源密集型產(chǎn)業(yè)所占經(jīng)濟(jì)總量的比重過大。而如今,鄂爾多斯面臨著亟待轉(zhuǎn)型升級的壓力。近幾年來,環(huán)境保護(hù)觀念不斷深入人心,低碳發(fā)展將成為鄂爾多斯實現(xiàn)經(jīng)濟(jì)轉(zhuǎn)型和全面產(chǎn)業(yè)升級的必然發(fā)展趨勢。同時鄂爾多斯金融機(jī)構(gòu)應(yīng)抓住這一契機(jī)發(fā)展碳金融業(yè)務(wù),既可滿足低碳轉(zhuǎn)型升級需要的大量資金,又可以向外界樹立一個積極推進(jìn)低碳經(jīng)濟(jì)的良好形象、提升社會的認(rèn)同度,并有助于推動其經(jīng)營戰(zhàn)略轉(zhuǎn)型和優(yōu)化收入結(jié)構(gòu),提升市場份額。本文以碳金融理論為基礎(chǔ),結(jié)合鄂爾多斯煤炭產(chǎn)業(yè)低碳發(fā)展現(xiàn)狀,將低碳金融理論充實到現(xiàn)有的煤炭產(chǎn)業(yè)低碳轉(zhuǎn)型發(fā)展中,構(gòu)建以碳金融助推鄂爾多斯煤炭產(chǎn)業(yè)低碳轉(zhuǎn)型升級體系。文章從低碳轉(zhuǎn)型必然性角度、低碳發(fā)展優(yōu)勢角度和現(xiàn)低碳發(fā)展成效角度對鄂爾多斯煤炭產(chǎn)業(yè)低碳發(fā)展現(xiàn)狀進(jìn)行分析,進(jìn)一步明確新常態(tài)下鄂爾多斯煤炭產(chǎn)業(yè)低碳轉(zhuǎn)型的可行性,并對目前鄂爾多斯碳金融助推煤炭產(chǎn)業(yè)低碳轉(zhuǎn)型發(fā)展現(xiàn)狀進(jìn)行分析,找準(zhǔn)目前鄂爾多斯碳金融發(fā)展存在的問題和不足。同時,運(yùn)用傳統(tǒng)的SWOT分析法,對鄂爾多斯碳金融發(fā)展面臨的優(yōu)勢、劣勢,挑戰(zhàn)和機(jī)遇進(jìn)行深入分析研究,并以此為背景,提出政策建議,旨在通過政策建議的實施,拓寬商業(yè)銀行的業(yè)務(wù)渠道,增強(qiáng)其市場競爭力,更好的為鄂爾多斯經(jīng)濟(jì)的健康發(fā)展保駕護(hù)航。
[Abstract]:Since 21th century, the environmental problems facing the earth have become more and more serious. It is an indisputable fact that the global temperature has risen because of the increase in the concentration of carbon dioxide in the atmosphere. The development of "low carbonization" has become the inevitable choice for mankind to solve this problem, and has quickly become the unstoppable trend of the times in this century. Along with the remarkable development of low-carbon economy, carbon finance has also been rising and developing rapidly. According to the development of carbon finance in China, the development of carbon finance in China is focused on the development of credit. Loans are mainly used to support the development and construction of low-carbon projects. However, compared with developed countries, China is relatively backward in industrial institutions and financial market development. The development of low-carbon finance will face many opportunities and challenges. Ordos is the second largest sedimentary basin in China after the Tarim Basin, and is rich in coal resources and the most abundant place in the prefecture-level cities in China. Because regional development is so dependent on the energy industry that it causes overcapacity, energy-intensive and resource-intensive industries account for too much of the economy. Ordos is facing the pressure of urgent transformation and upgrading. In recent years, the concept of environmental protection has become increasingly popular. Low-carbon development will become an inevitable development trend for Ordos to realize economic transformation and overall industrial upgrading. At the same time, Ordos financial institutions should seize this opportunity to develop carbon finance business, which can meet the needs of a large number of funds for low-carbon transformation and upgrading. It can also set up a good image of promoting low-carbon economy to the outside world, promote the social identity, and help to promote the transformation of its management strategy, optimize its income structure and promote market share. This paper is based on the theory of carbon finance. Combining with the present situation of low carbon development of coal industry in Ordos, the theory of low-carbon finance is enriched in the development of low-carbon transformation of coal industry. The paper analyzes the present situation of low carbon development in Ordos coal industry from the point of view of the inevitability of low carbon transformation, the advantage of low carbon development and the present low carbon development effect. Further clarify the feasibility of low-carbon transformation of coal industry in Ordos under the new normal, and analyze the current situation of low-carbon transformation of coal industry promoted by carbon finance in Ordos. At the same time, by using the traditional SWOT analysis method, the paper analyzes the strengths, weaknesses, challenges and opportunities of the development of carbon finance in Ordos, and takes this as the background, to find out the problems and shortcomings in the development of carbon finance in Ordos. The purpose of this paper is to widen the business channels of commercial banks, strengthen their market competitiveness and better protect the healthy development of Ordos economy.
