【摘要】：隨著全球經(jīng)濟一體化進程不斷加快,中國國內(nèi)市場開放度不斷提高,外商直接投資流入中國的規(guī)模也在逐步擴大,外資在我國農(nóng)業(yè)經(jīng)濟運行中發(fā)揮著愈加重要的作用。外商直接投資進入東道國,從事生產(chǎn)經(jīng)營活動,不僅直接推動著中國農(nóng)業(yè)的發(fā)展,而且對新農(nóng)村建設(shè)、農(nóng)民就業(yè)、社會穩(wěn)定都有著重要的推動作用。目前,大量的跨國公司在中國落戶,中國利用外資的規(guī)模與日俱增,外資對中國農(nóng)業(yè)經(jīng)濟的各個方面都產(chǎn)生了深遠而重大的影響。然而我國農(nóng)業(yè)增速相對落后,對GDP的貢獻只有10%左右。2012年中國GDP達到519322億元,其中農(nóng)業(yè)總產(chǎn)值增加50147億元,同比增長4.5%,占國內(nèi)生產(chǎn)總值的比重為10.0%；2013年GDP為568845億元,農(nóng)業(yè)產(chǎn)值增加56957億元,同比增長4.0%,農(nóng)業(yè)產(chǎn)值占國內(nèi)生產(chǎn)總值的比重為10.4%。目前我國農(nóng)業(yè)發(fā)展面臨著資金不足、技術(shù)相對落后、基礎(chǔ)設(shè)施不健全的困境,尤其中西部地區(qū)更是如此,而引進外資可以有效地解決我國中西部地區(qū)農(nóng)業(yè)發(fā)展中面臨的這些問題,我國長期以來實施鼓勵外資對農(nóng)業(yè)投資的政策,但所取得的效果卻不理想。“三農(nóng)問題”要想徹底解決,外資是促進農(nóng)業(yè)發(fā)展中重要動力之一。在這種背景下引進外資農(nóng)業(yè)項目對于甘肅省來說是非常有必要的。因此,本研究結(jié)合甘肅省農(nóng)業(yè)發(fā)展利用外資項目的實際,對1998年以來我省農(nóng)業(yè)方面已執(zhí)行完畢、正在執(zhí)行的外資項目的基本概況和歷史沿革、所取得的主要成績、主要做法和所取得的基本經(jīng)驗進行全面系統(tǒng)的總結(jié),對即將執(zhí)行的外資項目的效果進行預期分析。在調(diào)查研究的基礎(chǔ)上,對甘肅省農(nóng)業(yè)外資項目執(zhí)行中管理方面存在的主要問題、面臨的主要矛盾進行深入分析,結(jié)合近年來國家和省上出臺的政策以及其它省份的先進經(jīng)驗,對未來甘肅省農(nóng)業(yè)發(fā)展利用外資重新考慮,提出針對性的對策建議。期望為甘肅省農(nóng)業(yè)利用外商投資項目及其項目管理工作提供一定的參考依據(jù)。
[Abstract]:As the process of global economic integration continues to accelerate, the opening of China's domestic market continues to increase, and the scale of foreign direct investment (FDI) flows into China is gradually expanding. Foreign capital plays an increasingly important role in the agricultural economy of our country. Foreign direct investment (FDI) entering the host country and engaging in production and management activities not only directly promotes the development of Chinese agriculture, but also promotes the construction of new rural areas and the employment of farmers. Social stability plays an important role in promoting social stability. At present, a large number of multinational corporations have settled in China, and the scale of China's use of foreign capital is increasing day by day. Foreign investment has had a profound and significant impact on all aspects of China's agricultural economy. However, China's agricultural growth rate is relatively backward, and its contribution to GDP is only about 10%. In 2012, China's GDP reached fifty-one trillion nine hundred and thirty-two billion two hundred million yuan, of which the total agricultural output value increased by five trillion fourteen billion seven hundred million yuan. In 2013, the GDP was fifty-six trillion eight hundred and eighty-four billion five hundred million yuan, the agricultural output value increased five trillion six hundred and ninety-five billion seven hundred million yuan, the year-on-year increase was 4.0%, and the proportion of agricultural output value to the GDP was 10.4%. At present, China's agricultural development is facing a shortage of funds. Technology is relatively backward, infrastructure is not perfect, especially in the central and western regions, and the introduction of foreign capital can effectively solve these problems in the development of agriculture in the central and western regions of China. The policy of encouraging foreign investment in agriculture has been implemented for a long time in China, but the results achieved are not satisfactory. Foreign investment is one of the important driving forces in promoting agricultural development. Under this background, it is very necessary for Gansu Province to introduce foreign capital agricultural projects. Therefore, this study combines the actual situation of agricultural development and utilization of foreign capital projects in Gansu Province. A comprehensive and systematic summary of the basic general situation and historical evolution, main achievements, main practices and basic experience gained of the foreign-funded projects that have been implemented and are being implemented in our province since 1998, On the basis of investigation and research, this paper makes a thorough analysis of the main problems in the management of agricultural foreign investment projects in Gansu Province, and the major contradictions faced by them. Combining the policies issued by the state and the provinces in recent years and the advanced experience of other provinces, we will reconsider the use of foreign capital for agricultural development in Gansu Province in the future. This paper puts forward some countermeasures and suggestions. It is expected to provide some reference for the project management of agricultural utilization of foreign investment in Gansu province.
