城市基礎(chǔ)設(shè)施利用土地儲(chǔ)備融資風(fēng)險(xiǎn)傳遞研究

【摘要】:隨著國家經(jīng)濟(jì)的快速發(fā)展,城市基礎(chǔ)設(shè)施建設(shè)發(fā)展迅速。城市基礎(chǔ)設(shè)施建設(shè)需要非常巨額的投資,城市基礎(chǔ)設(shè)施與土地儲(chǔ)備相結(jié)合是一種重要的融資渠道,可以緩解融資總量不足的問題。但是,土地儲(chǔ)備機(jī)構(gòu)融資困難,運(yùn)作周期較長,難以滿足大型項(xiàng)目的需要。為解決土地儲(chǔ)備前期籌集資金困難的問題,可將城市特定地塊與城市基礎(chǔ)設(shè)施建設(shè)捆綁,由具有資金優(yōu)勢(shì)的項(xiàng)目責(zé)任主體來負(fù)責(zé)特定地塊的土地儲(chǔ)備過程,再定向用于城市基礎(chǔ)設(shè)施建設(shè)融資,本文定義該模式為“土地定向儲(chǔ)備融資”模式。由于“土地定向儲(chǔ)備融資”是一種政府市場(chǎng)混合型的儲(chǔ)備模式,實(shí)施過程面臨較高的風(fēng)險(xiǎn),應(yīng)加強(qiáng)風(fēng)險(xiǎn)管理。 本文通過研究總結(jié)了土地定向儲(chǔ)備融資的運(yùn)作機(jī)制,按照全生命周期法對(duì)風(fēng)險(xiǎn)進(jìn)行風(fēng)險(xiǎn)識(shí)別。利用結(jié)構(gòu)解釋模型對(duì)土地定向儲(chǔ)備融資模式進(jìn)行風(fēng)險(xiǎn)傳遞路徑分析,得到風(fēng)險(xiǎn)結(jié)構(gòu)分析圖,可以指導(dǎo)風(fēng)險(xiǎn)評(píng)價(jià)過程。然后通過構(gòu)建網(wǎng)絡(luò)分析模型,利用網(wǎng)絡(luò)分析法對(duì)土地定向儲(chǔ)備融資模式進(jìn)行風(fēng)險(xiǎn)評(píng)價(jià),得出風(fēng)險(xiǎn)大小排序。進(jìn)而基于關(guān)鍵風(fēng)險(xiǎn)制定有效的控制措施,可以指導(dǎo)土地定向儲(chǔ)備融資的運(yùn)作過程,同時(shí)改善項(xiàng)目運(yùn)作模式。同時(shí),還利于相應(yīng)機(jī)構(gòu)提出行而有效的政策及法律法規(guī),進(jìn)一步完善土地定向儲(chǔ)備融資模式。 本文通過對(duì)土地定向儲(chǔ)備融資的風(fēng)險(xiǎn)傳遞研究,,得出了傳遞路徑及關(guān)鍵風(fēng)險(xiǎn),有利于提出相應(yīng)的控制措施,完善項(xiàng)目運(yùn)作流程,降低項(xiàng)目運(yùn)作風(fēng)險(xiǎn),制定相關(guān)政策及制度。
[Abstract]:With the rapid development of national economy, city infrastructure construction is developing rapidly. The city infrastructure construction needs very huge investment, combined with the city infrastructure and land reserve is an important financing channel, financing can alleviate the problem of insufficient. However, the financing difficulties of land reserve institutions, the operation cycle is longer, it is difficult to meet the need large projects. In order to solve the land reserve financing difficult problem, can be certain city block and city infrastructure construction land reserve project by the process of binding, the main responsibility of a funding advantage to responsible for a specific block, then the orientation for the financing of city infrastructure construction, this paper defines the mode of "land reserve financing oriented" model. Because the "land reserve financing oriented" is a kind of government market hybrid reserve model, the implementation process of facing higher risk, Risk management should be strengthened.
This paper summarizes the land reserve financing oriented operation mechanism through the research, the risk identification of the risk in the whole life cycle method. The structural model of risk analysis on the financing mode of land transfer path oriented reserves risk structure, analysis of figure, can guide the risk evaluation process. Then by constructing the network analysis model, using the network analysis method the risk assessment on the financing mode of land reserve size sorting out the risk oriented, and based on the key risk. Establish effective control measures, can guide land reserve financing oriented operation of the process, while improving the mode of project operation. At the same time, but also conducive to the corresponding mechanism put forward and effective policies and laws and regulations, to further improve the financing mode of land reserve orientation.
Through studying the risk transfer of land oriented reserve financing, we get the transmission path and key risks, which is conducive to propose corresponding control measures, improve the operation process of the project, reduce the risk of project operation, and formulate relevant policies and systems.
