【摘要】：日本自20世紀80年代開始,對外投資高速增長,成為全球投資大國,近年中國對外投資規(guī)模也在不斷擴大。中日兩國對外投資發(fā)展具有一定的階段相似性,兩國對外投資在地區(qū)分布和行業(yè)分布、投資形式和投資主體變化方面均表現(xiàn)出相似之處。日本在促進對外投資的過程中,采取了引導(dǎo)對外援助、建立政策性金融、改革行政審批、發(fā)展海外投資保險、開展企業(yè)信息培訓(xùn)等重要政策措施,取得了良好效果,但在處理海外投資與國內(nèi)接續(xù)產(chǎn)業(yè)發(fā)展的關(guān)系上也有一些教訓(xùn)。中國未來應(yīng)在改革援外資金利用方式、發(fā)展政策性金融、簡化對外投資行政審批、建立對外投資風險保障體系、推進人民幣國際化進程等方面學習日本經(jīng)驗,但同時也應(yīng)注意結(jié)合中國特殊國情和面臨的新形勢,創(chuàng)新政策手段,以具有針對性的、突破性的方式解決我國在對外投資中遇到的問題。
[Abstract]:Since 1980s, Japan's foreign investment has grown rapidly and become a global investment power. In recent years, the scale of China's foreign investment has been expanding. There are similarities between the two countries in terms of regional and industrial distribution, investment forms and changes in the main body of investment. In the process of promoting foreign investment, Japan has adopted the guidance of foreign aid and the establishment of policy-oriented finance. The reform of administrative examination and approval, the development of overseas investment insurance, the development of enterprise information training and other important policy measures have achieved good results. However, there are also some lessons to be learned in dealing with the relationship between overseas investment and the development of domestic successor industries. In the future, China should reform the use of foreign aid funds, develop policy-oriented finance, simplify the administrative examination and approval of foreign investment, and establish a risk guarantee system for foreign investment. To promote the process of RMB internationalization, we should learn from Japan's experience, but at the same time, we should also pay attention to combining the special national conditions of China and the new situation facing it, and innovate policy and means in order to be targeted. The breakthrough way solves the problem which our country meets in the outward investment.
