【摘要】：在當(dāng)今中國經(jīng)濟(jì)的發(fā)展中,國有企業(yè)的發(fā)展一直是其重要的組成部分,要發(fā)展好中國經(jīng)濟(jì),不可避免的需要對(duì)國有企業(yè)進(jìn)行改革。從改革的歷程來看,黨中央一直在對(duì)國有企業(yè)的改革進(jìn)行著不斷的嘗試,2013年11月,中共十八屆三中全會(huì)通過了《中共中央關(guān)于全面深化改革若干重大問題的決定》,其中提出要積極發(fā)展混合所有制經(jīng)濟(jì)�？梢�,黨中央對(duì)當(dāng)前的國有企業(yè)改革將在實(shí)行混合所有制方面進(jìn)行深化。但是,在推進(jìn)混合所有制改革過程中不能因?yàn)檎紊系拇_定就出現(xiàn)“大混特混,為混而混”的局面,而是需要找到合格的投資者來參與其中,才能達(dá)到黨中央對(duì)于國有企業(yè)發(fā)展混合所有制改革的目的。本文提出,國有企業(yè)在發(fā)展混合所有制改革中可以通過引入股權(quán)投資基金這種新型投資者的方式來參與。首先,本文對(duì)中國國有企業(yè)改革進(jìn)行了簡(jiǎn)要回顧,概述了混合所有制改革的歷史背景、發(fā)展意義和現(xiàn)實(shí)中存在的一些問題。然后,圍繞股權(quán)投資基金展開論述,對(duì)股權(quán)投資基金的概況、國內(nèi)外的發(fā)展情況以及股權(quán)投資基金的相關(guān)功能進(jìn)行了總結(jié)和分析,指出股權(quán)投資基金融資、融智、融資源的特點(diǎn)。最后,將股權(quán)投資基金與混合所有制改革相結(jié)合,對(duì)國有企業(yè)混合所有制改革引入股權(quán)投資基金的原因、現(xiàn)狀、參與方式和相關(guān)意義進(jìn)行了分析闡述,得出國有企業(yè)通過引入股權(quán)投資基金來參與混合所有制改革是一條能夠充分實(shí)現(xiàn)混合目標(biāo)的重要路徑。
[Abstract]:In the current economic development of China, the development of state-owned enterprises has always been an important part of it. In order to develop China's economy well, it is inevitable to reform the state-owned enterprises. The CPC Central Committee has been trying to reform state-owned enterprises. In November 2013, The third Plenary session of the 18 Central Committee of the Communist Party of China adopted the "decision of the CPC Central Committee on comprehensively deepening the Reform of several important issues," in which it was proposed to actively develop the economy of mixed ownership. The CPC Central Committee will deepen the current reform of state-owned enterprises in the implementation of mixed ownership. However, in the process of promoting the reform of mixed ownership, the situation of "mixing in a big way and mixing for the sake of mixing" should not arise because of political certainty. Instead, we need to find qualified investors to participate in it in order to achieve the goal of the CPC Central Committee to develop mixed ownership reform of state-owned enterprises. State-owned enterprises can participate in the development of mixed ownership reform by introducing equity investment fund, a new type of investor. Firstly, this paper briefly reviews the reform of state-owned enterprises in China. This paper summarizes the historical background, development significance and some problems existing in the reform of mixed ownership. The development situation at home and abroad and the related functions of equity investment fund are summarized and analyzed, and the characteristics of equity investment fund financing, financing and financing resources are pointed out. Finally, the equity investment fund is combined with mixed ownership reform. This paper analyzes the reasons, present situation, participation mode and relevant significance of the introduction of equity investment funds in the reform of mixed ownership in state-owned enterprises. It is concluded that it is an important way for state-owned enterprises to participate in the reform of mixed ownership by introducing equity investment funds.
