【摘要】：當(dāng)前上海吸引外資呈現(xiàn)規(guī)模持續(xù)增長、質(zhì)量效益進(jìn)一步提高的態(tài)勢,同時(shí)也面臨著金融化、功能化、聯(lián)動(dòng)化、系統(tǒng)化等新變化。未來上海吸引外資的新對(duì)策,要以保稅區(qū)為先導(dǎo),在全力建設(shè)開放度最高的自由貿(mào)易試驗(yàn)區(qū)過程中加快外資引進(jìn)步伐。深入推進(jìn)以準(zhǔn)入前國民待遇加負(fù)面清單為核心的投資管理制度創(chuàng)新,加快形成更具吸引力的國際化、市場化、法治化營商環(huán)境。進(jìn)一步擴(kuò)大服務(wù)業(yè)開放,形成服務(wù)業(yè)吸引外資的高潮。
[Abstract]:At present, the scale of Shanghai's foreign investment continues to grow, and its quality and efficiency are further improved. At the same time, it is also facing new changes such as financialization, functionalization, linkage, systematization, etc. In the future, Shanghai will take new countermeasures to attract foreign investment. Under the guidance of the bonded area, we should speed up the pace of introducing foreign capital in the process of building the most open free trade experimental area, and further promote the innovation of the investment management system with the core of national treatment plus negative list before admission. Speed up the formation of a more attractive international, market-oriented, legalized business environment, further expand the opening of the service industry, forming the service industry to attract foreign investment climax.
