【摘要】:2007年,央行和銀監(jiān)會聯(lián)合出臺《關(guān)于加強(qiáng)商業(yè)性房地產(chǎn)信貸管理的通知》(銀發(fā)【2007】359號),標(biāo)志著我國實(shí)施差別化住房信貸政策的開端,國家開始采用金融手段對住房市場實(shí)行調(diào)控,商品住房金融市場的發(fā)展更加平穩(wěn)健康。但是在差別化住房信貸政策執(zhí)行的過程中,仍然存在著差別化信貸政策內(nèi)容要求不符合實(shí)際情況,政策執(zhí)行機(jī)構(gòu)監(jiān)管不力,以及政策執(zhí)行效果不理想等等一系列的問題。結(jié)合實(shí)際研究并提出一些相應(yīng)的改進(jìn)措施,對完善差別化住房信貸政策的執(zhí)行,支持居民自住購房需求和幫助房價回歸合理水平,,具有十分重要的理論和現(xiàn)實(shí)的雙重意義。 本文以商丘市為例,通過閱讀和收集各類資料以及開展定量和定性分析,運(yùn)用史密斯政策執(zhí)行過程模型作為理論分析框架,從理想化的政策、執(zhí)行機(jī)關(guān)、目標(biāo)群體和環(huán)境因素四個方面,對商丘市差別化住房信貸政策執(zhí)行狀況進(jìn)行了研究,找出差別化住房信貸政策執(zhí)行的問題并進(jìn)行深入的原因分析,進(jìn)而提出解決問題的建議與對策,促進(jìn)差別化住房信貸政策更好地得以執(zhí)行。本文共分為四個部分:第一部分介紹了研究意義、研究現(xiàn)狀和史密斯政策執(zhí)行分析模型;第二部分闡述了商丘市差別化住房信貸政策的內(nèi)容和執(zhí)行情況,重點(diǎn)分析了商丘市住房信貸市場的運(yùn)行情況;第三部分提出了商丘市差別化住房信貸政策的執(zhí)行中存在的問題并運(yùn)用史密斯政策執(zhí)行過程模型分析了產(chǎn)生問題的原因;第四部分對解決差別化住房信貸政策執(zhí)行中存在的問題提出了對策建議。
[Abstract]:In 2007, the central bank and the CBRC jointly issued the notice > < on the strengthening of commercial real estate credit management (YF [2007] No. 359), marking the beginning of the implementation of the differential housing credit policy in our country, countries began to use financial means to control the implementation of the housing market, the development of commercial housing market more stable and healthy. But in the process of differential housing credit policy implementation, there are still differentiated credit policy content does not meet the requirements of the actual situation, policy implementation supervision mechanism, and policy implementation effect is not ideal and so on a series of problems. Combined with the actual research and put forward some corresponding improvement measures, to improve the differential housing credit policy implementation and the support from residents living in housing demand and help housing prices return to a reasonable level, double meaning has very important theoretical and practical.
Taking Shangqiu city as an example, through reading and collecting all kinds of data and carry out quantitative and qualitative analysis, using the Smith policy implementation process model as the theoretical framework, the executing organ from the ideal policy, the four aspects of the target population and environmental factors were studied in Shangqiu city the status of implementation of differentiated housing credit policy, find out the differential housing credit policy implementation problems and analyze the causes, and then puts forward some suggestions and Countermeasures to solve the problems, to promote the implementation of the differential housing credit policies better. This paper is divided into four parts: the first part introduces the research significance, research status and analysis model of the Smith policy implementation; the second part elaborates the content the city of Shangqiu and the implementation of the differential housing credit policy, focusing on analysis of the operation of Shangqiu city housing credit market; the third part. The problems existing in the implementation of differential housing credit policy in Shangqiu were put forward, and the reasons for the problems were analyzed by Smith's policy execution process model. The fourth part put forward countermeasures and suggestions to solve the existing problems in the implementation of differentiated housing credit policy.
