【摘要】：正 2008年3月,劉家義審計長在中國審計學會五屆三次理事會暨第二次理事論壇上,全面系統(tǒng)地闡述了國家審計應(yīng)成為保障經(jīng)濟社會健康運行的"免疫系統(tǒng)"。筆者感到受益匪淺,對國家審計"免疫系統(tǒng)"功能有了較為深刻的認識。一是國家審計是經(jīng)濟社會運行系統(tǒng)中內(nèi)生的、不可替代的子系統(tǒng);二是國家審計"免疫系統(tǒng)"主要有四種功能,即安全防護、問題揭露、修復機制和科學預警,這對國家審計提
[Abstract]:In March 2008, Audit Director Liu Jiayi expounded comprehensively and systematically that the national audit should become the "immune system" to ensure the healthy operation of the economy and society at the third Board of Directors and the second Board Forum of the Fifth Audit Society of China. The author feels that he has benefited a lot and has a deep understanding of the function of the national audit of the immune system. First, the national audit is an endophytic and irreplaceable subsystem in the economic and social operation system; second, the national audit "immune system" mainly has four functions, namely, security protection, problem disclosure, repair mechanism and scientific early warning, which puts forward the national audit.
