【摘要】：電網(wǎng)工程建設(shè)項(xiàng)目財(cái)務(wù)竣工決算審計(jì),一般采用公開(kāi)向社會(huì)招標(biāo),委托社會(huì)中介機(jī)構(gòu)審計(jì)的方式進(jìn)行,招標(biāo)單位或其委托的招投標(biāo)代理機(jī)構(gòu)組成的評(píng)標(biāo)委員會(huì),在評(píng)標(biāo)的過(guò)程中,除審計(jì)收費(fèi)是主要得分因素外,完善的審計(jì)方案,科學(xué)的審計(jì)方法,是投標(biāo)單位進(jìn)行實(shí)質(zhì)性響應(yīng)招標(biāo)文件的主要因素之一,評(píng)分比例往往占到15%以上。因此,完善的審計(jì)方案,既能提高在招投標(biāo)中的競(jìng)爭(zhēng)能力,又能使中標(biāo)審計(jì)項(xiàng)目按照既定目標(biāo)有序展開(kāi),保質(zhì)保量按時(shí)完成任務(wù)。審計(jì)方案的編制如何才能做到準(zhǔn)確、完整、詳細(xì)、符合項(xiàng)目竣工決算的特點(diǎn)呢?筆者根據(jù)電網(wǎng)項(xiàng)目招標(biāo)的特點(diǎn)及電網(wǎng)工程項(xiàng)目財(cái)務(wù)竣工決算審計(jì)實(shí)務(wù)操作中遇到的問(wèn)題做簡(jiǎn)單的探討。
[Abstract]:The final account audit of financial completion of power grid engineering construction project is generally carried out by means of open bidding to the society and entrusting the audit of social intermediary organizations. The bid evaluation committee composed of bidding units or bidding agencies entrusted by bidding units is one of the main factors in the process of bid evaluation, in addition to audit fees are the main scoring factors, perfect audit schemes and scientific audit methods are one of the main factors for bidding units to respond substantially to bidding documents. The proportion of scores tends to account for more than 15%. Therefore, the perfect audit scheme can not only improve the competitiveness in bidding, but also make the winning audit project carry out in an orderly manner according to the established objectives, and complete the task on time. How can the preparation of audit plan be accurate, complete, detailed and in line with the characteristics of the final accounts of the completion of the project? According to the characteristics of power grid project bidding and the problems encountered in the audit practice of financial completion final account of power grid project, the author makes a simple discussion.
