【摘要】：隨著環(huán)境的日益惡化，環(huán)境保護(hù)問(wèn)題也越來(lái)越引起廣泛的關(guān)注。環(huán)境審計(jì)應(yīng)運(yùn)而生，政府導(dǎo)向?qū)徲?jì)在各項(xiàng)環(huán)境審計(jì)中處于主導(dǎo)地位。環(huán)境審計(jì)將政府績(jī)效審計(jì)作為重要的發(fā)展部分是可持續(xù)發(fā)展的必然要求。 本論文研究擬在分析研究我國(guó)政府環(huán)境績(jī)效審計(jì)理論和實(shí)踐成果的基礎(chǔ)上，借鑒國(guó)外政府環(huán)境績(jī)效審計(jì)的經(jīng)驗(yàn)，，對(duì)于政府環(huán)境績(jī)效審計(jì)目標(biāo)、審計(jì)評(píng)價(jià)的指標(biāo)體系方法及指標(biāo)標(biāo)準(zhǔn)方面進(jìn)行分析與研究，力求構(gòu)造具有中國(guó)特色的政府環(huán)境績(jī)效審計(jì)評(píng)價(jià)體系。 首先是在緒論部分介紹了本文的研究背景，并介紹了課題的研究意義、目標(biāo)、內(nèi)容、方法以及創(chuàng)新點(diǎn)；其次在論文的第二部分進(jìn)行了概念的界定并對(duì)影響環(huán)境績(jī)效審計(jì)的代表性理論進(jìn)行了相應(yīng)的介紹；再次就是對(duì)政府環(huán)境管理的職能進(jìn)行分析得出政府環(huán)境績(jī)效審計(jì)的目標(biāo)，并根據(jù)政府環(huán)境績(jī)效審計(jì)的目標(biāo)構(gòu)建政府環(huán)境績(jī)效審計(jì)評(píng)價(jià)的指標(biāo)體系，確定應(yīng)用指標(biāo)體系法對(duì)環(huán)境進(jìn)行審計(jì)；最后是指標(biāo)體系法的應(yīng)用研究，具體是確定指標(biāo)的評(píng)價(jià)標(biāo)準(zhǔn)、綜合評(píng)價(jià)的指標(biāo)權(quán)重后將指標(biāo)進(jìn)行合成，并對(duì)政府環(huán)境績(jī)效審計(jì)評(píng)價(jià)體系提出了一定的建議和意見(jiàn)。
[Abstract]:With the deterioration of the environment, environmental protection has attracted more and more attention. Environmental audit emerged as the times require, government-oriented audit in all environmental audits in the leading position. Environmental audit regards government performance audit as an important part of development is the inevitable requirement of sustainable development. On the basis of analyzing and studying the theory and practice of our government environmental performance audit, this paper draws lessons from the experience of foreign government environmental performance audit, and aims at the government environmental performance audit. In order to construct the government environmental performance audit evaluation system with Chinese characteristics, this paper analyzes and studies the index system method and index standard of audit evaluation. First of all, it introduces the background of this paper in the introduction part, and introduces the research significance, goal, content, method and innovation of the subject. Secondly, in the second part of the paper, we define the concept and introduce the representative theory of environmental performance audit. Thirdly, we analyze the function of government environmental management and get the goal of government environmental performance audit. And according to the objectives of the government environmental performance audit to build the government environmental performance audit evaluation index system, determine the application of the index system to audit the environment; finally, the application of the index system method research, specifically to determine the evaluation criteria of indicators, After synthesizing the index weight of evaluation, the index is synthesized, and some suggestions and suggestions are put forward to the evaluation system of government environmental performance audit.
