【摘要】：公共政策審計(jì)是公共權(quán)力運(yùn)行的糾偏機(jī)制之一,對(duì)于實(shí)現(xiàn)國(guó)家善治具有重要價(jià)值。從政策科學(xué)的視角來(lái)看,公共政策審計(jì)應(yīng)以促進(jìn)公共利益最大化和國(guó)家善治為最終目標(biāo),其理論框架可以依據(jù)審計(jì)的技術(shù)邏輯,從"誰(shuí)來(lái)審""審什么""如何審"以及"為何審"四個(gè)層面構(gòu)建。未來(lái)公共政策審計(jì)的基本優(yōu)化路徑包括創(chuàng)新公共政策審計(jì)主體的組織方式、拓展公共政策審計(jì)客體的主題領(lǐng)域、構(gòu)建公共政策審計(jì)標(biāo)準(zhǔn)的指標(biāo)體系、探索公共政策審計(jì)取證的技術(shù)方法、建立增強(qiáng)公共政策審計(jì)功能的長(zhǎng)效機(jī)制。
[Abstract]:Public policy audit is one of the correction mechanisms for the operation of public power and is of great value to the realization of good governance in the country. From the perspective of policy science, public policy audit should be the ultimate goal of promoting the maximization of public interest and the good governance of the state. The theoretical framework of the public policy audit can be based on the technical logic of the trial, from "who is the trial" "what" "how" The basic optimization path of the future public policy audit includes the organization mode of the subject of the public policy audit, the subject area of the public policy audit object, the index system of the public policy audit standards, the exploration of the technical methods of public policy audit and the establishment of public policy.
