【摘要】：隨著城市機(jī)動(dòng)化進(jìn)程的加快,交通擁堵、空氣污染、噪音污染、能源損耗等問題日益明顯,這些問題嚴(yán)重影響了我國城市未來的發(fā)展,政府開始大力提倡以低污染、低消耗、低排放為目標(biāo)的低碳經(jīng)濟(jì)交通。公共自行車具有無污染、無排放、占地面積小等特征,在短距離出行方面具有明顯優(yōu)勢,是創(chuàng)建城市可持續(xù)綠色交通系統(tǒng)不可缺少的組成部分。對公共自行車項(xiàng)目的運(yùn)營情況進(jìn)行研究,可以為進(jìn)一步發(fā)展完善公共自行車項(xiàng)目、緩解城市交通擁堵壓力提供建議。有關(guān)公共自行車項(xiàng)目運(yùn)營績效審計(jì)的研究,國內(nèi)外學(xué)者大多是從公共自行車項(xiàng)目運(yùn)營出現(xiàn)的問題及對策、對出行方式選擇的影響、系統(tǒng)建設(shè)等方面來進(jìn)行研究,較少有學(xué)者對公共自行車項(xiàng)目的運(yùn)營狀況做績效審計(jì)研究。本文在對國內(nèi)外學(xué)者有關(guān)公共自行車項(xiàng)目研究的文獻(xiàn)進(jìn)行研究和分析的基礎(chǔ)上,結(jié)合公共自行車項(xiàng)目運(yùn)營的影響因素和蘭州市公共自行車項(xiàng)目運(yùn)營的現(xiàn)實(shí)狀況,選取合適的研究方式,對其進(jìn)行績效審計(jì)研究。蘭州市公共自行車項(xiàng)目于2014年6月開始正式投入運(yùn)行,是蘭州市“暢交通、治污染”的重要舉措之一,自試運(yùn)營開始便獲得了市民好評,但在運(yùn)營過程中,也存在著租賃網(wǎng)點(diǎn)不均衡、人為破壞等問題。在此情況下,蘭州市公共自行車項(xiàng)目的運(yùn)營情況如何、未來的發(fā)展應(yīng)考慮哪些因素等問題引起了人們的關(guān)注。因此,本文選取蘭州市公共自行車項(xiàng)目為主要研究目標(biāo),對其項(xiàng)目運(yùn)營后的績效現(xiàn)狀進(jìn)行審計(jì)。在以前學(xué)者有關(guān)公共自行車項(xiàng)目和績效審計(jì)理論研究的基礎(chǔ)上,結(jié)合蘭州市公共自行車項(xiàng)目發(fā)展現(xiàn)狀,選取政府履責(zé)、環(huán)境效益、社會效益和經(jīng)濟(jì)效益四個(gè)方面為主要研究內(nèi)容,通過問卷調(diào)查等方法,分析該項(xiàng)目運(yùn)行后的使用情況和使用效果,找出項(xiàng)目發(fā)展中存在的問題,評價(jià)該項(xiàng)目的績效狀況,結(jié)合項(xiàng)目的發(fā)展需求,給蘭州市公共自行車項(xiàng)目的完善提出合理建議。通過本文的研究分析,希望對蘭州市公共自行車項(xiàng)目未來的發(fā)展有所幫助。
[Abstract]:With the acceleration of urban motorization process, traffic congestion, air pollution, noise pollution, energy loss and other problems become increasingly obvious. These problems have seriously affected the future development of cities in China. The government began to vigorously promote low pollution, low consumption, and so on. Low emission targets for low-carbon economic transport. Public bicycle has the characteristics of no pollution, no emission, small area and so on. It has obvious advantages in short distance travel and is an indispensable part of building a sustainable green transportation system in the city. The study on the operation of the public bicycle project can provide suggestions for further development and improvement of the public bicycle project and for alleviating the pressure of urban traffic congestion. About the research of public bicycle project operation performance audit, domestic and foreign scholars mostly from the public bicycle project operation problems and countermeasures, the impact on the choice of travel mode, system construction and other aspects of research. Few scholars do performance audit research on the operation of public bicycle project. Based on the research and analysis of domestic and foreign scholars' literatures on public bicycle project, this paper combines the influencing factors of public bicycle project operation and the actual situation of public bicycle project operation in Lanzhou City. Select the appropriate research methods, and carry on the performance audit research to it. The Lanzhou Public Bicycle Project, which was officially put into operation in June 2014, is one of the important measures to "smooth traffic and control pollution" in Lanzhou City. Since the beginning of the trial operation, it has been well received by the public, but in the process of operation, There are also rental network imbalance, artificial destruction and other problems. In this case, the operation of public bicycle projects in Lanzhou City, what factors should be considered in the future development has attracted people's attention. Therefore, this paper selects the public bicycle project in Lanzhou as the main research objective, and audit the performance of the project after operation. On the basis of previous scholars' research on public bicycle project and performance audit theory, combined with the present situation of public bicycle project development in Lanzhou City, the government is chosen to perform responsibility and environmental benefit. Four aspects of social and economic benefits are the main contents of the research. By means of questionnaire survey, this paper analyzes the use and effect of the project after operation, finds out the problems existing in the development of the project, and evaluates the performance of the project. According to the development demand of the project, some reasonable suggestions are put forward for the improvement of the public bicycle project in Lanzhou. Through the research and analysis of this paper, I hope it will be helpful to the future development of public bicycle project in Lanzhou.
