【摘要】：為提高政府部門的管理效率和公共服務(wù)水平,建立政府部門內(nèi)部績效考核體系十分必要。國家審計是黨和國家監(jiān)督體系的重要組成部分,審計機關(guān)同樣需要建立科學(xué)、完善的績效考核體系。通過對某省審計廳及3個市級審計局和2個縣級審計局實地調(diào)研,發(fā)現(xiàn)目前地方審計機關(guān)績效考核尚未制度化,考核指標較籠統(tǒng)、缺乏目標層面和準則層面的設(shè)計。本文借鑒已有研究成果,以實地調(diào)研為主、文獻分析為輔,根據(jù)審計機構(gòu)內(nèi)設(shè)部門職能差異,在區(qū)分業(yè)務(wù)部門和行政部門的基礎(chǔ)上,基于平衡計分卡的四個維度,構(gòu)建業(yè)務(wù)部門和行政部門考核指標體系,并采用層次分析法來確定各級指標的權(quán)重,以期為地方審計機關(guān)的績效考核工作提供實用性、針對性的指引。
[Abstract]:In order to improve the efficiency of government management and the level of public service, it is necessary to establish the internal performance appraisal system of government departments. The state audit is an important part of the supervision system of the Party and the state. The audit institutions also need to establish a scientific and perfect performance appraisal system. Through the field investigation of a provincial audit office, three municipal audit bureaus and two county-level audit offices, it is found that the performance appraisal of local audit institutions has not yet been institutionalized, the assessment index is relatively general, and the design of target level and standard level is lacking. This article draws lessons from the existing research results, mainly with the field investigation, the literature analysis as the supplementary, according to the audit institution to set up the department function difference, on the basis of distinguishing the business department and the administrative department, based on the balanced scorecard four dimensions, The evaluation index system of business department and administrative department is constructed, and the weight of index at all levels is determined by analytic hierarchy process (AHP), in order to provide practical and targeted guidance for the performance appraisal work of local audit institution.
