【摘要】：國家審計(jì)是經(jīng)濟(jì)社會(huì)運(yùn)行的免疫系統(tǒng),是國家治理的重要組成部分,在捍衛(wèi)國家利益、保護(hù)人民群眾的權(quán)益、保持社會(huì)穩(wěn)定等方面具有重要的作用。經(jīng)濟(jì)責(zé)任審計(jì)是國家審計(jì)的重要組成部分,是具有中國特色的審計(jì)制度,在加強(qiáng)對領(lǐng)導(dǎo)干部的監(jiān)督、推動(dòng)廉政建設(shè)等方面具有獨(dú)特的作用。在新的時(shí)代背景之下、在更加注重資源環(huán)境問題的當(dāng)下,為了更好地發(fā)揮經(jīng)濟(jì)責(zé)任審計(jì)的作用,本文針對AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)評價(jià)進(jìn)行研究,對AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)評價(jià)的內(nèi)容、指標(biāo)、方法、標(biāo)準(zhǔn)等方面進(jìn)行了有益的探討。本文對AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)評價(jià)的現(xiàn)狀進(jìn)行了考察，對AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)的評價(jià)內(nèi)容、評價(jià)指標(biāo)、評價(jià)方法和評價(jià)標(biāo)準(zhǔn)進(jìn)行了分析,發(fā)現(xiàn)其中的不足。比如在資源環(huán)境、社會(huì)發(fā)展等方面的問題反映不足,審計(jì)范圍有待拓寬；審計(jì)評價(jià)中雖有指標(biāo),但零散、不成體系：指標(biāo)涵蓋的內(nèi)容也不全面；審計(jì)中缺乏綜合性的可量化的審計(jì)評價(jià)結(jié)果等。有必要對AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)評價(jià)的各個(gè)方面進(jìn)行改進(jìn)和完善。鑒于實(shí)踐中存在的問題,本文分別對AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)評價(jià)的內(nèi)容、指標(biāo)、方法、標(biāo)準(zhǔn)進(jìn)行了完善。在評價(jià)內(nèi)容方面,本文借鑒城市生態(tài)學(xué)的觀點(diǎn),將評價(jià)內(nèi)容分為經(jīng)濟(jì)、社會(huì)、生態(tài)三個(gè)層面，，從而體現(xiàn)出評價(jià)內(nèi)容的完整性、綜合性、邏輯性：在完善之后的評價(jià)內(nèi)容的基礎(chǔ)上,本文構(gòu)建了AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)的評價(jià)指標(biāo)體系。為了使評價(jià)指標(biāo)更具科學(xué)性,本文通過發(fā)放調(diào)查問卷進(jìn)行了一次指標(biāo)篩選：在評價(jià)方法方面,本文引入層次分析法。通過構(gòu)建層次分析法模型、問卷調(diào)查、矩陣計(jì)算、群組決策等步驟,得到了評價(jià)指標(biāo)體系中各個(gè)指標(biāo)的權(quán)重,為評價(jià)結(jié)果的量化提供了基礎(chǔ)：此外,本文還確定了評價(jià)指標(biāo)體系中各個(gè)指標(biāo)的評價(jià)標(biāo)準(zhǔn)。在對AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)的評價(jià)內(nèi)容、指標(biāo)、方法、標(biāo)準(zhǔn)改進(jìn)和完善的基礎(chǔ)之上,本文提出了對AQ市市長任期履職情況進(jìn)行綜合評價(jià)的方案。通過確定各評價(jià)指標(biāo)的得分、計(jì)算綜合得分、進(jìn)行審計(jì)評價(jià)、對評價(jià)結(jié)果進(jìn)行分析四個(gè)步驟,實(shí)現(xiàn)了對AQ市市長任期經(jīng)濟(jì)責(zé)任履行情況的綜合評價(jià),得到了綜合性、可量化的評價(jià)結(jié)果。此外,本文還對對評價(jià)結(jié)果進(jìn)行了分析。最后,本文對研究結(jié)論和創(chuàng)新點(diǎn)進(jìn)行了總結(jié)、提出了研究的不足,并對下一步的研究進(jìn)行了展望。本文的創(chuàng)新點(diǎn)主要體現(xiàn)在兩個(gè)方面,一是在完善AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)評價(jià)內(nèi)容的時(shí)候借鑒了城市生態(tài)學(xué)的觀點(diǎn),有效解決了AQ市市長經(jīng)濟(jì)責(zé)任審計(jì)評價(jià)實(shí)踐中資源環(huán)境方面涉及不夠、評價(jià)內(nèi)容缺乏系統(tǒng)性和邏輯性的問題。另一方面是對AQ市市長任期經(jīng)濟(jì)責(zé)任履行情況進(jìn)行了綜合評價(jià),得到了綜合性可量化的評價(jià)結(jié)果。
[Abstract]:State audit is the immune system of economic and social operation and an important part of national governance. It is defending the interests of the state and protecting the rights and interests of the people. The audit of economic responsibility is an important part of the state audit, an audit system with Chinese characteristics, and strengthens the supervision of leading cadres. In the context of the new era, in order to give full play to the role of economic responsibility audit, in order to pay more attention to the problem of resources and environment, This paper studies the economic responsibility audit evaluation of the mayor of AQ city, and the contents, indicators and methods of the economic responsibility audit evaluation of the mayor of AQ city. This paper makes an investigation on the present situation of the economic responsibility audit of the mayor of AQ, and analyzes the evaluation content, evaluation index, evaluation method and evaluation standard of the economic responsibility audit of the mayor of AQ. For example, the problems in resources and environment, social development and so on are not reflected enough, and the audit scope needs to be widened, although there are some indexes in the audit evaluation, they are fragmented and not systematic: the contents of the indicators are not comprehensive. It is necessary to improve and perfect all aspects of economic responsibility audit evaluation of the mayor of AQ. In view of the existing problems in practice, it is necessary to improve and perfect all aspects of the audit and evaluation of the economic responsibility of the mayor of AQ. This paper perfects the content, index, method and standard of the economic responsibility audit of the mayor of AQ. In the aspect of evaluation content, this paper draws lessons from the view of urban ecology and divides the evaluation content into three levels: economy, society and ecology. So as to reflect the integrity, comprehensiveness and logicality of the evaluation content: on the basis of perfecting the evaluation content, this paper constructs the evaluation index system of the economic responsibility audit of the mayor of AQ, in order to make the evaluation index more scientific, In this paper, an index selection is carried out through the distribution of questionnaires. In terms of evaluation methods, this paper introduces the Analytic hierarchy process (AHP). By constructing the AHP model, questionnaire survey, matrix calculation, group decision making and so on, The weight of each index in the evaluation index system is obtained, which provides the basis for the quantification of the evaluation results. In addition, this paper also determines the evaluation criteria of each index in the evaluation index system. On the basis of improvement and perfection of indicators, methods, standards, this paper puts forward a comprehensive evaluation scheme for the tenure of the mayor of AQ. By determining the scores of each evaluation index, calculating the comprehensive score, carrying on the audit evaluation, The evaluation results are analyzed in four steps, and the comprehensive evaluation of the economic responsibility of the mayor of AQ is realized, and the comprehensive and quantifiable evaluation results are obtained. In addition, the evaluation results are also analyzed in this paper. This paper summarizes the research conclusions and innovation points, puts forward the deficiencies of the research, and looks forward to the next research. The innovation points of this paper are mainly reflected in two aspects. First, when perfecting the content of the economic responsibility audit of the mayor of AQ, the author draws lessons from the view of urban ecology, and effectively solves the problem of insufficient resources and environment in the practice of the audit and evaluation of the economic responsibility of the mayor of AQ. On the other hand, the comprehensive evaluation of the economic responsibility of the mayor of AQ is carried out, and the comprehensive and quantifiable evaluation results are obtained.
