【摘要】：生態(tài)興則文明興,生態(tài)衰則文明衰。地球作為人類賴以生存的家園,我們應(yīng)責(zé)無旁貸地去保護(hù)并保持其生態(tài)環(huán)境始終處于良好的、可恢復(fù)的狀態(tài)。但是,隨著現(xiàn)代經(jīng)濟(jì)的高速發(fā)展,人們已經(jīng)越來越容易忽視在追求經(jīng)濟(jì)發(fā)展的同時(shí)給自然環(huán)境所造成的不可逆的影響,肆無忌憚地開采礦產(chǎn)資源、毫無節(jié)制地浪費(fèi)資源能源、盲目謀求眼前經(jīng)濟(jì)利益等短期行為會(huì)顯得過于急功近利,而這種惡劣的影響也會(huì)不斷積累直至給人類社會(huì)造成毀滅性的后果。環(huán)境績效審計(jì)作為環(huán)境審計(jì)與績效審計(jì)所交叉的一個(gè)新興審計(jì)分支,對(duì)于識(shí)別企業(yè)在資源能源浪費(fèi)、環(huán)境保護(hù)方面所存在的管理漏洞具有重要作用,有利于企業(yè)在一定程度上增強(qiáng)可持續(xù)發(fā)展能力。本文以規(guī)范研究法、層次分析法以及案例分析法作為主要研究方法。首先介紹了研究背景及研究意義,簡要梳理總結(jié)了國內(nèi)外研究現(xiàn)狀;其次是對(duì)相關(guān)概念及理論基礎(chǔ)做了詳細(xì)論述;再次是對(duì)中外環(huán)境績效審計(jì)的實(shí)施現(xiàn)狀做出對(duì)比,分析差異產(chǎn)生的具體原因并闡述啟示;其次是基于層次分析法選取適用于鋼鐵企業(yè)特別是本文所研究的案例對(duì)象MG集團(tuán)的評(píng)價(jià)指標(biāo)并確定各指標(biāo)的權(quán)重,結(jié)合MG集團(tuán)的具體環(huán)境績效的相關(guān)指標(biāo)對(duì)其環(huán)境績效進(jìn)行綜合評(píng)價(jià),在此基礎(chǔ)上對(duì)分析結(jié)果進(jìn)行整理和說明;最后得出本文的研究結(jié)論,提出改進(jìn)建議并對(duì)未來的研究進(jìn)行展望。通過以上研究,得出MG集團(tuán)環(huán)境績效的總體評(píng)價(jià)結(jié)果為“優(yōu)秀A”等級(jí),說明MG集團(tuán)在環(huán)境保護(hù)、資源能源節(jié)約、綠色生產(chǎn)等方面所做的管理和監(jiān)督工作是合理且有效的,MG集團(tuán)的生產(chǎn)和發(fā)展方式符合“可持續(xù)發(fā)展”的宏觀要求及目標(biāo),但是在一些較為細(xì)化的指標(biāo)如發(fā)展?jié)摿Α⒐?jié)能績效以及環(huán)境治理等指標(biāo)方面的管理工作欠佳,需要進(jìn)一步改善。MG集團(tuán)應(yīng)當(dāng)注意環(huán)境管理機(jī)構(gòu)設(shè)置情況,可以考慮分層級(jí)的結(jié)構(gòu)設(shè)置結(jié)構(gòu)和方式,同時(shí)嚴(yán)格管控資金活動(dòng)以提高環(huán)保技術(shù)創(chuàng)新投入率等。本文有待改進(jìn)之處包括以下三點(diǎn):對(duì)于評(píng)價(jià)指標(biāo)及權(quán)重的確定應(yīng)當(dāng)更加合理;逐步構(gòu)建適用范圍更廣的環(huán)境績效審計(jì)評(píng)價(jià)指標(biāo)體系;加強(qiáng)環(huán)境會(huì)計(jì)和審計(jì)理論的研究。
[Abstract]:Ecological prosperity is civilization, ecological decline is civilization decline. The earth, as the home on which human beings live, it is incumbent upon us to protect and maintain its ecological environment in a good and recoverable state all the time. With the rapid development of modern economy, it is more and more easy to ignore the irreversible effects on the natural environment caused by the pursuit of economic development, and unscrupulously exploit mineral resources and waste resources and energy without restraint. Short-term behaviors such as blindly seeking immediate economic benefits will appear too eager for quick results and immediate benefits. As a new branch of environmental audit and performance audit, environmental performance audit can be used to identify the waste of resources and energy. The management loophole in environmental protection plays an important role in enhancing the sustainable development ability of enterprises to a certain extent. Analytic hierarchy process (AHP) and case analysis are the main research methods. Firstly, this paper introduces the research background and significance, summarizes the current research situation at home and abroad, and then discusses the related concepts and theoretical basis in detail. Thirdly, it compares the current situation of the implementation of environmental performance audit between China and foreign countries, analyzes the specific reasons of the difference and expounds the enlightenment. Secondly, based on Analytic hierarchy process (AHP), we select the evaluation index of MG Group, which is suitable for iron and steel enterprises, especially the case studied in this paper, and determine the weight of each index. Combined with the specific environmental performance indicators of MG Group to conduct a comprehensive evaluation of its environmental performance, on the basis of the analysis of the results are collated and explained; finally, the conclusion of this paper, Through the above research, the overall evaluation result of MG Group's environmental performance is "excellent A" grade, which shows that MG Group is in environmental protection, resource and energy conservation. The management and supervision of green production and other aspects is reasonable and effective. The production and development mode of MG Group conforms to the macro requirements and objectives of "sustainable development", but in some more detailed indicators such as development potential, Poor management of indicators such as energy efficiency performance and environmental governance needs to be further improved. The .MG group should pay attention to the setting of environmental management institutions, and may consider the hierarchical structure and manner of setting up, At the same time, strictly control the fund activities to improve the investment rate of environmental protection technology innovation. This paper needs to improve the following three points: to determine the evaluation index and weight should be more reasonable; Gradually build a more extensive environmental performance audit evaluation index system and strengthen the research of environmental accounting and audit theory.
