【摘要】：地方政府性債務(wù)問(wèn)題是關(guān)系國(guó)家經(jīng)濟(jì)安全和政治穩(wěn)定的重大問(wèn)題。文章分析了地方政府性債務(wù)審計(jì)監(jiān)督的現(xiàn)狀,闡述了國(guó)家審計(jì)機(jī)關(guān)的經(jīng)濟(jì)責(zé)任審計(jì)是監(jiān)督地方政府性債務(wù)的主要形式,并以信息理論和免疫系統(tǒng)理論作為地方政府債務(wù)審計(jì)與經(jīng)濟(jì)責(zé)任審計(jì)的內(nèi)在理論基礎(chǔ),提出通過(guò)審計(jì)地方政府黨政領(lǐng)導(dǎo)干部債務(wù)受托財(cái)務(wù)責(zé)任、績(jī)效責(zé)任和償還責(zé)任,維護(hù)國(guó)家財(cái)政安全,保證經(jīng)濟(jì)社會(huì)健康運(yùn)行,發(fā)揮預(yù)防、揭示和抵御地方政府性債務(wù)風(fēng)險(xiǎn)的"免疫系統(tǒng)"功能,以"還離任者清白,給接任者明白",強(qiáng)化地方政府性債務(wù)的審計(jì)監(jiān)督,促進(jìn)國(guó)家善治目標(biāo)的實(shí)現(xiàn)。
[Abstract]:The problem of local government debt is an important issue related to national economic security and political stability. This paper analyzes the current situation of audit supervision of local government debt. This paper expounds that the economic responsibility audit of the state audit institution is the main form of supervising the local government debt, and takes the information theory and the immune system theory as the internal theoretical basis of the local government debt audit and the economic responsibility audit. Through audit of local government party and government leading cadres' financial responsibility, performance responsibility and repayment responsibility, to maintain the national financial security, to ensure the healthy operation of economy and society, and to give full play to prevention, To reveal and resist the "immune system" function of local government debt risk, in order to "still leave the innocent, give successor understand", strengthen the audit supervision of local government debt, promote the realization of the goal of good governance of the country.
