【摘要】：正BOT(build—operate—transfer)即建設(shè)—經(jīng)營(yíng)—轉(zhuǎn)讓,是指政府通過(guò)契約授予私營(yíng)企業(yè)(包括外國(guó)企業(yè))以一定期限的特許專(zhuān)營(yíng)權(quán),許可其融資建設(shè)和經(jīng)營(yíng)特定的公用基礎(chǔ)設(shè)施,并準(zhǔn)許其通過(guò)向用戶收取費(fèi)用或出售產(chǎn)品以清償貸款,回收投資并賺取利潤(rùn);特許權(quán)期限屆滿時(shí),該基礎(chǔ)設(shè)施無(wú)償移交給政府。為了解決傳統(tǒng)的基礎(chǔ)設(shè)施建設(shè)管理模式已經(jīng)不能滿足日益發(fā)展的社會(huì)經(jīng)濟(jì)需要的實(shí)際困難,我國(guó)引入了BOT特許經(jīng)營(yíng)行政合同的投融資建設(shè)模式,對(duì)改善我國(guó)基礎(chǔ)設(shè)施建設(shè)中的"瓶頸"狀況起到了重要的作用。
[Abstract]:Bot build-operate-transferthat is build-operate-transfer. It means that the government grants private enterprises (including foreign enterprises) a franchise for a certain period of time to finance the construction and operation of specific public infrastructure facilities by contract. It is also permitted to repay the loan by charging the user a fee or selling the product, recovering the investment and making a profit; At the end of the concession period, the infrastructure is handed over to the Government free of charge... in order to address the practical difficulties of traditional infrastructure management models that are no longer able to meet the growing socio-economic needs. China has introduced the investment and financing mode of BOT franchise administrative contract, which has played an important role in improving the "bottleneck" situation in the infrastructure construction of our country.
