【摘要】：縣域經(jīng)濟(jì)是我國(guó)經(jīng)濟(jì)運(yùn)行中最基本的單元,也是我國(guó)國(guó)民經(jīng)濟(jì)中一個(gè)重要的組成部分。自黨的十六大正式提出“壯大縣域經(jīng)濟(jì)”以來(lái),縣域經(jīng)濟(jì)就已逐漸被政府和全社會(huì)所關(guān)注,大力發(fā)展縣域經(jīng)濟(jì)將成為時(shí)代的焦點(diǎn)。與此同時(shí),生態(tài)文明的發(fā)展和生態(tài)環(huán)境的保護(hù)也越來(lái)越受到國(guó)家的重視,在這樣的大背景下,科右前旗應(yīng)當(dāng)結(jié)合自身實(shí)際情況走注重生態(tài)的縣域經(jīng)濟(jì)發(fā)展道路。 本文以科右前旗作為研究對(duì)象來(lái)研究縣域經(jīng)濟(jì)發(fā)展,從縣域經(jīng)濟(jì)發(fā)展的角度嘗試解決農(nóng)牧業(yè)發(fā)展、民生、生態(tài)環(huán)境保護(hù)和區(qū)域經(jīng)濟(jì)合作等問(wèn)題,也可以為全國(guó)類(lèi)似落后地區(qū)的發(fā)展提供借鑒。文章歸納梳理了縣域經(jīng)濟(jì)的相關(guān)理論及文獻(xiàn),介紹了科右前旗的基本情況和發(fā)展優(yōu)勢(shì),分析了科右前旗縣域經(jīng)濟(jì)發(fā)展的限制因素及生態(tài)環(huán)境等方面的問(wèn)題,運(yùn)用生態(tài)足跡模型計(jì)算得出當(dāng)?shù)噩F(xiàn)已處于生態(tài)赤字的危險(xiǎn)狀態(tài)。因此,科右前旗的縣域經(jīng)濟(jì)發(fā)展應(yīng)當(dāng)因地制宜,重點(diǎn)保護(hù)生態(tài)環(huán)境,推動(dòng)生態(tài)型產(chǎn)業(yè)的發(fā)展,發(fā)展民族文化旅游業(yè),加強(qiáng)基礎(chǔ)設(shè)施建設(shè),推動(dòng)城鄉(xiāng)同步發(fā)展和區(qū)域合作。 科右前旗是典型的貧困落后地區(qū),本文的研究具有一定的代表性和借鑒意義。文章根據(jù)調(diào)研和現(xiàn)有資料比較全面的分析了當(dāng)?shù)乜h域經(jīng)濟(jì)發(fā)展的現(xiàn)狀,提出不應(yīng)過(guò)于重視經(jīng)濟(jì)指標(biāo)的增長(zhǎng),要以注重生態(tài)為根本,維護(hù)當(dāng)?shù)氐目沙掷m(xù)發(fā)展,努力把科右前旗建設(shè)成為綠色生態(tài)型發(fā)展地區(qū)。
[Abstract]:County economy is the most basic unit in the economic operation of our country, and it is also an important part of our national economy. The county economy has gradually been concerned by the government and the whole society, and vigorously developing the county economy will become the focus of the times. At the same time, the development of ecological civilization and the protection of the ecological environment have been paid more and more attention by the state. Keyou Front Banner should take the ecological county economy development road according to its own actual situation. This paper studies the development of county economy from the point of view of county economic development, and tries to solve the problems of agriculture and animal husbandry development, people's livelihood, ecological environment protection and regional economic cooperation. It can also be used as a reference for the development of similar backward areas in China. This paper summarizes and combs the relevant theories and documents of county economy, and introduces the basic situation and development advantages of the right front banner. This paper analyzes on the limiting factors and ecological environment of the county economic development in Keyouqianqi. The ecological footprint model is used to calculate that the local area is now in a dangerous state of ecological deficit. The county economic development in the front of the county should be adapted to the local conditions, focus on protecting the ecological environment, promoting the development of ecological industry, developing the national cultural tourism, strengthening the construction of infrastructure, promoting the simultaneous development of urban and rural areas and regional cooperation. The research of this paper has some representativeness and reference significance. According to the investigation and the existing data, the article comprehensively analyzes the present situation of the local county economy development. It is suggested that we should not pay too much attention to the growth of economic indicators, pay attention to ecology as the foundation, maintain the local sustainable development, and make great efforts to build the front flag of science and technology into a green ecotypic development area.
