【摘要】：縣域經(jīng)濟是我國經(jīng)濟運行中最基本的單元,也是我國國民經(jīng)濟中一個重要的組成部分。自黨的十六大正式提出“壯大縣域經(jīng)濟”以來,縣域經(jīng)濟就已逐漸被政府和全社會所關(guān)注,大力發(fā)展縣域經(jīng)濟將成為時代的焦點。與此同時,生態(tài)文明的發(fā)展和生態(tài)環(huán)境的保護也越來越受到國家的重視,在這樣的大背景下,科右前旗應(yīng)當結(jié)合自身實際情況走注重生態(tài)的縣域經(jīng)濟發(fā)展道路。 本文以科右前旗作為研究對象來研究縣域經(jīng)濟發(fā)展,從縣域經(jīng)濟發(fā)展的角度嘗試解決農(nóng)牧業(yè)發(fā)展、民生、生態(tài)環(huán)境保護和區(qū)域經(jīng)濟合作等問題,也可以為全國類似落后地區(qū)的發(fā)展提供借鑒。文章歸納梳理了縣域經(jīng)濟的相關(guān)理論及文獻,介紹了科右前旗的基本情況和發(fā)展優(yōu)勢,分析了科右前旗縣域經(jīng)濟發(fā)展的限制因素及生態(tài)環(huán)境等方面的問題,運用生態(tài)足跡模型計算得出當?shù)噩F(xiàn)已處于生態(tài)赤字的危險狀態(tài)。因此,科右前旗的縣域經(jīng)濟發(fā)展應(yīng)當因地制宜,重點保護生態(tài)環(huán)境,推動生態(tài)型產(chǎn)業(yè)的發(fā)展,發(fā)展民族文化旅游業(yè),加強基礎(chǔ)設(shè)施建設(shè),推動城鄉(xiāng)同步發(fā)展和區(qū)域合作。 科右前旗是典型的貧困落后地區(qū),本文的研究具有一定的代表性和借鑒意義。文章根據(jù)調(diào)研和現(xiàn)有資料比較全面的分析了當?shù)乜h域經(jīng)濟發(fā)展的現(xiàn)狀,提出不應(yīng)過于重視經(jīng)濟指標的增長,要以注重生態(tài)為根本,維護當?shù)氐目沙掷m(xù)發(fā)展,努力把科右前旗建設(shè)成為綠色生態(tài)型發(fā)展地區(qū)。
[Abstract]:County economy is the most basic unit in the economic operation of our country, and it is also an important part of our national economy. The county economy has gradually been concerned by the government and the whole society, and vigorously developing the county economy will become the focus of the times. At the same time, the development of ecological civilization and the protection of the ecological environment have been paid more and more attention by the state. Keyou Front Banner should take the ecological county economy development road according to its own actual situation. This paper studies the development of county economy from the point of view of county economic development, and tries to solve the problems of agriculture and animal husbandry development, people's livelihood, ecological environment protection and regional economic cooperation. It can also be used as a reference for the development of similar backward areas in China. This paper summarizes and combs the relevant theories and documents of county economy, and introduces the basic situation and development advantages of the right front banner. This paper analyzes on the limiting factors and ecological environment of the county economic development in Keyouqianqi. The ecological footprint model is used to calculate that the local area is now in a dangerous state of ecological deficit. The county economic development in the front of the county should be adapted to the local conditions, focus on protecting the ecological environment, promoting the development of ecological industry, developing the national cultural tourism, strengthening the construction of infrastructure, promoting the simultaneous development of urban and rural areas and regional cooperation. The research of this paper has some representativeness and reference significance. According to the investigation and the existing data, the article comprehensively analyzes the present situation of the local county economy development. It is suggested that we should not pay too much attention to the growth of economic indicators, pay attention to ecology as the foundation, maintain the local sustainable development, and make great efforts to build the front flag of science and technology into a green ecotypic development area.
