【摘要】：土地征用是我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)發(fā)展到一定階段的必然趨勢(shì)。改革開放30多年來,社會(huì)大進(jìn)步,經(jīng)濟(jì)大發(fā)展,為了改善農(nóng)民生活環(huán)境,提高農(nóng)民生活質(zhì)量,推進(jìn)城鎮(zhèn)化進(jìn)程,農(nóng)用耕地和住房通過征收或征用變成城鎮(zhèn)建設(shè)用地的數(shù)量不斷增加,速度不斷加快,勢(shì)必會(huì)導(dǎo)致大量的農(nóng)民失去土地,由此引發(fā)了諸多社會(huì)問題和社會(huì)矛盾。本文通過對(duì)BZ市失地農(nóng)民現(xiàn)狀和失地農(nóng)民補(bǔ)償情況的概括,分析了導(dǎo)致失地農(nóng)民問題產(chǎn)生的原因。從我國(guó)土地征用制度、失地農(nóng)民的補(bǔ)償政策、失地農(nóng)民補(bǔ)償、失地農(nóng)民發(fā)展四個(gè)方面展開分析,總結(jié)了BZ市在土地征用補(bǔ)償過程中存在的一些矛盾和焦點(diǎn)問題,并借鑒國(guó)內(nèi)外在土地征用過程中取得的成功經(jīng)驗(yàn),提出了一些能夠完善BZ市失地農(nóng)民補(bǔ)償制度的對(duì)策,旨在解決在城鎮(zhèn)化的過程中,土地征用產(chǎn)生的一些矛盾,推動(dòng)中國(guó)農(nóng)村的經(jīng)濟(jì)發(fā)展和進(jìn)步,提高農(nóng)民的收入和生活質(zhì)量,讓全民共享發(fā)展成果。
[Abstract]:Land expropriation is an inevitable trend in the development of socialist market economy in China. In the past 30 years of reform and opening up, great social progress and great economic development, in order to improve the living environment of farmers, improve the quality of life of farmers, and promote the process of urbanization, the number of agricultural cultivated land and housing into urban construction land through expropriation or expropriation is increasing, and the speed is accelerating, which is bound to lead to a large number of farmers losing land, which leads to many social problems and social contradictions. Based on the summary of the present situation of landless farmers in BZ and the compensation of landless farmers, this paper analyzes the causes of the problems of landless farmers. This paper analyzes on the land expropriation system, the compensation policy of the landless farmers, the compensation of the landless peasants and the development of the landless peasants in China, sums up some contradictions and focus problems existing in the process of land expropriation compensation in BZ City, and draws lessons from the successful experience made at home and abroad in the process of land expropriation, and puts forward some countermeasures that can perfect the compensation system of the landless peasants in the BZ city in order to solve the problem in the process of urbanization. Some contradictions arising from land expropriation promote the economic development and progress of rural areas in China, improve the income and quality of life of farmers, and let the whole people share the fruits of development.
