【摘要】：隨著改革開(kāi)放的深入，城鎮(zhèn)化進(jìn)程的不斷推進(jìn)，，市場(chǎng)經(jīng)濟(jì)進(jìn)一步深化發(fā)展，客觀上對(duì)農(nóng)村土地的流轉(zhuǎn)有了更多的需求。近年來(lái)在我國(guó)政策大力扶持下，農(nóng)村土地流轉(zhuǎn)范圍日趨擴(kuò)大。然而隨著土地流轉(zhuǎn)的進(jìn)一步深入，問(wèn)題也越來(lái)越多。 本文就農(nóng)村土地流轉(zhuǎn)中農(nóng)地流轉(zhuǎn)作為主要的研究對(duì)象，以朔州市朔城區(qū)作為依托，按照發(fā)現(xiàn)問(wèn)題、分析問(wèn)題、解決問(wèn)題的思路展開(kāi)。運(yùn)用文獻(xiàn)資料法，走訪調(diào)查法和綜合分析法，對(duì)朔城區(qū)農(nóng)地流轉(zhuǎn)進(jìn)行實(shí)地調(diào)查，廣泛搜集分析數(shù)據(jù)，對(duì)于農(nóng)民目前對(duì)于土地流轉(zhuǎn)的意愿和朔城區(qū)農(nóng)地流轉(zhuǎn)的具體情況有一個(gè)深入了解。通過(guò)主觀意愿分析和客觀數(shù)據(jù)分析，總結(jié)出了朔城區(qū)在農(nóng)地流轉(zhuǎn)中出現(xiàn)的主要問(wèn)題。 針對(duì)這些問(wèn)題，筆者對(duì)可能的原因進(jìn)行有效的剖析，將原因主要?dú)w結(jié)于產(chǎn)權(quán)不明晰，市場(chǎng)不健全，法規(guī)不完善，同時(shí)相關(guān)政策宣傳也不到位等方面。 本文最終的目的在于提出有建設(shè)意義的對(duì)策措施以解決問(wèn)題。所以在論文寫作中大量參考了借鑒了國(guó)內(nèi)外土地流轉(zhuǎn)的經(jīng)驗(yàn)?zāi)Ｊ�，朔城區(qū)要進(jìn)一步推動(dòng)農(nóng)地流轉(zhuǎn)深化發(fā)展，必須結(jié)合自身?xiàng)l件，從以下幾方面著手：進(jìn)一步落實(shí)土地確權(quán)工作，加強(qiáng)農(nóng)地流轉(zhuǎn)市場(chǎng)建設(shè)，完善相關(guān)法律法規(guī)，地方政府充分發(fā)揮在農(nóng)地流轉(zhuǎn)中的引導(dǎo)監(jiān)督作用，充分尊重農(nóng)民住真題地位，同時(shí)積極結(jié)合地方特色開(kāi)展多元化的土地流轉(zhuǎn)等。 農(nóng)地流轉(zhuǎn)是有效利用土地資源促進(jìn)農(nóng)業(yè)現(xiàn)代化發(fā)展的有效途徑，但是面臨現(xiàn)實(shí)中存在的諸多問(wèn)題，必須以實(shí)事求是的態(tài)度，采用因地制宜的辦法，尊重地方實(shí)際情況，把握土地流轉(zhuǎn)規(guī)律，合理有序的推進(jìn)地方農(nóng)地流轉(zhuǎn)。
[Abstract]:With the deepening of reform and opening up and the continuous progress of urbanization, the market economy has further deepened its development, and objectively there has been more demand for the circulation of rural land. In recent years, with the strong support of our policy, the scope of rural land circulation is expanding day by day. However, with the further deepening of land circulation, there are more and more problems. This paper takes the farmland circulation as the main research object in the rural land circulation, based on Shuocheng District of Shuozhou City, according to the train of thought of finding the problem, analyzing the problem and solving the problem. By using the method of literature, interview and investigation and comprehensive analysis, this paper makes a field investigation on the circulation of agricultural land in Shuocheng District, and extensively collects and analyzes the data. At present, farmers have a deep understanding of the willingness of farmers to transfer land and the specific situation of farmland transfer in Shuocheng District. Through subjective will analysis and objective data analysis, this paper summarizes the main problems in farmland transfer in Shuocheng District. In view of these problems, the author makes an effective analysis of the possible reasons, mainly attributed to the lack of clarity of property rights, the market is not perfect, the laws and regulations are not perfect, at the same time, the relevant policy publicity is not in place and so on. The final purpose of this paper is to put forward constructive countermeasures to solve the problem. Therefore, in the writing of the paper, a lot of reference has been made to the experience mode of land transfer at home and abroad. In order to further promote the deepening development of farmland transfer in Shuocheng District, we must combine with our own conditions and start from the following aspects: further implement the work of land ownership. Strengthen the construction of agricultural land circulation market, improve the relevant laws and regulations, local governments give full play to the guiding and supervision role in farmland transfer, fully respect the status of farmers living in real problems, and actively combine local characteristics to carry out diversified land circulation and so on. The circulation of agricultural land is an effective way to effectively use land resources to promote the development of agricultural modernization, but in the face of many problems existing in reality, we must adopt a realistic attitude, adopt measures adapted to local conditions, and respect the actual situation of the local areas. Grasp the law of land circulation and promote the circulation of local farmland in a reasonable and orderly manner.
