【摘要】：漁業(yè)資源利用中存在許多負(fù)外部性問(wèn)題,導(dǎo)致漁業(yè)資源衰退、漁民之間或漁民與其他利益團(tuán)體之間產(chǎn)生沖突和糾紛等。本文將漁業(yè)資源利用中的負(fù)外部性分為漁民間的交互負(fù)外部性、生態(tài)負(fù)外部性、水域利用活動(dòng)交互負(fù)外部性和代際負(fù)外部性四類;認(rèn)為產(chǎn)生這些負(fù)外部性的原因有:資源的共享性和稀缺性、缺少合約或合約難以被執(zhí)行、捕撈技術(shù)缺陷、漁業(yè)管理缺失或不足;建議通過(guò)損害補(bǔ)償、資源利用量限制與養(yǎng)護(hù)、資源利用權(quán)分配、漁民自組織管理、管制捕撈作業(yè)等方式,對(duì)漁業(yè)資源利用中的外部性問(wèn)題進(jìn)行矯正和管控。
[Abstract]:There are many negative externalities in the utilization of fishery resources, which lead to the decline of fishery resources, conflicts and disputes among fishermen or between fishermen and other interest groups. In this paper, the negative externalities in the utilization of fishery resources are divided into four categories: interaction negative externalities among fishermen, negative ecological externalities, negative externalities between water utilization activities and negative inter-generational externalities. The reasons for these negative externalities are as follows: sharing and scarcity of resources, lack of contracts or contracts that are difficult to enforce, deficiencies in fishing techniques, lack of fisheries management or inadequacy; It is suggested that the externalities in the utilization of fishery resources should be rectified and controlled by means of damage compensation, limitation and conservation of resource utilization, allocation of resource utilization rights, self-organization and management of fishermen, regulation of fishing operations and so on.
