貴州農(nóng)業(yè)信息化建設(shè)研究

【摘要】:隨著經(jīng)濟(jì)社會的發(fā)展,信息技術(shù)在全球得到了快速發(fā)展,并逐漸形成了一個行業(yè)——信息技術(shù)業(yè)。信息技術(shù)業(yè)可以廣泛運用到各個行業(yè)當(dāng)中,憑借其具有的屬性促進(jìn)各行業(yè)的發(fā)展,農(nóng)業(yè)也是如此。由馬克思的生產(chǎn)力理論可知,“有目的的活動或勞動本身”、“勞動資料”及“勞動對象”是勞動過程中構(gòu)成生產(chǎn)力的三個最基本要素,而科學(xué)技術(shù)等因素的運用會達(dá)到提高生產(chǎn)力的效果。信息化作為科學(xué)技術(shù)的一種,其在農(nóng)業(yè)方面的運用能起到推動農(nóng)業(yè)發(fā)展、增加農(nóng)民收入及發(fā)展農(nóng)村經(jīng)濟(jì)的作用。但貴州農(nóng)業(yè)信息化建設(shè)中仍存在農(nóng)民文化素質(zhì)低、農(nóng)業(yè)信息化機(jī)械使用率低、農(nóng)業(yè)信息資源得不到有效開發(fā)等問題。因此,積極研究貴州農(nóng)業(yè)信息化建設(shè)的現(xiàn)狀,提出切實有效的優(yōu)化政策具有重要的現(xiàn)實意義。本文以馬克思的生產(chǎn)力理論和柯布—道格拉斯生產(chǎn)函數(shù)為理論基礎(chǔ),在閱讀大量以農(nóng)業(yè)信息化為研究主題的文獻(xiàn)及綜合分析國內(nèi)外農(nóng)業(yè)信息化的發(fā)展情況后,從信息網(wǎng)絡(luò)基礎(chǔ)設(shè)施建設(shè)、信息服務(wù)體系建設(shè)、信息服務(wù)推廣渠道建設(shè)、農(nóng)產(chǎn)品電子銷售平臺建設(shè)四個方面對貴州農(nóng)業(yè)信息化建設(shè)現(xiàn)狀進(jìn)行分析。在對貴州農(nóng)業(yè)信息化建設(shè)現(xiàn)狀做理論分析之后,具體測算貴州2003年—2015年的農(nóng)業(yè)信息化水平。由于當(dāng)前國內(nèi)還沒有一套權(quán)威的,能全面測量農(nóng)業(yè)信息化水平的方法,在分析和借鑒國內(nèi)外學(xué)者測量農(nóng)業(yè)信息化水平的方法的基礎(chǔ)上,本文選擇波拉特法分別測量貴州農(nóng)業(yè)第一信息部門和農(nóng)業(yè)第二信息部門的信息水平,并通過加總得到貴州農(nóng)業(yè)信息部門總的信息水平,從而實現(xiàn)對貴州農(nóng)業(yè)信息化水平進(jìn)行測度,測度結(jié)果表明貴州2003年—2015年農(nóng)業(yè)信息化水平在不斷提升。農(nóng)業(yè)信息化建設(shè)的目的是提升農(nóng)業(yè)生產(chǎn)力,提高農(nóng)民收入,故分析近年來貴州農(nóng)業(yè)信息化建設(shè)對農(nóng)業(yè)經(jīng)濟(jì)的影響對于全面評價貴州農(nóng)業(yè)信息化建設(shè)成果是有必要的。因此,基于測算出的貴州農(nóng)業(yè)信息化建設(shè)水平,利用柯布-道格拉斯生產(chǎn)函數(shù)建立農(nóng)業(yè)信息化效益評價模型,測量農(nóng)業(yè)信息化建設(shè)對農(nóng)業(yè)產(chǎn)出的影響。最后,基于分析結(jié)果發(fā)現(xiàn)貴州農(nóng)業(yè)信息化建設(shè)中存在的問題,提出對策建議。
[Abstract]:With the development of economy and society, information technology has been developed rapidly all over the world, and gradually formed an industry-information technology industry. Information technology industry can be widely used in various industries, with its attributes to promote the development of various industries, agriculture is also so. According to Marx's theory of productive forces, "purposeful activities or labor itself", "labor materials" and "labor objects" are the three most basic elements of productive forces in the labor process. And the use of science and technology and other factors will achieve the effect of improving productivity. As a kind of science and technology, the application of informatization in agriculture can promote the development of agriculture, increase farmers' income and develop rural economy. However, there are still some problems in the construction of agricultural informatization in Guizhou, such as the low cultural quality of farmers, the low utilization rate of agricultural informatization machinery, and the lack of effective development of agricultural information resources. Therefore, it is of great practical significance to study the present situation of agricultural information construction in Guizhou and put forward effective optimization policies. Based on Marx's productivity theory and Cobb-Douglas production function, this paper, after reading a large number of documents focusing on agricultural informatization and comprehensively analyzing the development of agricultural informatization at home and abroad, This paper analyzes the present situation of agricultural information construction in Guizhou from four aspects: the construction of information network infrastructure, the construction of information service system, the construction of information service extension channels, and the construction of electronic marketing platform for agricultural products. After the theoretical analysis of the present situation of agricultural informatization construction in Guizhou province, the agricultural informatization level in Guizhou from 2003 to 2015 is calculated in detail. Since there is currently no authoritative method for measuring the level of agricultural informatization in an all-round way in China, on the basis of analyzing and using for reference the methods of measuring the level of agricultural informatization by scholars at home and abroad, In this paper, Polat method is chosen to measure the information level of the first information department and the second information department of agriculture in Guizhou respectively, and the total information level of the agricultural information department of Guizhou is obtained by adding the total information. As a result, the level of agricultural informatization in Guizhou is measured, and the result shows that the level of agricultural informatization in Guizhou is constantly improving from 2003 to 2015. The purpose of agricultural informatization construction is to improve agricultural productivity and farmers' income. Therefore, it is necessary to analyze the impact of agricultural informatization construction on agricultural economy in recent years in order to evaluate the achievements of agricultural informatization construction in Guizhou in an all-round way. Therefore, based on the calculated level of agricultural informatization construction in Guizhou, the evaluation model of agricultural informatization benefit is established by using Cobb-Douglas production function, and the influence of agricultural informatization construction on agricultural output is measured. Finally, based on the analysis results, the problems existing in the construction of agricultural informatization in Guizhou are found, and the countermeasures and suggestions are put forward.
