【摘要】：自我國精準(zhǔn)扶貧工作開展以來,取得了顯著成績,全國農(nóng)村貧困人口從2014年底7017萬人下降到2016年底的4335萬人�？梢哉f精準(zhǔn)扶貧已然成為當(dāng)下解決農(nóng)村問題的最重要的抓手,它不但關(guān)系著國計(jì)民生,更與我們?nèi)娼ǔ尚】瞪鐣?huì)緊密相連,是國家實(shí)現(xiàn)共同富裕的有效的路徑,因此,我們必須研究其理論與實(shí)踐價(jià)值,切實(shí)改變以前扶貧工作中存在的幫扶對(duì)象不準(zhǔn)確、扶貧措施不到位、扶貧資金不精準(zhǔn)等問題。本文以紫金縣開展精準(zhǔn)扶貧工作為研究對(duì)象,先介紹精準(zhǔn)扶貧的相關(guān)概念,及國家實(shí)施精準(zhǔn)扶貧的一些措施,然后對(duì)紫金縣精準(zhǔn)扶貧情況和幫扶現(xiàn)狀進(jìn)行歸納總結(jié),找出工作中存在的問題和原因,最后提出對(duì)策建議�？梢哉f,本文研究對(duì)于紫金縣開展好精準(zhǔn)扶貧工作有一定的積極推動(dòng)作用,同時(shí)對(duì)于貧困地區(qū)特別是粵東西北貧困地區(qū)開展精準(zhǔn)扶貧有著一定的啟示和借鑒作用。本文一共劃分為六大部分。第一章緒論,概述論文研究的時(shí)代背景,現(xiàn)實(shí)意義等。第二章精準(zhǔn)扶貧文獻(xiàn)綜述,主要介紹精準(zhǔn)扶貧的概念及我國精準(zhǔn)扶貧主要采取的措施。第三章廣東省河源市紫金縣精準(zhǔn)扶貧工作現(xiàn)狀分析。一是介紹紫金縣的基本縣情;二是介紹紫金縣扶貧現(xiàn)狀及如何執(zhí)行精準(zhǔn)扶貧政策;三是介紹紫金縣精準(zhǔn)扶貧存在的問題,具體是不可開發(fā)貧困人口占比大、貧困村脫貧基礎(chǔ)較為薄弱、貧困村脫貧工作用力不均、個(gè)別貧困戶脫貧意愿不強(qiáng)和縣直幫扶貧困村資金不足。第四章政策性、經(jīng)濟(jì)性、自然性、管理性因素對(duì)紫金縣精準(zhǔn)扶貧的影響。第五章紫金縣精準(zhǔn)扶貧的管理對(duì)策研究,針對(duì)政策性等四個(gè)因素的影響,提煉精準(zhǔn)扶貧對(duì)策的精華,對(duì)紫金縣政府提出有效建議,主要從六個(gè)方面去進(jìn)一步改善和提高精準(zhǔn)扶貧工作效率,一是落實(shí)政策,精準(zhǔn)開展幫扶;二是善借外力,加大財(cái)政投入;三是完善設(shè)施,夯實(shí)發(fā)展基礎(chǔ);四是黨建為先,加強(qiáng)組織領(lǐng)導(dǎo);五是共建共享,加快產(chǎn)業(yè)發(fā)展;六是嚴(yán)格考核,落實(shí)脫貧責(zé)任。第六章結(jié)論。通過對(duì)紫金縣精準(zhǔn)扶貧工作的研究,提出一些具有針對(duì)性的對(duì)策和建議,希望能給類似紫金縣這樣的貧困地區(qū)開展精準(zhǔn)扶貧工作提供參考借鑒。
[Abstract]:Since the development of precision poverty alleviation in China, remarkable achievements have been made, with the number of rural poor in China falling from 70.17 million at the end of 2014 to 43.35 million by the end of 2016. It can be said that accurate poverty alleviation has become the most important hand in solving rural problems. It is not only related to the national economy and the people's livelihood, but also closely linked to our building a well-off society in an all-round way, and is an effective way for the country to achieve common prosperity. Therefore, We must study its theoretical and practical value, and effectively change the previous poverty alleviation work in the inaccurate object, poverty alleviation measures are not in place, poverty alleviation funds are not accurate and so on. In this paper, Zijin County to carry out precision poverty alleviation work as the research object, first introduced the concept of precision poverty alleviation, and some measures to implement precision poverty alleviation, and then summarized the situation of precision poverty alleviation and the status quo of assistance in Zijin County. Find out the problems and reasons in the work, and finally put forward countermeasures and suggestions. It can be said that this study has a positive role in promoting the work of precision poverty alleviation in Zijin County, and at the same time, it has certain enlightenment and reference function for the poor areas, especially the poor areas in the east and northwest of Guangdong. This paper is divided into six parts. The first chapter is introduction, summarizing the background and realistic significance of the research. The second chapter introduces the concept of precision poverty alleviation and the measures taken in China. Chapter three analyzes the current situation of precision poverty alleviation in Zijin County, Heyuan City, Guangdong Province. One is to introduce the basic county situation of Zijin County, the other is to introduce the current situation of poverty alleviation in Zijin County and how to carry out the policy of precision poverty alleviation. The third is to introduce the existing problems of precision poverty alleviation in Zijin County. The specific problems are that the proportion of poor people who cannot be exploited is large, the foundation of poverty alleviation in poor villages is relatively weak, and the efforts of poverty alleviation in poor villages are uneven. Individual poor households do not want to lift themselves out of poverty and the county directly helps poor villages with insufficient funds. Chapter four: the influence of policy, economy, nature and management on precision poverty reduction in Zijin County. The fifth chapter is the research on management countermeasures of precision poverty alleviation in Zijin County. Aiming at the influence of four factors such as policy, the essence of precision poverty alleviation countermeasures is refined, and effective suggestions are put forward to the Zijin county government. Mainly from six aspects to further improve and improve the efficiency of precision poverty alleviation, the first is to implement policies, precision help; Second, to make good use of external forces and increase financial input; third, to improve facilities and consolidate the foundation for development; fourth, to strengthen organizational leadership by giving priority to party building; fifthly, to build and share together and speed up industrial development; and sixth, to strictly assess and implement the responsibility of getting rid of poverty. Chapter VI conclusion. Based on the study of precision poverty alleviation in Zijin County, this paper puts forward some targeted countermeasures and suggestions, hoping to provide reference for poor areas such as Zijin County to carry out precision poverty alleviation work.
