【摘要】：通過研究農(nóng)村土地的流轉(zhuǎn)對農(nóng)民有關(guān)財(cái)產(chǎn)性方面收入的影響，以提高農(nóng)民財(cái)產(chǎn)性收入的目標(biāo)為出發(fā)點(diǎn)及落腳點(diǎn)，發(fā)現(xiàn)土地流轉(zhuǎn)在農(nóng)村實(shí)際操作中對財(cái)產(chǎn)性的收入效應(yīng)的影響至關(guān)重要，充分運(yùn)用所學(xué)知識，通過搜集大量文獻(xiàn)進(jìn)行理論準(zhǔn)備，并與政府相關(guān)管理部門工作人員、學(xué)者和有一定文化程度的農(nóng)民，進(jìn)行實(shí)地訪談，理論結(jié)合實(shí)際，以農(nóng)村土地流轉(zhuǎn)政策的實(shí)施為切入點(diǎn)，找到解決這些問題的方法，通過農(nóng)村土地流轉(zhuǎn)政策的轉(zhuǎn)變實(shí)施來切實(shí)提高農(nóng)民的生活水平。 在土地流轉(zhuǎn)的過程中，由于受多種因素的制約，土地流轉(zhuǎn)難度系數(shù)較大，根據(jù)我國經(jīng)濟(jì)和社會發(fā)展的實(shí)際情況，制定相關(guān)政策使土地流轉(zhuǎn)健康有序、合法地進(jìn)行并充分聽取農(nóng)民的意見，急農(nóng)民所急，解農(nóng)民所憂，最終實(shí)現(xiàn)三農(nóng)現(xiàn)代化。將土地的流轉(zhuǎn)改革深入進(jìn)廣大群眾中去，使廣大的群眾能夠切實(shí)享受流轉(zhuǎn)出的土地帶來的財(cái)產(chǎn)性收入的增加。我國對土地流轉(zhuǎn)政策進(jìn)行積極的探索并作出調(diào)整與改革，隨著土地流轉(zhuǎn)政策的推進(jìn)，土地規(guī)�；⒓s化生產(chǎn)經(jīng)營的發(fā)展，逐步實(shí)現(xiàn)土地資源利益最大化。 本文從研究問題的提出、問題的分析到研究目標(biāo)與內(nèi)容的確立，，都是以物權(quán)平等原則、馬克思地租理論和城鄉(xiāng)經(jīng)濟(jì)發(fā)展一體化等理論和原則為基礎(chǔ)的，盡可能詳盡的論說我國農(nóng)村在土地流轉(zhuǎn)方面相關(guān)的理論根據(jù)及現(xiàn)實(shí)意義。通過敘述城鎮(zhèn)化建設(shè)、農(nóng)民增收、農(nóng)村穩(wěn)定等方面對土地的需求，突出土地流轉(zhuǎn)的重要意義，流轉(zhuǎn)土地達(dá)到規(guī)模經(jīng)營的同時，不可避免的讓一部分農(nóng)民失去土地的經(jīng)營權(quán)，城鎮(zhèn)的發(fā)展為農(nóng)村富余勞動力提供了就業(yè)機(jī)會，這部分轉(zhuǎn)移到城市的農(nóng)民有了新身份，政府應(yīng)加大力度保障這部分農(nóng)民能夠順利的融入到城市；還有一部分農(nóng)民會選擇在農(nóng)村，也要保障其能夠安居樂業(yè)，在充分尊重土地流轉(zhuǎn)規(guī)律的基礎(chǔ)上維護(hù)農(nóng)民利益。 通過對國內(nèi)及國外農(nóng)村土地流轉(zhuǎn)的財(cái)產(chǎn)性收入現(xiàn)狀的對比與剖釋，歸納概括了國外如何通過土地的流轉(zhuǎn)提高農(nóng)民的財(cái)產(chǎn)性收入；闡明了我國的土地流轉(zhuǎn)方面在農(nóng)村財(cái)產(chǎn)性收入正的和負(fù)的效應(yīng)，若想實(shí)現(xiàn)財(cái)產(chǎn)性收入的增加達(dá)到提高農(nóng)民總收入的目標(biāo)，必須要加快土地流轉(zhuǎn)的速度，盤活土地的使用權(quán)，才能夠?qū)崿F(xiàn)農(nóng)民財(cái)產(chǎn)性收入的增加，得出我國農(nóng)村土地流轉(zhuǎn)的財(cái)產(chǎn)性收入負(fù)效應(yīng)的原因是農(nóng)民對土地的保障功能的依賴，農(nóng)村土地產(chǎn)權(quán)制度的嚴(yán)重缺位，土地流轉(zhuǎn)后農(nóng)民的生計(jì)問題等方面。 最后，為了扭轉(zhuǎn)土地流轉(zhuǎn)的困局，積極調(diào)整農(nóng)村的經(jīng)濟(jì)結(jié)構(gòu)，充分挖掘土地資源的經(jīng)濟(jì)利益，最大限度的調(diào)動農(nóng)民的積極性和創(chuàng)造性開發(fā)土地的流轉(zhuǎn)模式，多渠道的增加農(nóng)民的財(cái)產(chǎn)性收入，從思想上認(rèn)識農(nóng)村土地作為資本流轉(zhuǎn)的必要，并提出農(nóng)村土地流轉(zhuǎn)的財(cái)產(chǎn)性收入效應(yīng)相對卓有成效的政策建議，更好低規(guī)范土地流轉(zhuǎn)的制度，從而使農(nóng)民在土地流轉(zhuǎn)中有更強(qiáng)的熱情。
[Abstract]:By studying the impact of the circulation of rural land on the farmers' income in relation to property, and taking the goal of raising the peasants' property income as the starting point and the end point, It is found that the influence of land circulation on the income effect of property is very important in the actual operation of rural areas. We can make full use of the knowledge learned, collect a large amount of literature for theoretical preparation, and work with the staff of the relevant administrative departments of the government. Scholars and farmers with a certain degree of education, conducting field interviews, combining theory with practice, taking the implementation of rural land transfer policy as the starting point, find ways to solve these problems. Through the transformation of rural land transfer policy implementation to improve the living standards of farmers. In the process of land circulation, because of the restriction of many factors, the difficulty coefficient of land circulation is great. According to the actual situation of our country's economic and social development, we make relevant policies to make the land circulation healthy and orderly. Legally and fully listen to the opinions of farmers, urgent for farmers, solve farmers' worries, and finally realize the modernization of agriculture, rural areas and farmers. The reform of land circulation goes deep into the masses so that the masses can really enjoy the increase of property income brought about by the circulation of land. Our country carries on the active exploration to the land circulation policy and makes the adjustment and the reform, along with the land circulation policy advancement, the land large-scale, the intensive production management development, realizes the land resources benefit maximization step by step. This paper is based on the principle of equality of real right, Marx's land rent theory and the integration of urban and rural economic development, from the putting forward of the research problem, the analysis of the problem to the establishment of the research goal and the content. As detailed as possible, the theoretical basis and practical significance of rural land circulation in China. By describing the demand for land in the aspects of urbanization construction, farmers' income increase and rural stability, the importance of land circulation is highlighted. While the circulation of land reaches the scale of operation, it is inevitable that some farmers will lose their land management rights. The development of cities and towns provides employment opportunities for the rural surplus labor force, and this part of the peasants who have been transferred to the city has a new identity, the government should strengthen efforts to ensure that this part of farmers can be smoothly integrated into the city; Some farmers will choose to live and work in rural areas, and maintain their interests on the basis of fully respecting the law of land circulation. By comparing and explaining the present situation of the property income of the rural land circulation at home and abroad, this paper summarizes how to improve the peasants' property income through the circulation of the land abroad. This paper expounds the positive and negative effects of land circulation on rural property income in China. If we want to achieve the goal of raising farmers' income by increasing property income, we must speed up the transfer of land and activate the right to use land. In order to realize the increase of peasants' property income, it is concluded that the negative effect of the property income of rural land circulation in our country is due to the farmers' dependence on the land security function and the serious absence of the rural land property right system. Finally, in order to reverse the difficult situation of land circulation, actively adjust the rural economic structure, fully tap the economic interests of land resources, maximize the enthusiasm of farmers and creative development of land circulation mode, To increase farmers' property income through multiple channels, to understand the necessity of rural land as capital circulation ideologically, and to put forward some policy suggestions that the property income effect of rural land circulation is relatively effective, so as to better regulate the system of land circulation. So that farmers in the land circulation has a stronger enthusiasm.
