【摘要】：食用農(nóng)產(chǎn)品質(zhì)量安全檢測(cè)體系是保障食用農(nóng)產(chǎn)品質(zhì)量安全的主要技術(shù)手段,是政府進(jìn)行食用農(nóng)產(chǎn)品質(zhì)量安全監(jiān)管的重要措施,為政府提供食用農(nóng)產(chǎn)品質(zhì)量安全相關(guān)的技術(shù)決策、服務(wù)以及咨詢,在提高食用農(nóng)產(chǎn)品質(zhì)量與安全水平方面占據(jù)關(guān)鍵及核心的地位。食用農(nóng)產(chǎn)品檢驗(yàn)檢測(cè)體系內(nèi)部信息共享可以促進(jìn)體系內(nèi)各主管部門、各檢測(cè)機(jī)構(gòu)之間的信息交流、業(yè)務(wù)合作,外部信息共享可以滿足社會(huì)、媒體、行業(yè)等對(duì)于食用農(nóng)產(chǎn)品質(zhì)量安全信息的需求,促進(jìn)社會(huì)穩(wěn)定,兩者共同作用可以更好的保障食用農(nóng)產(chǎn)品質(zhì)量安全。目前,涉及到食用農(nóng)產(chǎn)品檢測(cè)信息共享的法規(guī)政策文件有很多,特別是近幾年涉及到食用農(nóng)產(chǎn)品質(zhì)量安全的文件幾乎都有信息共享方面的規(guī)定,但食用農(nóng)產(chǎn)品檢測(cè)體系信息共享依然進(jìn)展緩慢。鑒于此,本文從食用農(nóng)產(chǎn)品質(zhì)量安全檢驗(yàn)檢測(cè)體系內(nèi)部監(jiān)管的角度對(duì)其信息共享進(jìn)行相關(guān)策略研究。1、對(duì)我國(guó)食用農(nóng)產(chǎn)品質(zhì)量安全檢測(cè)體系及其信息傳遞過程進(jìn)行了梳理,介紹了目前我國(guó)食用農(nóng)產(chǎn)品檢驗(yàn)檢測(cè)體系及其監(jiān)管部門,并根據(jù)相關(guān)法律構(gòu)建了現(xiàn)階段我國(guó)食用農(nóng)產(chǎn)品檢測(cè)體系內(nèi)部信息傳遞及外部信息公開結(jié)構(gòu)圖。2、運(yùn)用系統(tǒng)動(dòng)力學(xué)與非合作博弈相結(jié)合的方法,建立非合作博弈矩陣及其SD模型,動(dòng)態(tài)的討論了食用農(nóng)產(chǎn)品檢測(cè)體系信息公開監(jiān)管策略,重點(diǎn)研究了不同外界環(huán)境下食用農(nóng)產(chǎn)品檢測(cè)體系信息公開狀況以及雙重懲罰、時(shí)間延遲反饋控制等策略對(duì)食用農(nóng)產(chǎn)品檢測(cè)體系信息公開的影響。3、運(yùn)用系統(tǒng)動(dòng)力學(xué)方法與演化博弈相結(jié)合的方法,建立演化博弈矩陣及其SD模型,分別討論了同一主管部門食用農(nóng)產(chǎn)品檢測(cè)體系內(nèi)部信息共享上級(jí)部門監(jiān)管調(diào)控策略和不同主管部門食用農(nóng)產(chǎn)品檢測(cè)體系內(nèi)部信息共享合作互利策略,重點(diǎn)研究了體系內(nèi)部信息共享收益大于其成本的情況。
[Abstract]:The quality and safety inspection system of edible agricultural products is the main technical means to guarantee the quality and safety of edible agricultural products, is an important measure for the government to supervise the quality and safety of edible agricultural products, and provides the government with technical decisions related to the quality and safety of edible agricultural products. Services and consulting play a key and central role in improving the quality and safety of edible agricultural products. The sharing of information within the inspection and detection system of edible agricultural products can promote the exchange of information, business cooperation and external information sharing among the competent departments and testing institutions within the system, and can meet the needs of the society and the media, The demand for quality and safety information of edible agricultural products in the industry promotes social stability, which can better ensure the quality and safety of edible agricultural products. At present, there are many regulatory and policy documents concerning the sharing of inspection information for edible agricultural products, especially in recent years, almost all documents related to the quality and safety of edible agricultural products have provisions on information sharing. However, the information sharing of edible agricultural products detection system is still slow. In view of this, from the perspective of internal supervision of the inspection and detection system of edible agricultural products quality and safety, this paper studies the relevant strategies of its information sharing. 1, the quality and safety detection system and its information transmission process of edible agricultural products in China are combed out. This paper introduces the inspection and detection system of edible agricultural products and its supervision department in our country, and constructs the structure chart of internal information transmission and external information disclosure of the inspection system of edible agricultural products in China at the present stage according to the relevant laws. By using the method of system dynamics and non-cooperative game, the non-cooperative game matrix and its SD model are established, and the open supervision strategy of the detection system of edible agricultural products is discussed dynamically. This paper focuses on the effects of the information disclosure of the detection system of edible agricultural products under different external environment, double punishment, time delay feedback control and other strategies on the information disclosure of the detection system of edible agricultural products. The evolutionary game matrix and its SD model are established by using the method of system dynamics and evolutionary game. The strategies of supervision and control of the internal information sharing of the same department in charge of edible agricultural product detection system and the mutually beneficial strategy of information sharing and cooperation within the different departments in charge of the inspection system of edible agricultural products were discussed respectively. The paper focuses on the situation that the benefit of information sharing is greater than its cost.
