【摘要】：通過(guò)對(duì)浙江省某自然村農(nóng)戶宅基地空間置換意愿的實(shí)地調(diào)查,采用問(wèn)卷調(diào)查法和排序因變量模型,從農(nóng)村"三權(quán)"改革的視角研究了農(nóng)村宅基地空間置換意愿與"三權(quán)"政策、"三權(quán)"確權(quán)情況、承包地流轉(zhuǎn)情況和農(nóng)民家庭資源稟賦的關(guān)系,探尋影響農(nóng)戶宅基地空間置換意愿的主要因素。結(jié)果表明:農(nóng)戶宅基地空間置換意愿偏低,僅為23.33%;影響農(nóng)戶宅基地空間置換意愿的因素由高至低依次為對(duì)宅基地空間置換政策的了解程度、承包地是否流轉(zhuǎn)出租、戶主最高學(xué)歷狀況、房屋狀況等級(jí)和家庭勞動(dòng)力人口數(shù)量,五類指標(biāo)均對(duì)置換意愿有顯著正向影響。認(rèn)為為了有序推進(jìn)農(nóng)村宅基地的空間置換,應(yīng)加強(qiáng)對(duì)農(nóng)村宅基地置換政策和農(nóng)地改革政策的宣傳力度;開(kāi)展集中置換點(diǎn)選址的廣泛調(diào)研,充分調(diào)動(dòng)農(nóng)戶的積極性和參與意識(shí);將宅基地置換與承包地流轉(zhuǎn)、集體資產(chǎn)股份權(quán)流轉(zhuǎn)有機(jī)結(jié)合,建立"三權(quán)"改革的聯(lián)動(dòng)機(jī)制。
[Abstract]:Through the field investigation of the willingness of the rural households in a natural village in Zhejiang province to replace their homestead space, the paper studies the willingness and the policy of the rural homestead space replacement from the perspective of the rural "three rights" reform by using the questionnaire method and the ranking dependent variable model. The relationship between the transfer of contracted land and the resources endowment of farmers' families is discussed, and the main factors that influence the willingness of space replacement of farmers' homestead are explored. The results show that: the willingness of space replacement is low, only 23.33; The factors that affect the willingness of space replacement of homestead are the degree of understanding of the policy of Homestead replacement, whether the contracted land is leased, the highest educational background of the head of household, the grade of housing status and the number of family labor force. The five types of indexes had significant positive effects on the willingness to replace. In order to promote the space replacement of rural homestead in an orderly way, we should strengthen the propaganda of rural homestead replacement policy and farmland reform policy, carry out extensive investigation on the location of centralized replacement sites, and fully mobilize the enthusiasm and participation consciousness of farmers. Combining the exchange of homestead with the transfer of contracted land and the circulation of collective assets, the linkage mechanism of the reform of "three rights" is established.
