【摘要】：2004-2014年,我國連續(xù)十一年發(fā)布了以“三農(nóng)”為主題的中央一號文件,充分彰顯了國家對農(nóng)業(yè)、農(nóng)村、農(nóng)民問題的高度重視,有力地推動了農(nóng)業(yè)產(chǎn)業(yè)化進程。招商引資是培育優(yōu)勢產(chǎn)業(yè)、以項目帶動農(nóng)業(yè)發(fā)展的主要途徑,可以彌補政府在產(chǎn)業(yè)開發(fā)方面缺乏資金、技術(shù)和人才的不足。鎮(zhèn)原縣農(nóng)業(yè)資源豐富,種類繁多,蘋果、杏子、黃花菜等具有很高的產(chǎn)量,享有“中國杏鄉(xiāng)”、“鎮(zhèn)原金針菜”的美譽,生產(chǎn)的“甘旭”牌水晶紅富士蘋果通過了國家綠色食品認證。但是,由于來自內(nèi)外環(huán)境的制約,農(nóng)業(yè)招商引資的發(fā)展比較緩慢,產(chǎn)業(yè)鏈的形成缺乏有力支撐和強勁動力,從農(nóng)業(yè)大縣向農(nóng)業(yè)強縣的轉(zhuǎn)變舉步維艱。本文以鎮(zhèn)原縣農(nóng)業(yè)招商引資現(xiàn)狀為基礎(chǔ),以科學的swot研究方法為指導,全面分析了鎮(zhèn)原縣農(nóng)業(yè)招商引資的制約因素,制定了切實可行的對策措施,能夠為地方政府轉(zhuǎn)變思路提供決策參考,對其它地區(qū)開展農(nóng)業(yè)招商研究具有借鑒價值。主要有三個方面:(1)在認真分析群眾排商重主要原因的基礎(chǔ)上,有針對性地提出了樹立政府誠信的對策措施,制定農(nóng)業(yè)發(fā)展獎勵辦法,兌現(xiàn)引資承諾和條款,提高群眾參與招商引資的積極性,吸引客商前來投資;(2)詳細闡述了政策扶持力度小的現(xiàn)實表現(xiàn),主要有政策雷同性比較強、缺乏分產(chǎn)業(yè)政策和落實不夠徹底等幾個方面。針對這些問題,本文提出了出臺差異化的優(yōu)惠政策,突出政策的產(chǎn)業(yè)屬性,并研究成立政策落實的專門工作機構(gòu),為群眾和客商提供快捷、舒心的服務(wù);(3)針對蘋果、杏子、黃花菜等優(yōu)勢農(nóng)業(yè)資源普遍存在的品種雜亂、規(guī)模片區(qū)少和產(chǎn)品附加值低等問題,本文提出了通過與大中專院校合作優(yōu)化品種,根據(jù)地理和氣候條件分片區(qū)規(guī)劃農(nóng)業(yè)種植和不斷擴大集中發(fā)展規(guī)模等應(yīng)對策略,并在此基礎(chǔ)上延伸產(chǎn)業(yè)鏈條,提高農(nóng)產(chǎn)品的附加值,幫助群眾致富增收。
[Abstract]:From 2004 to 2014, China issued the first document of the Central Committee with the theme of "Agriculture, Farmers and Countryside" for 11 consecutive years, which fully demonstrated the great importance attached by the state to the problems of agriculture, rural areas and farmers, and pushed forward the process of agricultural industrialization. Attracting investment is the main way to cultivate superior industries and promote agricultural development by projects, which can make up for the lack of funds, technology and talents in the industrial development of the government. Zhenyuan County is rich in agricultural resources with a wide variety of varieties. Apples, apricots, yellow lily and so on have a high yield and enjoy the reputation of "Chinese apricot township" and "Zhenyuan Golden Needle vegetable". The "Ganxu" brand crystal Fuji apple has passed the national green food certification. However, due to the restriction of internal and external environment, the development of attracting investment in agriculture is slow, the formation of industrial chain is lack of strong support and strong power, and the transformation from big agricultural county to strong agricultural county is difficult. Based on the present situation of agricultural investment attraction in Zhenyuan County and guided by scientific swot research method, this paper comprehensively analyzes the restrictive factors of agricultural investment attraction in Zhenyuan County, and formulates feasible countermeasures. It can provide decision-making reference for local governments to change their thinking, and can be used for reference for other regions to carry out research on agricultural investment. There are three main aspects: (1) on the basis of serious analysis of the main reasons why the masses attach importance to the business arrangement, the paper puts forward the countermeasures of establishing the government's honesty and credit, formulates the incentives for agricultural development, and fulfills the commitments and terms of attracting investment. Improve the enthusiasm of the masses to participate in attracting investment, attract businessmen to come to invest; (2) the paper expounds in detail the practical performance of the small degree of policy support, mainly in the following aspects: strong similarity of policy, lack of industrial policy, and insufficient implementation. Aiming at these problems, this paper puts forward the differential preferential policy, highlights the industrial attribute of the policy, and studies the establishment of a special working organization to provide quick and comfortable service for the masses and merchants. (3) in order to solve the problems such as variety disorder, small scale area and low added value of products, and so on, this paper puts forward to optimize varieties by cooperating with universities and colleges, and so on, in order to solve the problems of apple, apricot, yellow lily and other dominant agricultural resources, such as variety disorder, small area and low added value. According to the geographical and climatic conditions, planning agricultural planting and expanding the scale of concentrated development and other coping strategies, and on this basis extend the industrial chain, improve the added value of agricultural products, help the masses to become rich and increase their income.
