【摘要】：財政支持農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營是我國促進農(nóng)業(yè)發(fā)展的一項重要舉措。近年來,我國各級財政對農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目的投資力度都在不斷加大。河北省作為一個農(nóng)業(yè)大省,財政投入到農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目上的資金也越來越多,但這項措施是否產(chǎn)生了預(yù)期效果?人們往往只關(guān)注其產(chǎn)生的經(jīng)濟效益,而忽視對社會效益影響的分析,從而難以全面了解財政資金投入到農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目的績效,影響財政資金投向。因此,對財政資金投入河北省農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目社會效益的研究,對于更好地發(fā)揮財政資金的作用,提高河北省農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營的總體水平具有重要的意義。本文通過搜集數(shù)據(jù)主要運用定性與定量相結(jié)合、實證分析等方法,首先從河北省農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目發(fā)展?fàn)顩r和項目資金投入情況兩個方面對河北省農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目資金投入的現(xiàn)狀進行了分析；其次,結(jié)合農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營的特點,分別從宏觀、微觀和中觀三個層次篩選農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目社會效益指標(biāo),選出從產(chǎn)業(yè)化經(jīng)營中得到的戶均純收入、農(nóng)產(chǎn)品生產(chǎn)(加工)基地銷售產(chǎn)值和鄉(xiāng)村從業(yè)人員數(shù)三個指標(biāo)；再次,對財政資金投入對河北省農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目社會效益的影響進行統(tǒng)計分析和計量經(jīng)濟學(xué)研究,驗證了財政資金投入對河北省農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目社會效益正相關(guān)的基本假設(shè)；最后,本文在分析結(jié)論的基礎(chǔ)上給出了提高農(nóng)業(yè)財政資金使用效率的建議和對策。本文的創(chuàng)新之處在于：本文分別從宏觀、中觀和微觀三個層次篩選出具有代表性的社會效益指標(biāo)后,通過計量經(jīng)濟學(xué)的方法對財政資金投入對河北省農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目社會效益的影響進行了實證研究,得出了三個具有代表性的社會效益指標(biāo)均與財政資金投入量正相關(guān)的結(jié)論,并針對研究結(jié)論提出切實可行的提高財政資金使用效率的建議和對策,對全面了解財政資金投入農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營項目的績效以及科學(xué)引導(dǎo)財政資金投向具有重要的參考價值。
[Abstract]:Financial support for the industrialization of agriculture is an important measure to promote the development of agriculture in China. In recent years, all levels of financial investment in agricultural industrialization projects are constantly increasing. Hebei Province as a large agricultural province, the financial investment in agricultural industrialization management projects on more and more funds, but this measure has produced the expected results? People only pay attention to the economic benefits, but ignore the analysis of the social benefits, so it is difficult to fully understand the performance of the financial funds invested in the agricultural industrialization management projects, and affect the financial capital investment. Therefore, the study on the social benefits of the investment of financial funds into the agricultural industrialization management project in Hebei Province is of great significance to better play the role of financial funds and to improve the overall level of agricultural industrialization management in Hebei Province. This paper mainly uses qualitative and quantitative methods, empirical analysis and other methods to collect data. Firstly, the paper analyzes the present situation of Hebei Province's agricultural industrialization management project investment from two aspects: the development of agricultural industrialization management project and the project capital input. Secondly, according to the characteristics of agricultural industrialization management, the social benefit indexes of agricultural industrialization management projects are screened from macro, micro and meso levels respectively, and the net household income obtained from industrialization management is selected. Agricultural production (processing) base sales value and the number of rural employees three indicators; Thirdly, the impact of financial investment on the social benefits of agricultural industrialization in Hebei Province is analyzed statistically and econometrically. The assumption that the financial investment is positively related to the social benefits of the agricultural industrialization management project in Hebei Province is verified. Finally, based on the analysis of the conclusions, the paper gives some suggestions and countermeasures to improve the efficiency of agricultural financial funds. The innovation of this paper lies in the fact that after selecting the representative social benefit indexes from the macro, meso and micro levels respectively, Through econometrics, this paper makes an empirical study on the impact of financial investment on the social benefits of agricultural industrialization management projects in Hebei Province. It is concluded that three representative social benefit indexes are positively related to the amount of financial capital input, and some feasible suggestions and countermeasures are put forward to improve the efficiency of the use of financial funds. It is of important reference value to understand the performance of the financial fund input into the agricultural industrialization management project and to guide the financial capital investment scientifically.
