【摘要】：運(yùn)用交易費(fèi)用法分析試點(diǎn)區(qū)宅基地退出的治理結(jié)構(gòu),揭示不同治理結(jié)構(gòu)下宅基地有償退出的模式,剖析各種模式運(yùn)作過(guò)程中出現(xiàn)的問(wèn)題,以便其他地區(qū)借鑒。研究表明:(1)金寨縣、薊州區(qū)、義烏市分別在層級(jí)制、混合制和市場(chǎng)制的治理結(jié)構(gòu)下,形成了"貨幣+宅基地、貨幣+購(gòu)房補(bǔ)貼、資產(chǎn)置換"3種宅基地退出模式;(2)3種退出模式出現(xiàn)了補(bǔ)償資金不足、復(fù)墾利用效率低、權(quán)屬不完整等問(wèn)題。因此,各地區(qū)應(yīng)因地制宜地選擇不同的治理結(jié)構(gòu)和退出模式。
[Abstract]:This paper applies transaction cost method to analyze the governance structure of homestead withdrawal in pilot area, reveals the models of homestead paid withdrawal under different governance structures, and analyzes the problems in the operation of various modes, so as to draw lessons from other regions. The results show that: (1) in Jinzhai County, Jizhou District and Yiwu City, under the governance structure of hierarchical system, mixed system and market system, three kinds of homestead exit modes are formed: "money homestead, currency purchase subsidy, asset replacement"; (2) the three exit modes have some problems, such as insufficient compensation fund, low efficiency of reclamation and utilization, incomplete ownership and so on. Therefore, each region should choose different governance structure and exit mode according to local conditions.
