【摘要】：運用交易費用法分析試點區(qū)宅基地退出的治理結構,揭示不同治理結構下宅基地有償退出的模式,剖析各種模式運作過程中出現(xiàn)的問題,以便其他地區(qū)借鑒。研究表明:(1)金寨縣、薊州區(qū)、義烏市分別在層級制、混合制和市場制的治理結構下,形成了"貨幣+宅基地、貨幣+購房補貼、資產置換"3種宅基地退出模式;(2)3種退出模式出現(xiàn)了補償資金不足、復墾利用效率低、權屬不完整等問題。因此,各地區(qū)應因地制宜地選擇不同的治理結構和退出模式。
[Abstract]:This paper applies transaction cost method to analyze the governance structure of homestead withdrawal in pilot area, reveals the models of homestead paid withdrawal under different governance structures, and analyzes the problems in the operation of various modes, so as to draw lessons from other regions. The results show that: (1) in Jinzhai County, Jizhou District and Yiwu City, under the governance structure of hierarchical system, mixed system and market system, three kinds of homestead exit modes are formed: "money homestead, currency purchase subsidy, asset replacement"; (2) the three exit modes have some problems, such as insufficient compensation fund, low efficiency of reclamation and utilization, incomplete ownership and so on. Therefore, each region should choose different governance structure and exit mode according to local conditions.
