【摘要】：精準(zhǔn)扶貧、精準(zhǔn)脫貧戰(zhàn)略提出后,各地以貧困戶為單位進(jìn)行了精準(zhǔn)識(shí)別和精準(zhǔn)幫扶。隨著脫貧攻堅(jiān)的逐步深入,精準(zhǔn)評(píng)估貧困戶脫貧績(jī)效就成為貧困村脫貧、貧困縣摘帽的基礎(chǔ),也是體現(xiàn)精準(zhǔn)扶貧成效的重要內(nèi)容�；谝怨矁r(jià)值為基礎(chǔ)的政府績(jī)效治理理論(簡(jiǎn)稱PV-GPG理論),對(duì)貧困戶脫貧績(jī)效的精準(zhǔn)評(píng)估應(yīng)當(dāng)綜合考慮價(jià)值體系、指標(biāo)體系、組織體系、技術(shù)支撐體系、績(jī)效環(huán)境體系五個(gè)方面,以實(shí)現(xiàn)科學(xué)評(píng)估和精準(zhǔn)退出。
[Abstract]:Precision poverty reduction, precision poverty reduction strategy proposed, all over the poor units for accurate identification and precision help. With the gradual deepening of poverty eradication, accurate evaluation of poverty eradication performance of poor households has become the foundation of poverty eradication in poor villages, and the foundation of poverty reduction in poor counties, which is also an important content to reflect the effect of precision poverty alleviation. Based on the theory of government performance governance based on public value (PV-GPG theory for short), the accurate evaluation of poverty alleviation performance of poor households should consider the value system, index system, organization system and technical support system. Performance environment system in order to achieve scientific evaluation and accurate withdrawal.
