【摘要】：從2003年到2017年,連續(xù)14年中央一號文件都將重點聚焦在“三農(nóng)”問題上。2017年中央一號文件提出“推進農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革,加快培育農(nóng)業(yè)農(nóng)村發(fā)展新動能”,其中農(nóng)村電商已成為最關(guān)鍵發(fā)力點。高效率、安全的農(nóng)產(chǎn)品物流企業(yè)是解決黨中央“三農(nóng)”問題關(guān)鍵,是構(gòu)建“農(nóng)產(chǎn)品進城”現(xiàn)代流通渠道的核心要素。但我國目前農(nóng)產(chǎn)品物流企業(yè)發(fā)展較為混亂,農(nóng)產(chǎn)品物流企業(yè)運營能力較低,因此對農(nóng)產(chǎn)品物流企業(yè)的運營能力進行合理評價并提出對策建議至關(guān)重要。(1)本文對農(nóng)產(chǎn)品物流企業(yè)相關(guān)基礎(chǔ)理論、農(nóng)產(chǎn)品物流企業(yè)現(xiàn)有評價方法歸納總結(jié),發(fā)現(xiàn)目前針對農(nóng)產(chǎn)品物流企業(yè)運營能力的評價主要是從靜態(tài)角度進行,不能全面反映企業(yè)長期運作情況。因此,本文引入?yún)f(xié)同學理論進而從協(xié)同結(jié)果角度對農(nóng)產(chǎn)品物流企業(yè)運營能力進行更全面的評價。(2)分析了協(xié)同理論對于農(nóng)產(chǎn)品物流企業(yè)運營評價的適用性,構(gòu)建了農(nóng)產(chǎn)品物流企業(yè)運營能力評價方法的邏輯架構(gòu),界定協(xié)同對象為農(nóng)產(chǎn)品物流企業(yè)主體要素、客體要素和設(shè)施設(shè)備要素,并對農(nóng)產(chǎn)品物流企業(yè)協(xié)同的含義進行說明。在數(shù)據(jù)觀測期內(nèi)通過協(xié)同度測定方式,數(shù)據(jù)觀測期外采用協(xié)同能力量化的方式對企業(yè)能否形成高級有序狀態(tài)(即是否企業(yè)實現(xiàn)利潤、效率、質(zhì)量三個目標)進行觀測,進而對企業(yè)的運營能力進行評價。(3)根據(jù)客觀性、可比性、可度量等原則,從物流人員、農(nóng)產(chǎn)品屬性等7個方面篩選出30個指標參量建立運營能力評價指標體系。并建立基于協(xié)同度的企業(yè)運營能力評價模型和基于協(xié)同能力量化的企業(yè)運營能力評價模型。最后以某農(nóng)產(chǎn)品物流企業(yè)為例,利用模型對其運營現(xiàn)狀和未來不同環(huán)境下的運營狀況分析研究,進而對該農(nóng)產(chǎn)品物流企業(yè)運營能力進行評價并提出相應(yīng)建議。
[Abstract]:From 2003 to 2017, the first document of the Central Committee focused on the issue of "agriculture, countryside and farmers" for 14 consecutive years. The first document of the Central Committee of 2017 proposed "promoting the structural reform on the supply side of agriculture and speeding up the cultivation of new momentum for agricultural rural development." Rural e-commerce has become the most critical point. Efficient and safe agricultural products logistics enterprise is the key to solve the problem of "agriculture, countryside and farmers" and the core element of constructing the modern circulation channel of "agricultural products entering into the city". However, at present, the development of agricultural products logistics enterprises in China is relatively chaotic, and the operation capacity of agricultural products logistics enterprises is relatively low. Therefore, it is very important to evaluate the operation ability of agricultural products logistics enterprises reasonably and put forward some countermeasures. (1) this paper summarizes the basic theory of agricultural products logistics enterprises, and summarizes the existing evaluation methods of agricultural products logistics enterprises. It is found that the evaluation of the operation ability of the agricultural products logistics enterprises is mainly from the static point of view, and can not fully reflect the long-term operation of the enterprises. Therefore, this paper introduces the synergetic theory to evaluate the operation ability of agricultural products logistics enterprises from the perspective of synergy results. (2) the applicability of synergy theory to the operational evaluation of agricultural products logistics enterprises is analyzed. This paper constructs the logical framework of the evaluation method of the operation ability of the agricultural products logistics enterprises, defines the cooperative objects as the main elements of the agricultural products logistics enterprises, the object elements and the facilities and equipment elements, and explains the meaning of the cooperation of the agricultural products logistics enterprises. In the data observation period, the synergy degree is measured, and the cooperative ability is quantified outside the data observation period to observe whether the enterprise can form a high order state (that is, whether the enterprise realizes the three goals of profit, efficiency and quality). Thirdly, according to the principles of objectivity, comparability and measurability, 30 index parameters were selected from seven aspects, such as logistics personnel and agricultural product attributes, to establish the evaluation index system of operation ability. The evaluation model of enterprise operation ability based on synergy degree and the evaluation model of enterprise operation ability based on quantification of collaborative capability are established. Finally, taking an agricultural product logistics enterprise as an example, using the model to analyze and study the operation status of the agricultural product logistics enterprise under different environment in the future, and then evaluate the operation ability of the agricultural product logistics enterprise and put forward the corresponding suggestions.
