【摘要】：基層農(nóng)業(yè)技術(shù)推廣服務(wù)體系在我國(guó)農(nóng)業(yè)經(jīng)濟(jì)發(fā)展中發(fā)揮了重要作用,是科技興農(nóng)的重要支撐,是科技成果轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力的橋梁和紐帶,是直接面向農(nóng)民開(kāi)展農(nóng)業(yè)技術(shù)服務(wù)的農(nóng)技推廣主體,具有社會(huì)其它機(jī)構(gòu)和組織沒(méi)有的重大現(xiàn)實(shí)作用。改革開(kāi)放以來(lái),雨城區(qū)農(nóng)業(yè)技術(shù)推廣工作取得了較大成就,為雅安市現(xiàn)代化農(nóng)業(yè)建設(shè)作出了突出的貢獻(xiàn)。但是,目前雨城整個(gè)農(nóng)業(yè)技術(shù)推廣體制尚不能滿足農(nóng)業(yè)戰(zhàn)略性結(jié)構(gòu)調(diào)整的要求,農(nóng)業(yè)技術(shù)推廣體制及運(yùn)行機(jī)制與市場(chǎng)經(jīng)濟(jì)發(fā)展要求不相適應(yīng),還需要進(jìn)一步完善。本課題基于農(nóng)業(yè)推廣學(xué)的所屬思想,對(duì)四川省雅安市雨城區(qū)的相關(guān)體制的創(chuàng)新進(jìn)行了研究。采用文獻(xiàn)法、調(diào)查法、比較法等多種研究方法,以雨城區(qū)為例對(duì)我國(guó)西部農(nóng)村農(nóng)業(yè)科技推廣的制度機(jī)制建設(shè)實(shí)際情況、地方政府、社會(huì)組織面臨的主要問(wèn)題進(jìn)行了細(xì)致分析。同時(shí),從背景、內(nèi)容、推廣原則、推廣模式等方面對(duì)農(nóng)業(yè)科技推廣體制機(jī)制的創(chuàng)新進(jìn)行了廣泛研究。本研究的主要內(nèi)容包括以下幾個(gè)部分：第一部分,雨城區(qū)現(xiàn)行的農(nóng)業(yè)科技推廣體制的現(xiàn)狀研究。從基本情況出發(fā)考察得出結(jié)論：其主體單一、傳導(dǎo)機(jī)制單調(diào)、內(nèi)容狹窄；科研、教育、推廣、生產(chǎn)相互脫節(jié)；基層推廣人員素質(zhì)低,農(nóng)民科技文化素質(zhì)偏低。第二部分,雨城區(qū)農(nóng)業(yè)科技推廣體制存在的問(wèn)題及原因。針對(duì)雨城區(qū)農(nóng)業(yè)科技推廣主體單一、傳導(dǎo)機(jī)制單調(diào)、內(nèi)容狹窄,科研、教育、推廣、生產(chǎn)相互脫節(jié),基層推廣人員素質(zhì)低,農(nóng)民科技文化素質(zhì)偏低等問(wèn)題的癥結(jié),特別是當(dāng)前的推廣目標(biāo)與農(nóng)業(yè)生產(chǎn)以及農(nóng)民的實(shí)際需要相脫節(jié),與環(huán)境的適應(yīng)性差差和創(chuàng)新性差的問(wèn)題,從機(jī)制、主體等方面細(xì)致分析了其中的形成原因。第三部分,雨城區(qū)農(nóng)業(yè)科技推廣體制創(chuàng)新研究。主要包含幾個(gè)方面：一是農(nóng)業(yè)科技推廣觀念創(chuàng)新；二是著眼于整合農(nóng)業(yè)科技服務(wù)資源,強(qiáng)調(diào)雨城區(qū)農(nóng)業(yè)科技服務(wù)模式的創(chuàng)新。創(chuàng)新農(nóng)業(yè)科技服務(wù)機(jī)制,完善農(nóng)村科技服務(wù)手段,使農(nóng)業(yè)科技推廣體制的構(gòu)成要素發(fā)生改變,并賦予體制新的生機(jī)。三是具體農(nóng)業(yè)科技服務(wù)路徑的創(chuàng)新。
[Abstract]:The grass-roots agricultural technology extension service system has played an important role in the development of agricultural economy in China, is an important support for the development of agriculture through science and technology, and is the bridge and link between scientific and technological achievements and the transformation of scientific and technological achievements into real productive forces. Agricultural technology extension is the main body of agricultural technology extension, which is directly oriented to farmers, and has a significant practical role that other social organizations and organizations do not have. Since the reform and opening up, the agricultural technology extension in Yucheng District has made great achievements, and has made outstanding contributions to the modernization of agricultural construction in Ya'an City. However, at present, the whole agricultural technology extension system in Yucheng City can not meet the demands of agricultural strategic structural adjustment, and the agricultural technology extension system and operation mechanism are not suitable for the development of market economy, and need to be further improved. Based on the thought of agricultural extension, this paper studies the innovation of related system in Yucheng District of Ya'an City, Sichuan Province. Taking Yucheng District as an example, the paper makes a detailed analysis of the actual situation of the system construction of agricultural science and technology extension in western China, and the main problems faced by local governments and social organizations by using the methods of literature, investigation and comparison. At the same time, the innovation of agricultural science and technology extension system and mechanism has been extensively studied from background, content, extension principle, extension mode and so on. The main contents of this study include the following parts: the first part, the present situation of agricultural science and technology extension system in Yucheng District. The conclusion is that the main body is single, the transmission mechanism is monotonous, the content is narrow, the scientific research, education, popularization and production are disjointed, the quality of the basic extension personnel is low, and the scientific and technological culture quality of the peasants is on the low side. The second part, the existing problems and reasons of agricultural science and technology extension system in Yucheng District. The main body of agricultural science and technology extension in Yucheng district is single, the transmission mechanism is monotonous, the content is narrow, the scientific research, education, extension, production are disjointed, the quality of extension personnel at the grass-roots level is low, the quality of farmers' science and technology culture is low, and so on. Especially, the current extension goal is out of line with the agricultural production and the farmers' actual needs, and the problems of poor adaptability and innovation of the environment. The forming reasons of the problems are analyzed in detail from the aspects of mechanism, main body and so on. The third part, Yucheng District agricultural science and technology extension system innovation research. It mainly includes several aspects: first, the innovation of agricultural science and technology extension concept; second, focusing on the integration of agricultural science and technology service resources, emphasizing the innovation of Yucheng city agricultural science and technology service mode. Innovating the service mechanism of agricultural science and technology, perfecting the service means of rural science and technology, changing the constituent elements of agricultural science and technology extension system, and endowing the system with new vitality. Third, the specific agricultural science and technology service path innovation.
