【摘要】：糖業(yè)發(fā)展事關(guān)國家食糖供應(yīng)安全大局。廣西是全國最大的糖料蔗種植區(qū)、食糖生產(chǎn)基地,對全國食糖供應(yīng)舉足輕重。蔗糖業(yè)已成為廣西國民經(jīng)濟(jì)的重要組成部分和主要經(jīng)濟(jì)增長點(diǎn),是廣西重要的優(yōu)勢產(chǎn)業(yè),在帶動農(nóng)民脫貧致富,增加地方財(cái)政收入,促進(jìn)經(jīng)濟(jì)持續(xù)發(fā)展等方面具有重要地位。近年來,受生產(chǎn)成本上升和國外低價糖沖擊,廣西糖業(yè)發(fā)展面臨巨大困難和挑戰(zhàn)。在此背景下,研究廣西蔗糖產(chǎn)業(yè)各環(huán)節(jié)降本增效的對策措施具有重要意義。本文圍繞廣西蔗糖產(chǎn)業(yè)如何實(shí)現(xiàn)降本增效這一命題,針對廣西糖業(yè)面臨的新形勢和新挑戰(zhàn),主要從農(nóng)工貿(mào)產(chǎn)業(yè)環(huán)節(jié)入手,綜合運(yùn)用區(qū)域經(jīng)濟(jì)學(xué)、產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、成本論、利潤論、效益論等相關(guān)理論,從產(chǎn)業(yè)鏈的視角出發(fā),研究廣西蔗糖產(chǎn)業(yè)鏈各環(huán)節(jié)成本與效益之間的關(guān)系,分析比較廣西與世界主要產(chǎn)糖國蔗糖生產(chǎn)成本的差距,探討廣西蔗糖業(yè)發(fā)展如何解決各環(huán)節(jié)成本降低的問題,進(jìn)而提出切實(shí)可行的產(chǎn)業(yè)鏈發(fā)展模式、廣西蔗糖產(chǎn)業(yè)各環(huán)節(jié)降本增效的途徑和方法。為廣西乃至我國蔗糖產(chǎn)業(yè)可持續(xù)發(fā)展提供決策參考。研究表明,廣西蔗糖產(chǎn)業(yè)經(jīng)過多年發(fā)展,逐步成熟,種植面積、產(chǎn)蔗量和產(chǎn)糖量連續(xù)22年居全國第一,但與世界主要產(chǎn)糖國相比,糖料蔗單產(chǎn)水平低、生產(chǎn)成本高、產(chǎn)品國際競爭力不強(qiáng)。本文通過研究挖掘蔗糖產(chǎn)業(yè)可提升與發(fā)展空間,分別從糖料蔗種植、食糖加工、市場銷售及政策支持等方面提出重點(diǎn)建設(shè)經(jīng)營規(guī)�；⒎N植良種化、生產(chǎn)機(jī)械化、水利現(xiàn)代化的糖料蔗基地,大幅提高單產(chǎn),降低生產(chǎn)成本；調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),實(shí)現(xiàn)制糖業(yè)循環(huán)利用；加強(qiáng)市場運(yùn)行分析和調(diào)控,維護(hù)市場穩(wěn)定；探索政、工、農(nóng)三者利益共贏的長效發(fā)展機(jī)制等降本增效的對策建議,對保護(hù)廣西優(yōu)勢特色產(chǎn)業(yè)健康發(fā)展,增強(qiáng)糖業(yè)國際競爭力,促進(jìn)農(nóng)民增收、廣西財(cái)政收入持續(xù)穩(wěn)定增長具有重要的現(xiàn)實(shí)意義。
[Abstract]:Sugar industry development is related to the overall situation of national sugar supply security. Guangxi is the largest sugarcane planting area in China, sugar production base, which plays an important role in the supply of sugar throughout the country. Sucrose has become an important part of the national economy and the main economic growth point in Guangxi. It is an important industry in Guangxi. It plays an important role in driving farmers out of poverty, increasing local financial revenue and promoting sustainable economic development. In recent years, the sugar industry in Guangxi is facing great difficulties and challenges due to the rise of production cost and the impact of low sugar prices abroad. Under this background, it is of great significance to study the countermeasures of reducing cost and increasing efficiency in each link of sugar industry in Guangxi. This paper focuses on the proposition of how to reduce the cost and increase the efficiency of the sugar industry in Guangxi. Aiming at the new situation and the new challenge facing the sugar industry in Guangxi, this paper mainly starts with the links of agriculture, industry and trade, and makes comprehensive use of regional economics, industrial economics, cost theory, profit theory, etc. Benefit theory and other related theories, from the perspective of industrial chain, study the relationship between the cost and benefit of each link in Guangxi sucrose industry chain, and analyze and compare the gap between sugar production cost in Guangxi and the major sugar producing countries in the world. This paper probes into how to solve the problem of reducing the cost of each link in the development of sugar industry in Guangxi, and then puts forward the feasible development mode of industry chain and the ways and methods of reducing the cost and increasing efficiency in each link of Guangxi sucrose industry. It provides a decision-making reference for the sustainable development of sugar industry in Guangxi and China. The research shows that the sugar cane industry in Guangxi has gradually matured after many years of development, and the planting area, sugarcane yield and sugar yield have been ranked first in China for 22 consecutive years. However, compared with the major sugar-producing countries in the world, the sugarcane yield level is low and the production cost is high. The international competitiveness of products is not strong. In this paper, the sugar industry can be promoted and developed through the research, respectively from the sugar cane planting, sugar processing, marketing and policy support and other aspects of the key construction of large-scale management, planting of improved varieties, production mechanization, etc. The modernized sugarcane base of water conservancy has greatly increased the yield per unit and reduced the production cost; Adjust and optimize the industrial structure, realize the recycling utilization of sugar industry, strengthen the market operation analysis and regulation, and maintain market stability; To explore the long-term mechanism of win-win development of politics, industry and agriculture, and other countermeasures and suggestions for reducing the cost and increasing efficiency, will protect the healthy development of Guangxi's superior and characteristic industries, enhance the international competitiveness of the sugar industry, and promote the increase of farmers' income. The sustained and stable growth of Guangxi's fiscal revenue is of great practical significance.
