【摘要】：在全面建成小康社會的關鍵階段,民族地區(qū)精準扶貧至關重要。與其他民族地區(qū)貧困情況相比,內(nèi)蒙古自治區(qū)貧困現(xiàn)狀突出表現(xiàn)在牧業(yè)經(jīng)濟脆弱、生態(tài)保護壓力大、少數(shù)民族人口多、邊境地區(qū)廣四個特點,其貧困原因可被歸結(jié)為基礎設施、自然資源、人力資本、開發(fā)限制、扶貧機制以及多方面交織因素。因此,在民族地區(qū)扶貧過程中,應加強民族地區(qū)扶貧合力,推動市場與社會全方位參與;重視民族地區(qū)生態(tài)保護,完善生態(tài)補償機制;動員民族地區(qū)貧困人口主體意識,激發(fā)內(nèi)生動力脫貧;瞄準民族地區(qū)貧困人口需求,創(chuàng)新體制機制扶貧;針對特殊群體和特殊區(qū)域,攻克民族地區(qū)脫貧的"硬骨頭"。
[Abstract]:In the key stage of building a well-off society in an all-round way, it is very important for ethnic areas to help the poor with precision. Compared with the poverty situation in other ethnic areas, the poverty situation in Inner Mongolia Autonomous region is characterized by the fragile animal husbandry economy, the great pressure of ecological protection, the large population of ethnic minorities, and the wide border areas. The causes of poverty can be attributed to infrastructure. Natural resources, human capital, development constraints, poverty alleviation mechanisms and many intertwined factors. Therefore, in the process of poverty alleviation in ethnic minority areas, we should strengthen the joint efforts of poverty alleviation in minority areas, promote market and social participation in all aspects, attach importance to ecological protection in minority areas, and improve the ecological compensation mechanism. To mobilize the awareness of the main body of the poor population in ethnic minority areas, to stimulate the endogenous motive force to extricate themselves from poverty, to aim at the needs of the poor population in ethnic minority areas, to innovate the system and mechanism for poverty alleviation, and to tackle the "hard bones" of poverty eradication in ethnic minority areas with regard to special groups and special regions.
