【摘要】：2003年T市頒布實施了國有土地有償使用辦法,建立實施了土地收購儲備制度,T市土地整理中心作為市政府批準(zhǔn)設(shè)立的土地收儲機(jī)構(gòu),負(fù)責(zé)了市級土地收購儲備項目的組織實施。自開展土地收儲工作以來,T市城市化建設(shè)步伐進(jìn)一步加快,土地資源配置進(jìn)一步優(yōu)化,政府調(diào)控土地和房地產(chǎn)市場能力得到進(jìn)一步加強(qiáng),財政收入中土地出讓收入增速和增加額逐步提升,城市基礎(chǔ)設(shè)施建設(shè)水平、城市環(huán)境面貌改善不斷提升。同時,土地收儲工作處于“邊運(yùn)作、邊探索”過程中,土地收儲中面臨著拆遷協(xié)調(diào)難、補(bǔ)償標(biāo)準(zhǔn)高、土地融資難、土地收儲中長期規(guī)劃缺乏等問題,土地整理中心土地收儲策略研究不深入、不完善,亟需進(jìn)一步深入探討和研究。論文在回顧己有研究文獻(xiàn)的基礎(chǔ)上,對T市土地儲備制度建設(shè)、運(yùn)作模式及工作開展等情況進(jìn)行分析,總結(jié)出T市土地收儲工作的特點(diǎn)和存在的問題;通過整理分析杭州、重慶、北京等地土地收儲模式,研究各土地收儲模式優(yōu)缺點(diǎn)及可為T市借鑒之處;通過整理分析荷蘭、瑞典、加拿大、法國等地土地收儲運(yùn)作模式,歸納國外土地收儲的成功經(jīng)驗;通過對工作中常見的城中村、舊城改造和公益資源整合類典型土地收儲案例分析,總結(jié)出項目特點(diǎn)和工作啟示;論文的結(jié)論部分,運(yùn)用SWOT方法研究影響T市土地整理中心土地收儲的內(nèi)外部環(huán)境,分析土地收儲發(fā)展的機(jī)遇、既有的優(yōu)勢、存在的問題和面臨的挑戰(zhàn),在此基礎(chǔ)上,研究提出T市土地整理中心土地收儲策略,對T市土地收儲工作具有現(xiàn)實指導(dǎo)意義,對國內(nèi)其他城市土地收儲工作具有借鑒意義。同時,為保證土地收儲策略的落實,論文闡述了保障措施,使土地收儲策略更具備實際操作意義。
[Abstract]:In 2003, T City promulgated and implemented the measures for the compensated use of state-owned land, established and implemented the system of land acquisition and reserve, and the Land consolidation Center of T City acted as the land collection and storage organization approved by the municipal government. Responsible for the municipal land purchase and reserve project organization implementation. Since the beginning of the land collection and storage work, the pace of urbanization construction in T City has been further accelerated, the allocation of land resources has been further optimized, and the ability of the government to regulate the land and real estate market has been further strengthened. The growth rate and increase amount of land transfer income in fiscal revenue have gradually increased, the level of urban infrastructure construction and the improvement of the urban environment have been continuously improved. At the same time, the land collection and storage work is in the process of "operation while exploring". In the process of land collection and storage, it is difficult to coordinate demolition and relocation, the compensation standard is high, the land financing is difficult, and the long-term planning of land collection and storage is short of, and so on. The research of land collection and storage strategy in land consolidation center is not thorough and perfect, so it needs further discussion and research. On the basis of reviewing the existing research documents, the paper analyzes the construction, operation mode and work of land reserve system in T City, and summarizes the characteristics and problems of land storage in T City. Through sorting out and analyzing the land storage patterns in Hangzhou, Chongqing and Beijing, the advantages and disadvantages of each land collection and storage model and the points that can be used for reference by T City are studied. The successful experience of foreign land collection and storage is summed up by analyzing the operation mode of land collection and storage in Holland, Sweden, Canada, France and so on. Through the analysis of typical land collection and storage cases such as village in city, old city reconstruction and integration of public welfare resources in the work, the characteristics of the project and the inspiration of the work are summarized. In the last part of the paper, the author uses SWOT method to study the internal and external environment of land collection and storage in T City Land consolidation Center, and analyzes the opportunities, existing advantages, existing problems and challenges of land collection and storage development. The paper puts forward the land collection and storage strategy of the land consolidation center of T city, which has practical guiding significance to the land collection and storage work of T city, and has reference significance to the land collection and storage work of other cities in China. At the same time, in order to ensure the implementation of the strategy of land storage, the paper expounds the safeguard measures to make the strategy of land collection and storage more practical significance.
