【摘要】：作為國務院批準的首批沿海開放縣之一,平陽縣長期致力于發(fā)展現(xiàn)代農業(yè),形成產業(yè)全面協(xié)調、產品質量高、品牌多的良好發(fā)展局面,農業(yè)產業(yè)化水平不斷提高。然而,在平陽縣農業(yè)產業(yè)化發(fā)展過程中仍然存在很多問題。鑒于此,筆者以平陽縣為例,對溫州市農業(yè)產業(yè)化發(fā)展進行研究。本文以溫州市農業(yè)產業(yè)化發(fā)展為研究對象,以平陽縣為研究案例,以規(guī)模效益理論、產業(yè)關聯(lián)理論和分工協(xié)作理論為研究的理論基礎,,針對平陽縣特色產業(yè)發(fā)展情況、農業(yè)產業(yè)化發(fā)展特點。全面分析了溫州市平陽縣農業(yè)產業(yè)化存在的問題主要包括龍頭企業(yè)規(guī)模小,管理水平不高;農戶經營規(guī)模小,規(guī)模效益難發(fā)揮;龍頭企業(yè)與農業(yè)利益關系沖突;農業(yè)從業(yè)人員素質較低;農村金融體系不夠完善等�；诖�,結合平陽縣農業(yè)發(fā)展具體情況,以組織結構優(yōu)化合理;制度健全機制靈活;功能齊備作用強大為發(fā)展目標。提出以工業(yè)化理論發(fā)展農業(yè)產業(yè)化;以區(qū)域優(yōu)勢為依托,重點發(fā)展農產品加工業(yè)的發(fā)展思路。堅持效益原則、利益平衡原則、可持續(xù)發(fā)展原則。采取龍頭企業(yè)帶動型;專業(yè)合作組織帶動型產業(yè);主導產業(yè)帶動型模式和中介組織帶動型模式等農業(yè)產業(yè)化發(fā)展模式。并提出壯大龍頭企業(yè);加快專業(yè)合作經濟組織發(fā)展,提高農民化組織化程度;完善農業(yè)產業(yè)化系統(tǒng)內部利益聯(lián)結機制;提高農業(yè)生產從業(yè)人員素質水平;完善農村金融體系建等對策,以期為實現(xiàn)平陽縣農業(yè)產業(yè)化的可持續(xù)發(fā)展提供參考。
[Abstract]:As one of the first coastal open counties approved by the State Council, Pingyang County has been committed to the development of modern agriculture for a long time, forming a good development situation of comprehensive coordination of industry, high quality of products and many brands, and the level of agricultural industrialization has been continuously improved. However, there are still many problems in the development of agricultural industrialization in Pingyang County. In view of this, the author takes Pingyang County as an example to study the development of agricultural industrialization in Wenzhou. This paper takes the development of agricultural industrialization in Wenzhou as the research object, the Pingyang county as a case study, the theory of scale benefit, the theory of industrial association and the theory of division of labor and cooperation as the theoretical basis, aiming at the development of characteristic industries in Pingyang County. Agricultural industrialization development characteristics. The problems of agricultural industrialization in Pingyang County of Wenzhou City are analyzed comprehensively, including small scale of leading enterprises, low level of management, small scale of farmers' management, difficulty of exerting scale benefits, conflicts of interests between leading enterprises and agriculture. The quality of agricultural practitioners is low; the rural financial system is not perfect enough. Based on this, in combination with the specific situation of agricultural development in Pingyang County, the aim of development is to optimize the organizational structure reasonably, to improve the system and to have a flexible mechanism, and to have a strong function. The development of agricultural industrialization based on industrialization theory and the development of agricultural product processing industry based on regional advantage are put forward. Adhere to the principle of efficiency, the principle of balance of interests, the principle of sustainable development. We should adopt leading enterprises, professional cooperative organizations, leading industries, leading industries and intermediary organizations to develop agricultural industrialization. It also proposes to strengthen leading enterprises, speed up the development of specialized cooperative economic organizations, improve the degree of organization of farmers, improve the internal mechanism of interest association in the agricultural industrialization system, improve the quality of agricultural production practitioners, and improve the quality of agricultural workers. To improve the rural financial system and other countermeasures in order to achieve the sustainable development of agricultural industrialization in Pingyang County.
